HomeMy WebLinkAbout2022-08-31 Commissioner Minutes WEDNESDAY, AUGUST 31, 2022 The Franklin County Commissioners met Wednesday, August 31, 2022, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to adopt the agenda. Kim Wertz from Chambersburg provided public comment and stated that she is transitioning out of county housing. She wants to give heartfelt thanks and appreciation to the County, Commissioners, Administration, County Mental Health, County Housing, the Mental Health Association of Franklin/Fulton Counties and Service Access Management (SAM) for everything that they have done for her the past 13 years. She is appreciative of how they helped her get to where she is now. She came in with severe mental depression which was getting the best of her. With the knowledge she has learned she lets people know that she is in contact with that there is light at the end of the tunnel. And that the people they come in contact with are knowledgeable and they are able to help them. She thanked everyone and stated she is not going anywhere and she will still be around. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved all bills presented and ordered paid. The minutes of the August 24, 2022 meeting were reviewed. On a motion by John T. Flannery, seconded by David S. Keller; unanimously approved the minutes. The Board reviewed Agreements, Contracts and Reports. Chairman Keller asked Mr. Thierwechter to provide more information on board action item #4. Chairman Keller explained that we had an agreement with a few fellow south central counties a couple years ago for the SCICNet. John Thierwechter responded that we previously entered an agreement for radio acquisition and sharing which is a cost saving. The agreement today is for a phone system in a similar manner and it includes Cumberland County. Commissioner Ziobrowski mentioned board action item #1 lease with USDA. His understanding is that this lease is for three (3) years and at the same rate as the previous lease. He suggests we request a cost of living increase. He reasons that we get a good rent for it but we should increase in line with inflation. Ms. Gray responded that we can remove it from approval today and she will follow up with USDA and will report back to the board. The remaining items will be decided upon in the afternoon session. The Board presented a certificate of appreciation to Scott Metzger in recognition of his ultural community as well as Pennsylvania Ms. Gray stated that Mr. Metzger has been with the Franklin County Conservation District for 25 years and serves as an Agricultural Resource Specialist/Assistant Manager. During his time with the Conversation District, Mr. Metzger has been instrumental in overseeing more than $6 million cost-share funds for the implementation of agricultural Best Management Practices in Franklin County. That work has translated into a large reduction of nutrients reaching the Chesapeake Bay. Over the years, he has cultivated a nutrient management aspects of farming. Mr. Metzger is known for taking the time and effort to while still meeting required standards and specs. In addition to his role with the Conversation District, Mr. Metzger serves several regional and statewide initiatives, including the Conservation Excellence Grant workgroup and the Capital Resource Conservation & Development Area Council. He also makes time to promote conservation efforts, delivering Continued on page 2 presentations to school groups as well as local and state legislators. Mr. Metzger recently Employee Excellence Award, which recognizes a conservation district employee for outstanding efforts that have furthered the activities and accomplishments of conservation districts on a statewide basis. The Franklin County Commissioners would also like to recognize Mr. Metzger for his contributions and for being one of the best Conservation District agricultural technicians everything the County does with the Conservation District and their support. Chairman Keller said that as a commissioner who serves on the Conservation District board, he appreciates the do what he does for one county, on top of doing it excellently, he knows Mr. Metzger is considered a treme Commissioners Flannery and Ziobrowski congratulated him. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to enter an executive session at 11:16 a.m. for the purpose of reviewing pending litigation matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to reconvene into regular session at 12:06 p.m. Chairman Keller announced that if action is requested during the executive session they will approve it at the afternoon meeting. The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 2:00 p.m. There was no public comment. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute Change Order #5 for the Archives Phase II project from Frank B. Lesher, Co., Inc. to provide power to the RO Purifier System and Insta-Hot Water Heater in janitor room 210 as requested in the field for an additional cost of $1,280.00. