WEDNESDAY, JULY 20, 2022
The Franklin County Commissioners met Wednesday, July 20, 2022, with the following
members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman
Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of
Allegiance, proceeded with the business of the day.
The meeting was live streamed.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously
approved to adopt the agenda.
There was no public comment.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously
approved all bills presented and ordered paid.
The minutes of the July 13, 2022 meeting were reviewed. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the minutes.
The Board reviewed Agreements, Contracts and Reports. Chairman Keller wanted to
mention the agreement with Thomson Reuters for hard copy law books. He appreciates the
efforts of our Procurement Department in working with other departments to reduce the need for
the books which has been the trend and he hopes that it continues. The items will be decided
upon in the afternoon session.
The Board reviewed information regarding Pretrial, Probation, and Parole Supervision
Week. President Judge Shawn Meyers spoke that this is a good example of cooperation in
county government. He continued that Probation and Parole fundamentally touches every
member of our community. We have to think about the impact on the community. During
sentencing it is stressed that they must abide by the rules of Probation, each individual should
have a tailored program and those citizens are seeing immediate impact from the program.
This will not happen without the Probation Department. President Judge Meyers stated that this
initiative started approximately 25 years ago to recognize this department and he thanked the
County for funding the department. He mentioned the DDAP program that was started with
eight participants in the program but has blossomed into a great program to help more people
treatment and rules but the bottom line is that Probation Officers show up every day and they
are doing the job and keeping the community safe. He thanked the Commissioners for
recognizing them today. Chief Doug Wilburne said this is an important week for him and he is
honored to highlight and emphasize the work his staff does day in and day out. He has 52 staff
that guide 2,000 individuals through community supervision. Supervision practices are shifting
where they utilize a validated approach to corrections. They are experimenting with them and
they are already seeing positive outcomes. This will make a meaningful effort for recovery and
make a positive change. He thanked the Commissioners for recognizing them today. Chairman
Keller thanked them for the comments and he appreciates the leadership in this area and how
partnership and there is a great sense of that in the County and the Courts. He is honored to do
this proclamation today and recognize everyone in the room. Commissioner Flannery thanked
always thought should happen. But he told a story that happened to a young man that moved

they will become productive members of society and that they stay in Franklin County and have
a family. He congratulated them. Chairman Keller read the proclamation. On a motion by John
T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to sign Franklin County
Proclamation #2022-19 proclaiming the week of July 18 to 24, 2022 as Pretrial, Probation, and
Parole Supervision Week in Franklin County and that the attached proclamation be made a part
of these minutes.

Chairman Keller announced that on August 10 there will be no morning meeting and
there will only be a meeting at 2:00 PM that day due to the Board attending the County
The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that
were reviewed.

There was no public comment.
Commissioner Flannery made a motion to approve all actions with the exception to
items unknown at this time for approval. The total will be $30,300. Commissioner Ziobrowski
seconded the motion.
The Board reviewed Commissioners Office matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute the Certificate of Substantial Completion from Oracle Elevator Holdco, Inc. for
completion of the elevator construction at the New Judicial Center.
The Board reviewed Coroner matters. On a motion by John T. Flannery, seconded by
Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation in the amount of
$30,300.00 for additional budget in order to spend escrow funds. The items intending to
purchase include: 16 ft. box trailer, used transport vehicle, computer, and vehicle
repairs/modifications.
The Board reviewed Department of Emergency Services matters. On a motion by John
T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the Grant Agreement
between the County of Franklin and the Pennsylvania Emergency Management Agency (PEMA)
for the FY 2022-2023 Hazardous Materials Response Fund (HMRF) Grant in the amount of
$13,579.00, for a performance period of July 1, 2022 through June 30, 2023. The full term of
the grant agreement is July 1, 2022 through July 30, 2023. Funds are to be used to develop,
update, exercise and purchase equipment for the response to hazardous material releases.
The Board reviewed Fiscal matters. On a motion by John T. Flannery, seconded by
Robert G. Ziobrowski; unanimously approved report to Department of Human Services, Bureau
of Financial Operations for the Human Services Block Grant for Fiscal Year 2020-2021: Income
and Expenditure Report and Retained Earnings Plan. $5,913,096 was expended during FY
2020-2021, with total required county share of $158,820 (2.7%). Retained earnings carried into
FY 2021-2022 for expenditure totaled $230,669.
The Board reviewed Procurement matters. On a motion by John T. Flannery, seconded
by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the
order forms from Thomson Reuters for a three-year renewal on Thomson Reuters West
District Attorney, Public Defender, Children and Youth, and Domestic Relations. The cost is
$1,617.40 per month for the first year with a 6% increase in each of the subsequent two years.
This is for the period of August 1, 2022 through July 31, 2025.

The Board reviewed Reentry Services Center matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the rental lease
agreement between the County of Franklin and Washington Square Apartments, Landlord for
the US Department of Housing and Urban Development (HUD) Permanent Supportive Housing
Lease Program (HUD I/II) that covers the total rent plus any landlord covered utilities for
participants for a total lease amount of $8,088.00 for the period of August 1, 2022 through
August 1, 2023. The County holds the Lease with the landlord and the participant subleases
from the County. Program participants are responsible for any utilities not included in the lease
rent, up to 30% of their adjusted gross income. Participants are linked with supportive services
and case management to assist them with maintaining permanent stable housing.
The Board reviewed Tax Claim matters. On a motion by John T. Flannery, seconded by
Robert G. Ziobrowski; unanimously approved the repository sale bid from Tammy Crosten &
Gerald Moore in the amount of $2,500.00 for the purchase of a mobile home located in St.
Thomas Township that is not generating taxes as this time.
In accordance with PA Act notifications, GHD notified the County of a Pennsylvania
Department of Environmental Protection NPDES Permit Application being applied by Antrim
Township Municipal Authority for the sewage treatment plant on property located in Antrim
Township.
In accordance with PA Act notifications, Markosky Engineering Group, Inc. notified the
County of a Pennsylvania Department of Environmental Protection NPDES Permit Application
being applied by Pennsylvania Turnpike Commission for a temporary stream crossing/tree
removal on property located in Lurgan Township.
The meeting was adjourned at 2:08 p.m. with a motion by John T. Flannery; seconded
by Robert G. Ziobrowski.
