HomeMy WebLinkAbout2023-03-29 Commissioner Minutes WEDNESDAY, MARCH 29, 2023 The Franklin County Commissioners met Wednesday, March 29, 2023, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved all bills presented and ordered paid. The minutes of the March 22, 2023 meeting were reviewed. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the minutes. The Board reviewed Agreements, Contracts and Reports. Chairman Keller wanted to st draw attention to the agreement with Penn National Golf Club to get Friday, September 1 on ns Affairs Golf Tournament. He continued that it gets bigger decided upon in the afternoon session. The Board reviewed appointments to the Tuscarora Managed Care Alliance Steering Committee. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to appoint the following members for a term of April 1, 2023 through March 31, 2024: David Keller, John Thierwechter, Stacie Horvath, Stacey Brookens, James Eagler, Teresa Beckner, and Lorna Blanchard. The Board reviewed information regarding Child Abuse Prevention Month. Minnie Goshorn, Director of Children, Youth and Family Services, thanked the Board for doing the Proclamation in March this year and for their support of her agency as well as Carrie Gray and John Thierwechter. Everyone is always listening and supportive to her and her staff. She continued that it takes all of us to make sure children are safe in this county. We will never not have child abuse but by having staff go out to do more preventative services she thinks they can prevent some of it. Ms. Goshorn provided some numbers from 2022. Her agency received 3,554 referrals of some form of alleged child abuse or neglect in the county. She continued that of those cases 568 were actual child protective service reports which were deemed sexual, who do all of their forensic interviews for their children and that they had 134 kids go through forensic interviews last year at their facility. She said they seen again after COVID but there were an additional 42 investigations of child sexual abuse last year. She has a lot of her front line staff here who are going door to door to keep kids safe. Chairman Keller said that Minnie mentioned the CAC, an entity that was not in existence when and they are doing great work and we are blessed to have that in Franklin County. He Continued on page 2 n our team. Commissioner Ziobrowski said the kids are blessed to have them and have them help to protect children. Commissioner Flannery stated that he agreed. He is sitting on the Children and Youth to know that we have great people out there who are addressing these issues. He thanked them and appreciates the work they do. Chairman Keller read the proclamation. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to sign Franklin County Proclamation 2023-03 proclaiming the month of April as Child Abuse Prevention Month and that the attached proclamation be made a part of these minutes. The following IMPACT! Grant recipients were present to thank the County for receiving their funds through the grant process and have a picture taken with the Commissioners: Jeff Truhan, CEO/Administrator of The Shook Home that received $40,000 for facility upgrades; Kevin Plasterer, Borough Manager/Secretary represented the Shippensburg Borough Water Authority that received $199,000 for a waterline replacement project. Mr. Plasterer thanked Dr. Kim Eaton for all she did and she has been very helpful. Cha statement was well said and very appropriately brought to their attention. There were 130 and others who reviewed the applications and had to get further information from the applicants. He said it was a heroic effort but the end result is exceptional. The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 2:00 p.m. There was no public comment. The Board reviewed Aging Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the Food and Beverage License renewal applications for the following senior centers: Greencastle, Fort Loudon, Upper Strasburg, and Path Valley. The cost of the license is required in order for the centers to serve congregate and home delivered meals to Franklin County seniors. Beginning and ending dates vary based on the center. Each renewal application fee is $82.00. The Board reviewed additional Aging Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the registration form from Greencastle-Antrim Chamber of Commerce for the Aging Office to rent a space during the Greencastle Sidewalk Days on July 7, 2023 for an amount of $80.00 to allow for the promotion of the Greencastle Senior Activity Center and Aging services. The Board reviewed additional Aging Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the proposal from Rodney B. Smith Plumbing, Heating and Cooling, Inc. for the removal of an old sink and purchase and install of a three (3) compartment code compliant sink with faucet and wrist blade handle drains to meet code at the Tuscarora Senior Center. The landlord will be using the removed sink elsewhere. The total cost is $4,899.00 with 50% down and 50% at completion. Continued on page 3 The Board reviewed Commissioners Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the first amendment to the agreement dated March 15, 2018 between the County of Franklin and John Boozer d/b/a/ Franklin Advisory to provide professional design and construction administrative consultant services for the courthouse facility project. This amendment is to set the monthly compensation at nine thousand, eight hundred ($9,800.00) dollars per month. All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to authorize Solicitor Mark Orndorf to sign the BJC Associates settlement for tax parcel number 06-1E00.-004A- 000000 regarding property located in the Borough of Chambersburg. