MEETING MINUTES
Welcome & Introductions
This meeting was held via Google Meet. Those present introduced themselves
and their agency affiliations.
Safe in Home – Remote Support Technology Presentation
Tara Harmening is the new accountexecutive for Safe in Home. Shehas
replaced Linda Knecht as the point of contact for Franklin and Fulton
counties. Tarawas invited to the meeting to inform staff and providers
about services Safe in Home canprovideto individuals in the area.
Safe in Home provides remote support services to assist individuals with
medication management, independence support, seizure
management, kitchen and home safety monitoring.
The presentation shared during the meeting is a part of a new
dedicated solutions series that will be held for Administrative Entity (AE)
staff and providers once a month.Tara encouraged anyone at the
meeting who is interested in attending any of the monthly
presentations to contact her directly.
March will focus on home safety.
April will focus on seizure management.
May will focus on community safety.
June will focus on elopement and mitigation.
July will focus on bridging the gap and working with providers
and families.
August will focus on supporting behavioral challenges.
Medication management is one of the most common concerns
among the individuals that Safe in Home works with. Common issues
they see are failing to take medications as prescribed, unsafe or
unorganized storage of medications, as well as a lack of support for
medication management.

Safe in Home aims to support individuals with their lifetime goals of
independence across various settings and scenarios. This includes
focusing on goal attainment, skill and communication building, and
the promotion of self-advocacy.
Some technologies that are provided to individuals often include
medication boxes that pair with a two-way tablet. The tablets can also
be used to monitor and remind individuals about meals and proper
hydration. If required, emergency services or other supports that have
been designated in the support plancan be contacted. There is also
safety and security technologies available such as fire alarms and
security cameras.
Administrative Entity (AE) Updates –
JANECLINE:
Updated Addresses and Contact Information for the County Assistance
Office (CAO)
Waiver individuals are now assigned to Indiana County and Bedford
County assistance offices. Indiana Countyis covering Franklin County
and Bedford Countyis covering individuals from Fulton County.
Throughout the pandemic,no one could be closed out of Medical
Assistance (MA) or waiverservices, even if the county didn’t receive
their reauthorization paperwork back. Now that the emergency

pandemic is scheduled to end May 11, the CAO is beginning to look
at everyone’s eligibility for MA and waiver services.
If the CAO does not receive thisupdated informationfrom
individuals, they are requesting MA and/or waiver services be
discontinued.
If individuals are closed out of these services they will have to
start the re-enrollment process which will requirethem to provide
information for a five (5) year look back.
The CAO is requesting to have all individuals who are receiving
MA waiver services to update their addresses and contact
information to ensure that theyare receiving notice prior to the
need for closing out their benefits.

March is IDD Awareness Month.

Fulton County will be doing a proclamation on February 28but does
not have anyevents planned for it.

Franklin County will have its proclamation signing on March 1at 2pm
at the Commissioner’s Office.OSI will be there to acceptthe

proclamation. The meeting is open for anybody to attend.The theme
this year will be Kindness.
T-shirts are available forthose who attend the proclamation. Lori
requestedall residential providers reach out tolet her know how
many shirts and what sizes they will need prior to the event. Lori
asked to have this information by Friday, February 24, 2023.
In the past,OSI received the bulk of the order since they have
the majority of individualswho will be attending. Once they
have distributed what they need then the county will work with
the rest of the providers to schedule a time for pick up or drop
off.

OSI will be holding a spirit week starting March 20. Each day will have
a different theme of kindness.
Provider Qualifications Update

Provider qualifications opened on February 1.
Franklin and Fulton Counties qualifications are completed as of
th.
February 16
Reminder –If your Master Provider Index (MPI)number ends with
a six (6), seven (7), eight (8), or nine (9),your provider
qualifications are due this year and must be submitted to your
st
lead AE by March31.
Lori and John will start working on the quality management plan
for the next fiscal year.
Lori is looking for family members and individuals who are
interested in sitting on a Quality Improvement Council. All
members that were on the counsel are no longer able to stay.

MARIONROWE:
Shared Provider Contact List
Due to staffing changes in the recent years, Marion is requesting all IDD
providers send her updated contact information. A spreadsheet will be
created to share among all IDD providers. This allows everyone access
to other points of contact in case of an emergency.Please send
Marion a primary and secondary contact by the end of this month.
Enterprise Incident Management (EIM)Updates
ChristinaYeagerwill be out for at least three (3) months on maternity
leave. While Christinais out,Leah Timlinwill be handlingmost of the
Incident Management (IM)reviews and disapprovals.

Marion has been intercepting some of the emails sent for provider
incident follow up andreaching outto providers directly because Leah
and the other staff there are not as familiar with the provider pool like
Christina is.
Reminder – If any incident reports or allegations come through that
require a joint county investigation, pleasecall or sendan email to the
IDD staff to let themknow. This will allow for more time to coordinate
with the county investigators to avoid a delay in the process.
Changes to the medication error reports and the dashboard trend
analysis features are very helpful, especially for the residential providers
who are looking at any trends within their residential homes and/or for
specific timesof the day.
There are trainings available that can help anyone struggling to
navigate the reports or dashboard on the Learning
Management System (LMS).
There is a lot more information that is now mandatory on the
medication error incident reports due to the changes in the
reports and trend analysis features.
Reminder – When reviewing approvals and disapprovals, make sure to
review the Regional and Countyfirst section/initial review screens.
Many disapprovals are due to not answering the questions in the
regional comments before finalizing the report.
Marion is working on a refresher course for admin staff who are
entering in the incident reports. The course will be on February 28, 2023
from 1pm – 3 pm. If anyone is interested in attending please reach out
to Marion for an invite.

Provider Updates –
The ARC of Franklin and Fulton Counties – There is a Bingo night coming up

on March 19at the VFW in Chambersburgstarting at 1:30pm. The tickets
are $30 a person and can be purchased ahead of time or at the door. The
event will benefit the Nathan Tappen Scholarship Fund.The Scholarship of
$1,000 isawarded to a high school student who is pursuing a special
education degree.
Keystone Human Services – Keystone isopening up a couple more homes
in the next few months. Keystone has been using a service called Station
MD which is a 24/7 telehealth urgent care service.The service has been
very helpful during situations where staff have been unsure what to do. It
has also been helpful with more simple visits such as minor injuries or
infections because they are taking over care for the patient, ordering
medications, and following up with Keystone for any tests that are needed.
The doctors on Station MD are specially trained in intellectual disabilities
which helppatients receive fast and more efficient care.
Occupational Services, Inc. (OSI) – OSI is accepting referrals for all IDD
programs. In order to support employment opportunities, they are now
holding open interviews every Wednesday in the month of February from 10
am to noon.
Person Directed Supports (PDS) - PDS opened up a new home in December
and have been able to move a couple individuals in.
