WEDNESDAY, JANUARY 18, 2023
The Franklin County Commissioners met Wednesday, January 18, 2023, with the
following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski.
Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the
Pledge of Allegiance, proceeded with the business of the day.
The meeting was live streamed.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously
approved to adopt the agenda.
Chairman Keller wanted to publicly thank the Franklin County Visitors Bureau for the
thoughtful award they presented to the Commissioners last night for the Partners for Impact
agricultural, and cultural resources of Franklin County for its present and future citizens. He
continued that the Board is grateful for the Visitors Bureau leadership and for all the aspects of
sustaining the natural, agricultural, and cultural resources of Franklin County so we are proud to
be partners with them and honored that they recognized the county and accept this on behalf of
everyone at the county for the work they do in support of these very worthwhile initiatives.
There was no public comment.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously
approved all bills presented and ordered paid.
The minutes of the January 11, 2023 meeting were reviewed. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the minutes.
The Board reviewed Agreements, Contracts and Reports. The items will be decided
upon in the afternoon session.
The Board reviewed an appointment to the South Central Workforce Development Board
(SCPa Works). On a motion by John T. Flannery, seconded by Robert G. Ziobrowski;
unanimously approved to appoint Robin Russell for a term of July 1, 2022 through June 30,
2025.
The Board reviewed an appointment to the Metropolitan Planning Organization. On a
motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to
appoint Travis Brookens to fill an unexpired term through December 31, 2023.
The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that
were reviewed.

The Board reviewed Adult Probation matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute the Statement of Work from Carey Group to provide the Adult Probation Department
with three trainings and consulting services to further expand enhanced supervision strategies
using evidence-based practices at a total cost of $26,808.00 for the term of March 1, 2023
through December 1, 2023. The contract includes two identical stakeholder forums for County
and Court employees to serve as an education session as to the direction the Probation
Department is heading with its supervision strategy. The second piece is an Adult Probation

Officer forum to gauge and assess where the staff is with evidence-based practices and seek
further buy-in and have them develop a deeper understanding of evidence-based practices. The
third piece is a Train the Trainer for selected Officers to be certified to teach a Four Core
Competencies training and recertification course for Adult Probation Officers.
The Board reviewed Aging Office matters. On a motion by John T. Flannery, seconded
by Robert G. Ziobrowski; unanimously approved the updated contract listing for additional
contracts and addendums for Fiscal Year 2022/2023 for the Aging Office. Contract listing is
maintained for proper accounting of all contracts to include vendor name and address, type(s) of
service provided and rate(s) charged for services.
The Board reviewed Commissioners Office matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the Franklin County Elected Officials
Solicitor Agreements as listed below for the period of January 1, 2023 through December 31,
2023.
a. Clerk of Courts David Wertime for an amount of $5,671.13 for the contract
period
b. Register of Wills Lawrence R. Rife, IV for an amount of $2,981.90 for the
contract period.
c. Recorder of Deeds Lawrence R. Rife, IV for an amount of $2,981.90 for the
contract period.
d. Sheriff Clinton T. Barkdoll for an amount of $17,976.07 for the contract period.
e. Treasurer Clinton T. Barkdoll for an amount of $2,080.35 for the contract period
The Board reviewed Community Connections matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the lease between the
County of Franklin and Beverly Court, LLC for the HUD Permanent Supportive Housing Lease
Program (SPC) that covers the total rent plus any landlord covered utilities for their program
participants. The lease is at a cost of $9,425.00 for the period of January 1, 2023 through
January 1, 2024. The County holds the Lease with the landlord and the program participant
subleases from the County. Program participants are responsible for any additional utilities that
are not included in the lease/rent. The rent and utilities cannot equal more than 30% of the
Services and case management to assist them with maintaining permanent stable housing.
The Board reviewed Grants matters. On a motion by John T. Flannery, seconded by
Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin
and Center for Community Action to authorize the provision of outreach services to identify
clients that would benefit from housing stabilization services which will include, but not be
limited to, activities focused on publicizing the availability of the program to potential clients,
eligibility, intake, and assessment of potential clients, and if appropriate, enrollment into the
Homeless program. Provide case management services, which will include, but not be limited to
housing counseling, referrals to supportive services such as legal counseling, and income
support services such as unemployment benefits, social security, medical, etc. Funds will be
used to pay staffing costs. The contract amount is $27,000.00 for the term of November 1,
2022 through October 31, 2023.
The Board reviewed additional Grants matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the grant application to
Operation Save-A-Vet, Save-a-Pet requesting a grant amount of $15,000.00 for the term of May
1, 2023 through April 30, 2024. Operation Save-A-Vet, Save-A-Pet is a program dedicated to
helping Franklin County veterans with service-connected disabilities to lead happier, healthier,
and more productive lives. This program benefits the veteran, the dog, and the community.