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the engineering services from Triad Engineering, Inc. to provide foundation, masonry and concrete testing as well as soil compaction verification. Additional services to include structural steel verification and fireproofing materials testing. These professional services are necessary for the Courthouse Annex renovations and addition. Estimated cost not to exceed is $12,335.00. The Board reviewed additional Commissioners Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the quote from inclusion-solutions to purchase 150 adjustable single voting booths at a cost of $399.00 each for a total including shipping costs of $61,986.00. The costs will be paid for from the Election Integrity Grant Program. The Board reviewed Court Administration matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the Agreement and Business Associate Agreement between the County of Franklin and BOPIC to provide translation services for the Good Wolf Treatment Court at a maximum contract allowance of $1,500.00 for the period of October 1, 2022 through September 30, 2023. The Board reviewed Information Technology Services matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the contract between the County of Franklin and Stellar Services, Inc. to provide Chief Information Officer Services to include assessment and organizational discovery/investigation, strategic planning and initiative prioritization. In addition, the contractor will support county operations by co-chairing the IT Governance committee and managing IT and technology-dependent departmental projects with a focus on budget and time management. The contract period runs March 29, 2023 through March 28, 2024 with annual renewals upon the request of the parties. Hourly rates range from $125 to $215 and the first year is estimated to cost $97,480.00. The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the agreement between the County of Franklin and Dominique Brown to provide approved transports for Franklin County Jail inmates for an amount of $30.00 for the first hour and $3.50 for each additional quarter hour for a term of March 10, 2023 through March 9, 2024. Constables are required to follow state, federal and Franklin County policies and procedures, regulations and laws. The Board reviewed Purchasing matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the agreement between the County of Franklin and Canon Solutions America, Inc. that replaces two 2019 lease agreements for a term of June 1, 2023 through June 1, 2027 for an annual cost of $104,534.40. The new contract adjusts the existing fleet to meet current needs and includes lease and printing costs. Continued on page 4 The Board reviewed Veterans Affairs matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the agreement between the County of Franklin and Nolan Carlson Canine, LLC DBA Good Dog Boarding and Training for continuation of dog training services for Operation Save-A-Vet, Save-A-Pet service dog program in the amount of $36,000.00, for the period of January 1, 2023 through December 31, 2023. This program is funded by the Veterans Affairs Outreach Fund which is funded with donations, contributions and through fundraising efforts. The Board reviewed additional Veterans Affairs matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the Letter of Agreement between the County of Franklin and Penn National Golf Club to reserve the Golf Club for the Veterans Affairs Golf Tournament on Friday, September 1, 2023 at a cost of $40 per golfer for a maximum of 256 for a maximum of $10,240.00. The event will be funded by golf registrations, sponsorships, and donations/contributions. In accordance with PA Act notifications, Epiroc Drilling Tools, LLC notified the County of a Pennsylvania Department of Environmental Protection General Permit application renewal being applied for industrial activities located in Fort Loudon. The Franklin County Commissioners and Tiffany Bloyer, Human Resources Director on behalf of the STAR (Special Thanks and Recognition Committee) were present to award Ms. Theresa Martinez as the Employee of the Month for March. Ms. Martinez has worked at Franklin County since February 2010. She currently serves as Central Courts Coordinator for Court Administration. The selection for the March 2023 Employee of the Month was determined by the STAR Committee. There were a total of 15 nominations, seven of which were for her. Ms. Bloyer read the nomination form which is attached and made a part of these minutes. Chairman Keller thanked her for what she does. Part of our mission is to be efficient and effective in promoting the health, safety and wellbeing of our residents in an open, honest and caring fashion. It makes him feel good to hear that the wor us more effective and efficient has not gone unnoticed. He thanked her for doing what she keeps Central Court under control so tha organize the Central Court. He congratulated her on a job well done. The following IMPACT! Grant recipients were present to thank the County for receiving their funds through the IMPACT! grant process and have a picture taken with the Commissioners: Andrew Stottlemyer representing the Fayetteville Athletic Association received $33,000 for facility improvements; Sara Spitzer representing the Council for the Arts received $40,000 for revenue replacement; Warren Elliott representing the Historic Letterkenny Chapel and Franklin County Veterans and 9/11 Memorial Park received $50,000 for facility restoration; and Tiffanie Smoyer and Jen Vanderau representing the Cumberland Valley Animal Shelter received $70,000 for facility upgrades. Chairman Keller said that the nonprofits, board members, volunteers and staff are part of the backbone of this community, so the Board is thanked them for the blood, sweat and tears that they put into what they do. It really makes a difference to our overall quality of life. He thanked them. Commissioner Ziobrowski said he is delighted to have all the folks that came here today. He is especially happy to see Lee Harter, whose father Reverend Bill Harter was one of the drivers of the Historic Letterkenny Chapel and was the fac s their job and he thanked Continued on page 5 On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to enter an executive session at 2:24 p.m. for the purpose of reviewing pending litigation matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to reconvene into regular session at 3:10 p.m. No action was required after the executive session.
