WEDNESDAY, JUNE 15, 2022
The Franklin County Commissioners met Wednesday, June 15, 2022, with the following
members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman
Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance, proceeded with the business of the day.
The meeting was live streamed.
On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously
approved to adopt the agenda.
Kim Wertz, from Chambersburg, provided public comment and stated that she would

approved all bills presented and ordered paid.
The minutes of the June 8, 2022 meeting were reviewed. On a motion by Robert G.
Ziobrowski, seconded by John T. Flannery; unanimously approved the minutes.
The Board reviewed Agreements, Contracts and Reports. Chairman Keller asked what
the training strategy is for the body worn cameras. Carrie Gray, County Administrator,
explained that there is a policy that was drafted by
that there was training provided by the vendor. Glenda Helman, Director of Grants
Management, explained further that Chambersburg, Waynesboro, and Greencastle Police
Departments have body worn cameras at this time. The Jail and Drug Task Force have them
also. She continued that the District Attorney came out with procedures that meet the standards
set and approved by the Pennsylvania Commission on Crime and Delinquency (PCCD). As far
as training, as officers get the cameras the trainings are scheduled with the camera vendor.
Commissioner Flannery asked for more information on item #3, Allegheny County agreement
with the Jail and the cost to house juveniles and item #7, quote from Government Software
Solutions for delinquent taxes. He asked how many delinquent property owners we have. Ms.
Gray explained the Allegheny agreement is typically lower for adults due the fact that detention
centers and jails have additional requirements for housing the juveniles as per the Juvenile
Justice Reform Act. She continued that Allegheny County was the lower price from quotes they
received but it is higher because of the special conditions we are required to follow since they
are juveniles. Regarding the delinquent tax bills, John Thierwechter, Assistant County
Administrator, explained that we are required to send out notices to delinquent property owners
items will be decided upon in the afternoon session.
The Board reviewed Personnel matters. Ms. Gray explained that the two positions were

the job descriptions for Intake and Interstate Specialist and Lead Intake and Interstate Specialist
in Domestic Relations.

On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously
approved to enter an executive session at 11:16 a.m. for the purpose of reviewing potential
litigation matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery;
unanimously approved to reconvene into regular session at 11:52 a.m. No action was required
after the executive session.
The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that
were reviewed.

There was no public comment.
Chairman Keller said there was one follow-up question that needed answered before the
actions could be approved. Mr. Thierwechter said that the delinquent tax properties amount is
based on 1,500 notices and the money is recouped when taxes are paid or when the property is
sold.
The Board reviewed Courts matters. On a motion by Robert G. Ziobrowski, seconded
by John T. Flannery; unanimously approved the second amendment to the agreement (dated
January 1, 2021) between the County of Franklin and Josephina C. Souders to provide
translation services. This amendment is to change the hours per week for a minimum of 16
hours at a rate of $56.25 per hour and for 17+ hours the rate of pay will be $59.00 per hour up
to a maximum of $400.00 per day. All other terms and conditions of the original agreement will
remain in full force and effect.
The Board reviewed Grants/CJAB matters. On a motion by Robert G. Ziobrowski,
seconded by John T. Flannery; unanimously approved the Project Modification Request to
Pennsylvania Commission on Crime and Delinquency (PCCD) to request a 12 month no cost
extension through June 30, 2023 for the Body Worn Cameras (BWC) and Policy and
Implementation Program (PIP) grant to allow local law enforcement adequate time to order,
receive, and be trained to utilize BWC equipment.
The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski, seconded by
John T. Flannery; unanimously approved for the Chairman of the Board to execute the
agreement between the County of Franklin and County of Allegheny to house Juvenile inmates
for Franklin County at a cost of $127.70 per inmate, per day at a maximum amount of
$46,610.50 for the period of June 10, 2022 through June 30, 2023. Allegheny County Jail will
treat inmates as their own by providing housing, security, meals and services comparable to
Franklin County Jail. Franklin County will be responsible for housing costs, medical costs and
transportation.
The Board reviewed Planning matters. On a motion by Robert G. Ziobrowski, seconded
by John T. Flannery; unanimously approved the request to the Commonwealth of Pennsylvania,
Department of Transportation for a no-cost time extension for a new end date of December 31,
2022 for bridge #121 reimbursement agreement due to invoicing delays.
The Board reviewed additional Planning Office matters. On a motion by Robert G.
Ziobrowski, seconded by John T. Flannery; unanimously approved Resolution #2022-22 to
designate the County Administrator as authorized signatory for Community Development Block
Grant (CDBG) and HOME invoices.

The Board reviewed Risk Management matters. On a motion by Robert G. Ziobrowski,
seconded by John T. Flannery; unanimously approved the motion to accept the sum of
er regarding Claim No. VA067229 involving the
total loss of a 2019 Dodge Caravan owned and operated by the County. The Board authorizes
Carrie Gray, County Administrator, to take any and all actions necessary to submit said claim
and receive payment to the County therefore, including, but not limited to, the transfer of all title
documents to the insurer and the completion of all documentation necessary therefore.
The Board reviewed Tax Services matters. On a motion by Robert G. Ziobrowski,
seconded by John T. Flannery; unanimously approved the quote from Government Software
Services, Inc. to print and mail certified restricted delivery letters to delinquent property owners
prior to the sale of the property in September, as required by law for a quote amount of
$19,670.00. Postage to be paid up front in the amount of $18,720.00 prior to mailing, based on
actual number of letters mailed. Quotes were requested with two responses. This was the
lowest qualified quote received.
The Board reviewed additional Tax Services matters. On a motion by Robert G.
Ziobrowski, seconded by John T. Flannery; unanimously approved the second amendment to
the agreement between the County of Franklin and Palmetto Posting, Inc. for posting of the
delinquent tax sale properties. This amendment is for a 3% fuel surcharge for the year 2022.
All of the posting costs including this additional 3% will be added to the delinquent accounts
posted by Palmetto Posting Inc. The full amount will then be reimbursed to the County when
the taxes are paid or the property is sold at tax sale. The total amount of the increase cannot be
posting will be an additional $873.00.
In accordance with PA Act notifications, CBM Ministries of S/C PA, Inc. notified the
County of a Pennsylvania Department of Environmental Protection Water Obstruction Permit
Application being applied for construction of a 4,052 square foot building, driveway & parking
area, including detention basin for stormwater management on property located in St. Thomas
Township.
The meeting was adjourned at 2:08 p.m. with a motion by Robert G. Ziobrowski;
seconded by John T. Flannery.
