This meeting was held via Google Meet. All providers introduced themselves and their
agency affiliations.

o Kaylee is coming back from maternity leave at the end of January.
o PTS is looking to bring on a new full-time occupational therapist and part-
time occupational therapist.
o Claudia and Riley are still working on Family Guided Routines Based
Intervention (FGRBI) coaching training.
o Tori from Fulton County will be on maternity leave for the next three (3)
months.

o Invo would like to hire a full-time occupational therapist.

o Moving Mountains has hired a new speech therapist for Franklin County. Her
name is Julie Price.
o Heather is working through the FGRBI training for coaching.
o Nicole Nicholson, Director of The Family Center (Franklin County), is doing a
Zoom option for the infant massage class. She also took the Director training
so she is working on getting her certification for that. Infant massage classes
areoffered to anyone at the Family Center for free.
o Lauren will forward information about the neonatal summit happening in
February. The course will look at information like Inpatient NICU and after
discharge at home.

o Heather Cook is back to work as of January 3
Early Intervention Provider Meeting

o SAM recently contracted with Luzerne and Wyoming Counties for case
management services. Heather has been doing virtual intakes with families
there as there are a lot of referrals coming in. Heather only has about 12-13
children in Franklin County right nowwhich allows her the ability to assist in
the other counties. SAM has also recently contracted with Potter County.
Holly is temporarily supervising Huntingdon/Mifflin/Juanita staff untila new
supervisor is hired.
o Rachel, Michelle, and Raquel are doing the bulk of the intakes and initial
evaluations for Franklin/Fulton EI. Cara, Madison, and Raquel are doing
ongoing service coordination. Madison is doing her own annuals. Cara just
did her first annual. They both have been there for about a year anddoing
well.

o Emily is available on call for evaluations for any speech concerns but is not
on the schedule.

o PennCares is looking to hire new staff either an OT or PT. This was just
posted for.
o PennCares submitted a grant proposal to Summit Endowment for a mommy
and me speech group that Diane Vielwould be in charge of. PennCares is
looking to work with the Library for some space for a small group that would
focus on speech and language.

Ashley was unable to attend the meeting. Jenn provided the necessary fiscal updates.
!´£¨³ Letters
o Providers should have received audit letters from Ashley. If there are any
questions or concerns please reach out to Ashley. Ashley would like to have
the audit letters back as soon as possible.
2023-ΑΏΑΓ #®³± ¢³ Timelines
o We are coming up on contract season.Jenn is getting all the documents
together now. Appendix A and budget documents for those who have
negotiated rates for services that aren’t state set rates will receive these
thst
documentsby February10. Providers will have until March 31 to get
them back to Jenn and Ashley.
o Contract amounts will be based on amounts ending this year. Please reach
out to Jenn to set up a meeting to discuss the rates and any necessary
contract amendments.
Billing

o Please make sure that you are billing by the 15 of each month. Make sure
that you email both Jenn and Ashley when you have voids or adjustments
with billing.

Jenn received an email fromthe Office of Child Development and Early Learning
(OCDEL) regarding a change in how the Bureau will be using the provider registry to
collect and report staff qualifications and staff training and will use this data for the
January 2024 determinations.
For the last two (2) years, Jenn has had to go in at the end of the fiscal year and pull
reports to see if there is anything missing. Jenn would then reach out to everyone
and tabulate if everyone has gotten all of their hours and required trainings in.
Because of this new change, Jenn is requesting that all the training information be

entered into the Provider Registry by August 1. Jenn will still be looking to see if
there is anything missing but OCDEL will be the one that is actually pulling the data
this year. Jenn said that she will reach out to see if there is going to be a specific date
that OCDEL will be pulling those reports and pass that information along if so.
Reminders:
o Making sure that providers are updating information in a timely manner will
help ensure that those reports are up-to-date and accurate.
o Licenses, clearances, mandated reporter, and CPR/First Aid must be entered
on the education tab. This will then populate into the report. When entering
this information, make sure that you are selecting “add new” in the
dropdown and DO NOT edit the existing information.
o If a provider took CPR or mandated reporter training, it must be entered in
the EI training section to get credit for the hours.
o If a training is for one of the annual training topics please make sure to mark
that as well in order to get credit for it.
o If a provider provides direct service for one (1) or more children in a county,
they need to be added to that County.
o Make sure that end dates are updated appropriately.
o Do not enter your name for two (2) different roles. For example: agency
administrators who also provide service.

The Core Leadership team, at the last meeting, finalized the action plan for the
Coaching Across Settings for FY22-23.
There are goals and activities/action steps to reach those goals.
o First goal – to establish protocol for initial training opportunities to prepare
EI team members in our county to be competent and confident in
implementing coaching practices in all settings with fidelity.
Activities/action steps outlined for this goal are:

If you have new staff, please make sure they are completing these
trainings.
o Second goal – to establish protocol for on-going training and mentoring
opportunities for new and existing EI team members in our county to be
competent and confident in practicing coaching in all settings with fidelity.
The activities/action steps for this goal are:
Review current IFSP outcomes and complete training on writing
functional and routines-based outcomes to support FGRBI principles.
Discuss coaching practices and steps moving forward at quarterly
provider meetings.
Analyze and utilize CLT Data Tracking Sheet IT 3.27.2022 to track
data regarding where EI providers are in the process of reaching
fidelity.
o Third goal – to provide a consistent message about coaching practices in the
Franklin/Fulton EI program to the community, which includes EI providers,
families, referral sources, ECE providers, etc.
The activities/action steps for this goal are:
Hold an all provider meeting to discuss FGRBI coaching and discuss
how Franklin/Fulton will move forward in the process.
Discuss FGRBI coaching practices with LICC members and receive
input from community perspectives.
Jenn will be sending the Provider Tracking Form out to the providers to keep track
of trainings for all their staff.
o There is a tab that provides suggestions on using the Core Leadership Team
Data Tracking Sheet. If there are any questions or concerns, please reach out
to Jenn and she will help you walk through it. Jenn will send out an email
with a due date for this information once she decides on it.
o Cynthia from PennCares had a question regarding how often Jenn will be
asking for the tracking sheet and provider registry to be updated. Jenn said
that she will ask for an initial due date and then at the end of the year when
the training records are due in the provider registry. Jenn is also thinking
about sending out a mid-year reminder too. Jenn said that she will be
discussing this at the next core leadership meeting to see if they have any
suggestions about it.

handout.
EI Service Delivery, FGRBI, and Supporting Adult Learners are all on the EITA
Coaching Across Settings portal. Jenn would like all staff to complete these trainings.

Jenn also reminded everyone about the five (5) short Pennsylvania videos that can be
logged on one coaching form since they are so short. On the same page as the PA videos,
providers can sign up for the coaching corner monthly newsletter.
