Shawn Meyers, President Judge Harold Wissinger, Controller Dane Anthony, Sheriff Bill Bechtold, Warden John Thierwechter, Assistant Co Administrator Doug Wilburne, Probation Chief Ellen Eckert, Pre-Release Supervisor Mark Singer, Court Administrator Geoffrey Willet, Probation Deputy Chief Jeffrey Scott, FCJ Deputy Warden Michelle Weller, FCJ Deputy Warden Heather Franzoni, FCJ Deputy Warden I. The meeting was called to order by Commissioner Flannery at 8:30 AM. II Public Comment A. There was no public comment III. Minutes for the April 2022 meeting were discussed. A. Commissioner Keller moved to accept the minutes, Controller Wissinger seconded the motion and the minutes were unanimously approved. IV. Warden’s Report A. There were 109 commitments and 145 discharges in April. B. The average daily population was 321 with an average of 258 males and 53 females. C. The recidivism rate was 50% when looking at all new commitments and the recidivism rate was 49% when looking at those being held for trial only. D. At a snapshot view at the beginning of May there were 128 sentenced and 171 unsentenced inmates. There were 21 inmates on Approved Temporary Absence status. Thirty-seven were pending transfer to other facilities, with 32 of those pending transfer to SCI. Commissioner Keller asked if the weekender programs has resumed at the jail and Warden Bechtold answered that it had not yet been restarted. Warden Bechtold said that SCI is still scheduling only one transport, however FCJ is now allowed to send 12 per trip. E. There was $8,770 collected in total revenue for April. F. The average length of stay (ALOS) for those discharged in April was 95 days. G. There was one inmate housed in Centre. H. A breakdown of the demographic statistics for April indicated that males made up 75% of the population, 73% of the population were white, 40% of the population were between the ages of 26-39, 68% were single, 3% were military veterans and 85% had at least their high school diploma or GED. I. PrimeCare’s medical report was presented. There were 1093 sick calls. There were 22 outside medical appointments and 12 trips to the ER. There were 676 mental health contacts. There were 47 inmates on suicide watch. There was one inmate that required 1:1 observation. There was one inmate at Torrance State Hospital. There were six participants in the Sex Offender’s Treatment Program. There were 50 in the Medication Assisted Therapy (MAT) program. There were 199 on the MH caseload and an additional 40 with SMI diagnoses. There were 59 commitments placed on detox protocol. There were five pregnant inmates. Forty inmates were given the COVID vaccine. J. March 2022’s expenditures were discussed. K. Commissioner Keller moved to accept the Warden’s report, Judge Meyers seconded the motion and the report was unanimously approved. V. Intermediate Punishment report A. The Community Release department received 50 intakes and had 58 releases. B. There were seven inmates placed in jobs. C. There were 2667 hours of community service completed. D. The Pre-Trial Release program had 60 offenders. E. The Drug and Alcohol RIP/DCIP program had 73 offenders. There were nine successful discharges and two unsuccessful discharges. F. The Sexual Offender Program had 43. G. There were 24 offenders on the Mental Health caseload. H. The Electronic Monitoring Program had 13 offenders. I. There were 133 jail days saved by using the alternative sanctions of electronic monitoring (390 days), DCIP/D&A RIP (1799 days), intensive supervision (30 days) and pre-trial release (1758 days). J. There were seven offenders detained in April and 17 given alternative sanctions. Chief Wilburne said this was the lowest amount of detainees since COVID. K. The Community Release Department collected $14,467 and the Probation Department collected $280,232. VI. Old Business A. Warden Bechtold provided a pandemic update. There are currently no staff nor inmates that are COVID positive. B. The jail recently had a juvenile committed so the medical unit has been cleared out to house that juvenile. C. Warden Bechtold reported that there were currently 79 officers, with two confirmed to start and 14 going through the hiring process. VII. New Business A. None VIII. The next meeting is scheduled for June 14, 2022 at 8:30AM at the Franklin County Administration Building. Commissioner Keller moved to end the meeting, Judge Meyers seconded the motion and the meeting was adjourned.
