HomeMy WebLinkAbout2023-01-11 Commissioner Minutes WEDNESDAY, JANUARY 11, 2023 The Franklin County Commissioners met Wednesday, January 11, 2023, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved all bills presented and ordered paid. The minutes of the January 3, 2023 meeting and January 4, 2023 meeting were reviewed. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the minutes. The Board reviewed Agreements, Contracts and Reports. Chairman Keller asked for Jeff Conner explained that he is here for the final approval by the Commissioners. Everything Keller asked about the intent to have two firearms for each individual. Coroner Conner explained that both weapons will be owned by the County and will be open carry and concealed carry. All costs will be from his escrow fund. He explained some of the recent incidents that necessitated the need for this policy where police cannot always be at the scene during a death investigation. Commissioner Flannery wanted to mention that they are not requiring anyone to carry firearms, they have a choice. Chairman Keller also mentioned that other county coroners are carrying firearms also. Chairman Keller asked for more information on action item #3, Owners Certification for the Courthouse Annex remodeling project. John Boozer, Project Manager, explained that the presentation to the Borough of Chambersburg for the Land Use Plan for the Courthouse Annex renovation project was seamless and he gave kudos to the team. The Borough had only one question about the overhang and awning along Route 30. They were concerned that the awning would interfere with the trees which is not the case. This document is a requirement of the project to have this paper in the file. The items will be decided upon in the afternoon session. The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 2:00 p.m. There was no public comment. The Board reviewed Children & Youth matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the Child Welfare Education for Leadership (CWEL) program Agreement between the County of Franklin and Jean Goodnack and the University of Pittsburgh for a graduate program provided by the University of Pittsburgh for child welfare employees. Jean Goodnack was previously employed by Perry County Children and Youth and was enrolled in the CWEL graduate program. Human Resources was notified of Jean's participation in the CWEL program prior to hiring, and was notified that Jean would be transferring her enrollment to Franklin County. Flannery; unanimously approved acceptance of the Redevelopment Assistance Capital Program (RACP) grant in the amount of $1.5M for a local economic development project. The intent is for the county to act as a pass-through to the Franklin County Redevelopment Authority who will partner with Orchards Entertainment on the project. G. Ziobrowski, seconded by John T. Flannery; unanimously approved the Owners Certification to confirm the County has legal or equitable title to the land where the Courthouse Annex will be remodeled. The Owner's Certification is required as part of the Borough of Chambersburg's Land Development Plan process. The Board reviewed Coroner matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously Procedure Policy #113.00 to provide proper policy and procedure as to when an investigator acting pursuant to The County Code, Section 1237 may carry and use a firearm in the performance of his/her official duties. No investigator is required to carry a firearm. The Board reviewed District Attorney matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the agreement betw maintenance and service on the Statewide Automated Victim Information and Notification System at no cost to the County for the term of January 1, 2023 through December 31, 2023. This agreement provides 24/7 operation service, support and monitoring of hardware and software, 24 hour troubleshooting for system alarms and incoming/outgoing telephone calls and communication costs. The Board reviewed Grants/CJAB matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the Grant Application to PA Commission on Crime & Delinquency (PCCD) to apply for the State Opioid Response Grant requesting a grant amount of $500,000.00 for the term of April 1, 2023 through September 30, 2024. The Franklin County Jail will serve individuals who have shown an interest in recovery through Medication Assisted Treatment during their incarceration and after their reentry into the community. The program will benefit participants as they work on their recovery from substance use disorder/opioid use disorder. The Board reviewed Human Resources matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the Statement of Work to the Master Service Agreement between the County of Franklin and Quest Diagnostics Health & Wellness, LLC to provide biometric screenings beginning February 1, 2023 through December 15, 2023 to employees as part of the County's wellness program in partnership with WellRight. The screening is a Heart & Glucose Panel with Total Cholesterol, HDL Cholesterol, LDL Cholesterol, Cholesterol/HDL ratio, Triglycerides, and Glucose readings along with height, weight, calculated Body Mass Index, Blood pressure and waist circumference. The ongoing cost will be $51.00 per participant. Monthly charges are expected to vary. A $500 program set up fee is required for 2023. The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the Comprehensive Health Services Agreement between the County of Franklin and PrimeCare Medical, Inc. for the purpose of providing medical care for inmates at the Franklin County Jail at a cost of $2,070,508.16 annually for the period of January 1, 2023 through December 31, 2024 with the option to renew for three (3) additional one year options concluding on December 31, 2025, 2026 and 2027. Annual increases will be based on the October cost-of-living index for the U.S. City Average Medical Care Services as published by the US Department of Labor but shall be no less than three percent (3.0%) per year and shall not exceed nine percent (9.0%) per year. Continued on page 3 The Board reviewed Planning Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the addendum to the agreement (dated January 18, 2018) between the County of Franklin and Greene Township for the Quality of Life Enhancement Grant program to provide funds for the Conococheague Creek Trail project. This addendum is to extend the grant period to March 1, 2023. All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed additional Planning Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the contract renewal letter between the County of Franklin and Michael Baker International to extend the original contract through February 17, 2024 for Michael Baker International to continue to serve as the Franklin County MPO on-call consultant for an additional year. All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed Property Management matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the contract between the County of Franklin and Modern Group Power Systems to provide semi-annual preventive maintenance and annual inspection for the emergency generators and associated equipment located at Bldg. 426, 390 New York Avenue; 340 N. 2nd Street (Archives); 14 N. Main Street (Judicial Center); Clarks Knob and Blue Mountain tower sites at a cost of $22,425.00 for the term of January 1, 2023 through December 31, 2025. Request for quotes were requested with 2 responses. This is the lowest qualified quote. The Board reviewed additional Property Management matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Kleen Water to provide water treatment at Adult Probation and Greencastle Senior Center and to provide ultra-pure water purification system at the Archives Building at a cost of $14,614.55 for the term of January 1, 2023 through December 31, 2025. Request for quotes were requested with 2 responses. This is the lowest qualified quote. The Board reviewed Risk Management matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the Service Agreement between the County of Franklin and Eastern Time for the Duress Systems Central Station Monitoring of the following six senior center locations: Fort Loudon; Greencastle; Path Valley; Tuscarora; Upper Strasburg; and Waynesboro at a cost of $2,286.00 for the term of January 1, 2023 through December 31, 2023.
