WEDNESDAY, JANUARY 4, 2023
The Franklin County Commissioners met Wednesday, January 4, 2023, with the
following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski.
Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the
Pledge of Allegiance, proceeded with the business of the day.
Chairman Keller asked everyone in attendance to keep the family and friends of Shelly
Schwartz in their thoughts and prayers. He said we lost Shelly a little over a week ago. He had
a tremendous impact on the county as a volunteer in numerous ways.
The meeting was live streamed.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously
approved to adopt the agenda.
There was no public comment.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously
approved all bills presented and ordered paid.
The minutes of the December 28, 2022 meeting were reviewed. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the minutes.
The Board reviewed Agreements, Contracts and Reports. Chairman Keller asked Carrie
Gray, County Administrator, to provide the background on board action item #7, purchase of
. Ms. Gray explained that the request is to provide $15,120.00
The National Defense and Authorization Act (NDAA) applies to the County as we are a federal
contractor and it relates to the fact that subcontractors among others are restrained from
purchasing some security and surveillance systems that are on a prohibited list from the Federal
Government. She continued that the list is extensive and dynamic and we realized that the
cameras that the coroner had installed were not compliant. Immediately upon realizing the non

The Board conducted a bid opening for Printing and Mailing of County Tax & Per Capita
Tax Bills. Jodi Martin, Director of Tax Services, explained that these are for the annual mailing
of tax bills that go out in March for County, Municipal and Library taxes. She continued that we
do receive reimbursement from municipalities that have taxes on this bill. The following bidders
submitted a bid: Allegra Marketing from Allentown, PA bid an amount of $48,529.80; DHF
Associates from Lancaster, PA bid an amount of $49,726.00; Government Software Services
from Honesdale, PA bid an amount of $57,649.05; Integrated Voting Systems from Medina,
Ohio bid an amount of $45,452.50; Mercersburg Printing from Mercersburg, PA bid an amount
$44,015.00. The Board will award or reject the bids at the 2:00 p.m. meeting today.

On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously
approved to enter an executive session at 11:20 a.m. for the purpose of reviewing pending
litigation matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski;
unanimously approved to reconvene into regular session at 11:41 a.m. No action was required
after the executive session.
The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that
were reviewed.

There was no public comment.
The Board reviewed Aging Office matters. On a motion by John T. Flannery, seconded
by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the
quote from Surgically Clean Air for Purchase of (13) Jade 2.0 Air Purifiers at $1,395.00 each
including freight of $350.00 for a total of $18,485.00 to be used for air purification at the 8 Senior
Centers and the Aging office. The revenue for this purchase is 100% funded by Federal ARPA
funds.
The Board reviewed Grants matters. On a motion by John T. Flannery, seconded by
Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the
request from Waynesboro Community & Human Services (WCHS) to modify their Emergency
Solutions 2021 Grant (ESG). The request is to move $5,000 from the Rapid Rehousing
Financial Assistance line item, $4,103 from Homeless Prevention Financial Assistance and
$1,000 from the Homelessness Prevention Services line item totaling $10,103. These funds will
be added to the Homelessness Prevention Rental Assistance line item. WCHS has identified
an increased need for Homelessness Prevention Rental Assistance during this ESG grant year.
WCHS provides a dollar for dollar match for their ESG 2021 funding.
The Board reviewed Grants/CJAB matters. On a motion by John T. Flannery, seconded
by Robert G. Ziobrowski; unanimously approved amendment #4 to the contract between the
County of Franklin and Pyramid Healthcare dated October 1, 2017 to provide inpatient services
for participants of the Good Wolf Treatment Court. This amendment is to extend the contract
from September 29, 2022 to September 29, 2023. All other terms and conditions of the original
agreement will remain in full force and effect.
The Board reviewed Jail matters. On a motion by John T. Flannery, seconded by Robert
G. Ziobrowski; unanimously approved for the Chairman of the Board to execute amendment
number 3 to the agreement between the County of Franklin and Global Tel*Link Corporation
d/b/a ViaPath Technologies dated May 29, 2019. The amendment includes the following: mail
scanning solution language (Text behind); 1:1 tablet and upgrade on data IQ Link Intel; in
addition, all inmate phone call rates and commissions will remain the same for the remainder of
this agreement. All other terms and conditions of the original agreement will remain in full force
and effect.
The Board reviewed additional Jail matters. On a motion by John T. Flannery, seconded
by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the
quote from REVEAL Media USA, Inc. for software licenses and support for the Jail's body
cameras at a cost of $2,496.00 for the term of September 1, 2022 through September 1, 2023.
This support is for Year 2 of service to maintain all licenses, support and maintenance for the
cameras.
The Board reviewed additional Jail matters. On a motion by John T. Flannery, seconded
by Robert G. Ziobrowski; unanimously approved the Memorandum of Understanding between
the County of Franklin and the County of Armstrong to house adult offenders over the age of 18
for both males and females of Franklin County at Armstrong County Jail at a cost of $65.00 per

inmate per day for the term of January 1, 2023 through December 31, 2023. This agreement is
based upon the availability of cell space. The County of Armstrong - Armstrong County Jail is
PREA certified and abides by all Pennsylvania State Title 37 regulations. Armstrong County
reserves the right to accept offenders at their discretion. All medical expenses accrued will be
solely the responsibility of the County of Franklin.
The Board reviewed Risk Management matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute the quote from ATA Security Systems to provide National Defense Authorization Act
(NDAA) compliant interior and exterior cameras for the Franklin County Coroner's Office at a
cost of $15,120.00 that includes labor and materials for installation.
In accordance with PA Act notifications, Institute at Renfrew, Inc. notified the County of a
Pennsylvania Department of Environmental Protection permit being applied for a bridge
replacement for access to an educational facility on property located in Washington Township.
In accordance with PA Act notifications, Waste Management notified the County of a
Pennsylvania Department of Environmental Protection Title V permit being applied for
installation of a new enclosed landfill gas flare to replace an existing enclosed flare on property
located in Greencastle.
In accordance with PA Act notifications, Scotch Hill Solutions notified the County of a
Pennsylvania Department of Environmental Protection amendment to an NPDES CAFO permit
being applied by Mercer Vu Farms, Inc. for their existing dairy operation as per their approved
Nutrient Management Plan on property located in Montgomery Township.
The Board further considered the bids received for the Printing and Mailing of County
Tax & Per Capita Tax Bills that was opened during the morning session. Jodi Martin, Director of
Tax Services, explained that after review the two lowest bidders were nonresponsive bids so
she is recommending awarding to Mercersburg Printing for a bid amount of $47,945.00 with an
approximate total of $145,539.00 over three years. Robin Harmon, Director of Procurement,
explained that the bid from Masters Touch included a different sealing method for the mailers
that did not meet the specifications and they did not guarantee the price for years two and three.
She continued that the bid for Integrated Voting Systems did not have complete information on
the bid they submitted. The County solicitor confirmed that both bids were nonresponsive. On
a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to
award the bid to Mercersburg Printing.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously
approved the Notice of Award to Mercersburg Printing for the Printing and Mailing of County Tax
& Per Capita Tax Bills.
The meeting was adjourned at 2:13 p.m. with a motion by John T. Flannery; seconded
by Robert G. Ziobrowski.