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute Change Order #6 for the Archives Phase II project from Frank B. Lesher, Co., Inc. to raise two receptacles in existing break room 101 to above-counter height, as requested in the field for an additional cost of $515.00. The Board reviewed Department of Emergency Services matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved Resolution #2022- 26 and Intergovernmental agreement between the County of Franklin and Counties of Dauphin, Adams and Cumberland for the establishment of the South Central Inter-County Phone Network (SCIPNet). Each county currently processes 911 calls and texts utilizing a separate VESTA call handling system. SCIPNet will design, procure, implement, operate and maintain a fully redundant 911 Call Handling Solution between the four counties. The resolution and agreement will provide establishment and legal framework for SCIPNet. The Board reviewed Grants/CJAB matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the Project Modification Request to Pennsylvania Commission on Crime and Delinquency (PCCD) to request a no-cost extension through 03/31/2023 of the Medication Assisted Treatment (MAT) at the Franklin County Jail. In addition, all provider funding has been moved to PrimeCare Medical Services. At this time, the Jail is not sending any program participants out for services nor are the providers coming to the Jail to provide services. Continued on page 3 The Board reviewed Human Resources matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the renewal County's Accident and Illness Prevention Program for the period of January 1, 2023 through December 31, 2023. Information has been updated to reflect changes from last year. All the required elements have been met. The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the quote from Real Time Networks for renewal of the electronic security key management system at a cost of $5,513.00 for the period of September 1, 2022 through August 31, 2023. The key management system gives the Jail access and total accountability of all key sets. The service provides the ability to create logs and inventories needed for state inspections, as well as, providing total security and safety measures needed for key control. This system does not have an end of life date. This agreement provides upgrades and continues the extended maintenance warranty service plan. The Board reviewed Juvenile Probation matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the Grant in Aid to Juvenile Court Judges Commission to receive Grant in Aid Funds in the amount of $141,721.00 for the period of July 1, 2022 through June 30, 2023. This funding is utilized to meet state mandated initiatives to further Juvenile Justice Systems Enhancement Strategies (JJSES). The Board reviewed Planning Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the amendment to the Metropolitan Planning Organization (MPO) Policies, Procedures and Bylaws. The amendment corrects the statute reference in section XI to correspond with the current statute and sections for the Public Official and Employee Ethics Act. The Franklin County MPO voted to adopt this amendment at their August 18, 2022 regularly scheduled policy board meeting. To become offic The Board reviewed additional Planning Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the Intergovernmental Agreements to establish standards for naming roadways, posting road signs and assigning numbers to all dwellings, principal buildings, businesses and industries within Franklin County from the following municipalities: Guilford, Hamilton, Letterkenny, Metal, St. Thomas, Southampton and Washington Townships; and Mont Alto and Shippensburg Boroughs. The Board reviewed Personnel matters. The Board was to review and approve the revised job description for the Warden position. Carry Gray, County Administrator, requested to postpone the approval so she can review the job description further. The Franklin County Commissioners and Tiffany Bloyer, Human Resources Director on behalf of the STAR (Special Thanks and Recognition Committee) were present to award Mr. Zachary West as the Employee of the Month for August. Mr. West has worked at Franklin County since January 2021. He currently serves as Desktop Support Specialist for the Information Services Department. The selection for the August 2022 Employee of the Month was determined by the STAR Committee. There were a total of twenty-one nominations, two of which were for Zach. Ms. Bloyer read the nomination form which is attached and made a part of these minutes. Mr. West wanted to thank everyone that nominated him and for working with him o lot of help from his coworkers behind the scenes. Chairman Keller stated that when he is out ng but positive feedback on the network support team. Commissioner Flannery said that when Tiff was reading how Zach does that with computer problems. Commissioner Ziobrowski stated that Zach is one of the people that help him and he has never made him feel stupid and he thanked him for that. The Commissioners congratulated him. Continued on page 4 The Commissioners presented a fundraising check to the Conococheague Institute Resources Coordinator, stated the Conococheague Institute is a hands-on regional learning center in Mercersburg. As part of the Coun so they decided to volunteer at the Institute in May. They saw the hard work that Matthew Wedd and the institute do so they decided to do the county fundraiser in August to benefit the Institute. County employees raised $700 for them. These funds will go towards equipment and she hopes he purchases a rototiller. Matthew Wedd was present to receive the funds and plant trees, plow a field for sunflowers, planted a garden and they did a lot of work. The impact was there and he is pleased to be here today. Mr. Wedd explained that the Institute has been a recipient of county grants in the past and every dealing he has had with the County has been a pleasure. He said that if anyone is interested there are programs every Saturday and there is th an event and fundraiser on September 17 with county staff present. Chairman Keller said the County is blessed to have a working relationship with the Institute. He thanked Matthew for thanked them for all they do at the Institute. Commissioner Flannery said he lived 5 miles away a few years ago and he saw the progress that they have made. He appreciates the effort and he will visit there again soon.
