HomeMy WebLinkAboutPRISON BOARD MINUTES June 2022 FRANKLIN COUNTY PRISON BOARD MINUTES Franklin County Administration Building June 14, 2022 Present: John Flannery, Commissioner Bob Ziobrowski, Commissioner Ella Rotz, Deputy Controller Bill Bechtold, Warden John Thierwechter, Assistant Co Administrator Geoffrey Willet, Probation Deputy Chief Ellen Eckert, Pre-Release Supervisor Jeffrey Scott, FCJ Deputy Warden I. The meeting was called to order by Commissioner Flannery at 8:30 AM. II Public Comment A. There was no public comment III. Minutes for the May 2022 meeting were discussed. A. No action to accept the minutes due to lack of quorum. IV. Warden’s Report A. There were 143 commitments and 144 discharges in April. B. The average daily population was 302 with an average of 241 males and 61 females. C. The recidivism rate was 47% when looking at all new commitments and the recidivism rate was 38% when looking at those being held for trial only. D. At a snapshot view at the beginning of June there were 113 sentenced and 189 unsentenced inmates. There were 20 inmates on Approved Temporary Absence status. Twenty-four were pending transfer to other facilities, with 23 of those pending transfer to SCI. E. There was $7,326 collected in total revenue for May. F. The average length of stay (ALOS) for those discharged in May was 71 days. G. There was one inmate housed in Centre. H. A breakdown of the demographic statistics for May indicated that males made up 74% of the population, 73% of the population were white, 40% of the population were between the ages of 26-39, 68% were single, 3% were military veterans and 82% had at least their high school diploma or GED. I. PrimeCare’s medical report was presented. There were 1032 sick calls. There were 11 outside medical appointments and 12 trips to the ER. There were 679 mental health contacts. There were 41 inmates on suicide watch. No inmates required 1:1 observation. There was one inmate at Torrance State Hospital. There were six participants in the Sex Offender’s Treatment Program. There were 46 in the Medication Assisted Therapy (MAT) program. There were 190 on the MH caseload and an additional 45 with SMI diagnoses. There were 51 commitments placed on detox protocol. There were six pregnant inmates. Twenty-six inmates and 3 staff members were given the COVID vaccine. J. April 2022’s expenditures were discussed. K. No action to accept the report due to lack of quorum. V. Intermediate Punishment report A. The Community Release department received 66 intakes and had 45 releases. B. There were 11 inmates placed in jobs. C. There were 2028 hours of community service completed. D. The Pre-Trial Release program had 63 offenders. E. The Drug and Alcohol RIP/DCIP program had 73 offenders. There were five successful discharges and two unsuccessful discharges. F. The Sexual Offender Program had 43. Commissioner Flannery asked what happened after someone was registered for 15 years and Chief Willett answered that the offender no longer has to register. G. There were 24 offenders on the Mental Health caseload. H. The Electronic Monitoring Program had 13 offenders. I. There were 127 jail days saved by using the alternative sanctions of electronic monitoring (445 days), DCIP/D&A RIP (1276 days), intensive supervision (30 days) and pre-trial release (2051 days). J. There were 15 offenders detained in May and 15 given alternative sanctions. K. The Community Release Department collected $13,732 and the Probation Department collected $245,298. VI. Old Business A. Warden Bechtold provided a pandemic update. There are currently 2 staff out on pandemic precautions and one inmate that is COVID positive. B. Warden Bechtold reported that staffing levels continue to be an issue. VII. New Business A. None VIII. The next meeting is scheduled for July 12, 2022 at 8:30AM at the Franklin County Administration Building. Commissioner Flannery ended the meeting.