The Board reviewed Human Resources matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute the contract between the County of Franklin and Shippensburg University for the
University to provide instructors to teach Microsoft Office training on Excel, Word and
Powerpoint to county employees at a cost of $5,175.00 for the term of January 31, 2023 through
April 11, 2023. Microsoft Office training is often requested by the workforce and will help
enhance their current skills with the programs that are used often. Gaining more skills in
Microsoft Office could help make processes and projects more efficient.
The Board reviewed Planning Office matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute the 2021 Agreements for the sale and purchase of agricultural conservation easements
to the Commonwealth of Pennsylvania in perpetuity. The following farms have been selected:
Brian and Michelle Brechbill for the purchase price of $229,553.55; Donald and Denise Martin
for the purchase price of $268,555.00; and Jay Shelly for the purchase price of $380,750.00.
The Board reviewed additional Planning Office matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the 2023 Certification of County Funds for the Franklin County Agricultural
Preservation Program in the amount of $775,783. The purpose of providing the county matching
funds for the purchasing of agricultural conservation easements pursuant to the authority
contained in the Act of June 30, 1981 (P.L.128, No. 43) known as the Agricultural Area Security
Law, as amended.
The Board reviewed additional Planning Office matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the addendum to the
agreement (dated January 27, 2020) between the County of Franklin and South Central
Community Action Programs (SCCAP) for the FY 2020 Community Development Block Grant
(CDBG) COVID-19 (CV) contract to extend the agreement to May 31, 2023. The extension,
approved by the Department of Community and Economic Development (DCED), was due to a
delay in receiving project ordered materials. All other terms of the agreement shall remain in full
force and effect.
The Board reviewed additional Planning Office matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the addendum to the
agreement (dated January 27, 2020) between the County of Franklin and Waynesboro
Community Human Services (WCHS) for the FY 2020 Community Development Block Grant
(CDBG) COVID-19 (CV) contract to extend the agreement to May 31, 2023. The extension,
approved by the Department of Community and Economic Development (DCED), was due to a
delay in receiving project ordered materials. All other terms of the agreement shall remain in full
force and effect.
The Board reviewed Property Management matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County
of Franklin and Jantech Services, Inc. for preventative maintenance and service for critical UPS
equipment at the following locations: Department of Emergency Services, Judicial Center,
Courthouse Annex at a cost of $33,650.00 for the term of January 1, 2023 through December
31, 2025. Three quotes were requested. Jantech Services, Inc. provided the lowest qualified
quote.
The Board reviewed Risk Management matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the motion to accept the sum of
$14,925.00 with a
VA068615 involving the total loss of a 2017 Dodge Caravan owned and operated by the
County. The Board authorizes Carrie Gray, County Administrator, to take any and all actions
necessary to submit said claim and receive payment to the County therefore, including, but not
limited to, the transfer of all title documents to the insurer and the completion of all
documentation necessary therefore.

In accordance with PA Act notifications, Rosetree Consulting, LLC notified the County of
a Pennsylvania Department of Environmental Protection CAFO permit amendment being
applied by Tuscarora Farms, LLC. to update a current permit with correct animal information on
property located in Willow Hill, PA.
In accordance with PA Act notifications, Pennsylvania Game Commission notified the
County of a Pennsylvania Department of Environmental Protection NPDES permit being applied
for the Dennis Creek Bridge Project located in Hamilton Township.
The meeting was adjourned at 2:07 p.m. with a motion by John T. Flannery; seconded
by Robert G. Ziobrowski.
