HomeMy WebLinkAbout2010-01-04 Commissioner MinutesMONDAY, JANUARY 4, 2010 The Franklin County Commissioners met Monday, January 4, 2010, with the following members present: Robert L. Thomas, David Keller and Robert G. Ziobrowski. On a motion by Robert G. Ziobrowski; seconded by David S. Keller; unanimously approved to adopt the agenda. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to appoint David S. Keller as Chairperson of the Board of Commissioners of Franklin County for 2010. Chairman Keller presided and after calling the meeting to order, proceeded with the business of the day. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; Robert L. Thomas was elected as Vice-Chairperson of the Board of Commissioners of Franklin County for 2010. Commissioners Ziobrowski and Keller voted yes while Commissioner Thomas abstained. On a motion by Robert L. Thomas, seconded by David S. Keller; Robert G. Ziobrowski was elected as Secretary of the Board of Commissioners of Franklin County for 2010. Commissioners Thomas and Keller voted yes while Commissioner Ziobrowski abstained. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the regular meetings of the Franklin County Commissioners, Salary Board, Election Board, Retirement Board, and the Board of Assessment and Revision of Taxes in the Commissioners' Office on Tuesdays and Thursdays of each week beginning at 9:00 a.m., prevailing time, with the exception of the following dates: Thursday, November 11th and Thursday, November 25, 2010. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the County office hours being maintained between the hours of 8:30 a.m. and 4:30 p.m., Monday through Friday. Lunch breaks will be one-half (1/2 hour) in duration and each department head will be responsible for staggering employee lunch breaks so as to provide services to the public for the full eight (8) hours of each business day. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the following holidays: MARTIN LUTHER KING DAY -January 18 GOOD FRIDAY -April 2 MEMORIAL DAY -May 31 INDEPENDENCE DAY -July 5 LABOR DAY -September 6 VETERANS DAY -November 11 THANKSGIVING HOLIDAY -November 25 & 26 CHRISTMAS HOLIDAY -December 24 & 27 NEW YEAR'S DAY -December 31, 2010 On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to appoint Robert L. Thomas to serve on the Franklin County Soil Conservation District Board for the year 2010. Ziobrowski; unanimously approved to appoint David Keller to serve on the Franklin/Fulton County Behavioral Health Advisory Board for the year 2010. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to appoint Robert L. Thomas to serve on the Franklin County Children and Youth Advisory Board for the year 2010. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to appoint Robert G. Ziobrowski and Phil Tarquino to the 21St Century Partnership for the year 2010. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to appoint David Keller to the Drug & Alcohol Advisory Board for the year 2010. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to appoint Robert G. Ziobrowski to the Chambersburg Area Ambulance Committee for the year 2010. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to appoint David Keller to the Franklin County Library Board for the year 2010. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to appoint Robert L. Thomas, David Keller and Robert G. Ziobrowski to the Local Emergency Planning Committee for the year 2010. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to appoint David S. Keller to the Criminal Justice Advisory Board for the year 2010. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to appoint Robert G. Ziobrowski to the Council of Governments Board for the year 2010. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to appoint Robert G. Ziobrowski as the local elected official to the South Central Workforce Investment Board for the year 2010. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to appoint Robert L. Thomas, David Keller and Robert G. Ziobrowski to the Tuscarora Managed Care Alliance for the year 2010. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to appoint Gary L. Martin as Chief Assessor for the year 2010. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to appoint John Hart, Jean Byers, Valerie Morgan and John Aguirre as the Administrators for the Franklin County Flexible Benefits Program for the year 2010. Continued on page 3 The Board reviewed appointments to the Agricultural Land Preservation Board. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to appoint Eugene Gayman and Greg Cook for a three (3) year term to expire on December 31, 2012. The Board reviewed appointments to the Planning Commission. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to appoint Lester Musselman, Joseph Middour and David Mackley for a four (4) year term to expire on December 31, 2013. The Board reviewed appointments to the Letterkenny Industrial Development Authority. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to appoint Glenn Deardorff, Thomas Donahue and Tim Rockwell to serve on the Letterkenny Industrial Development Authority for a five (5) year term to expire on December 31, 2014. The Board reviewed appointments to the General Authority Board. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to appoint Dr. John Benhart for a five (5) year term to expire on December 31, 2014. The Board reviewed appointments to the Franklin County Emergency Services Alliance Committee. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to appoint Susan Dutko for a one (1) year term to expire on December 31, 2010. The Board reviewed appointments to the Local Emergency Planning Committee. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to appoint Gary Himes, Susan Dutko, Dennis Tash and Barbara Eberly to serve on the Local Emergency Planning Committee for a one (1) year term to expire on December 31, 2010. The Board reviewed appointments to the Franklin County Library Board. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to appoint Katherine Mellott, Frank Ervin and Carole Carbaugh fora 2 year term to expire on December 31, 2011. The Board reviewed appointments to the Franklin County Visitors Board. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to appoint Tim Ebersole and Joel Fridgen to fill an unexpired term through December 31, 2011 and John Miller to fill an unexpired term through December 31, 2010. The Board reviewed appointments to the Franklin County Soil Conservation Board. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved to appoint Dennis Musser and Barry Best for a four (4) year term to expire on December 31, 2013 and Joseph Middour to fill an unexpired term through December 31, 2011. The Board reviewed Personnel matters. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to accept the Franklin County Handbook and Personnel Policies with amendments and any policy conflicting with these policies is hereby repealed in so far as the same effects these policies. A copy of this handbook is maintained in the Commissioners Office file. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to accept the Nursing Home Handbook and Personnel Policies with amendments and any policy conflicting with these policies is hereby repealed in so far as the same effects these policies. A copy of this handbook is maintained in the Commissioners Office file. Continued on page 4 On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to accept the Franklin County Jail Handbook and Personnel Policies with amendments and any policy conflicting with these policies is hereby repealed in so far as the same effects these policies. A copy of this policy is maintained in the Commissioners Office file. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to accept the Franklin County Emergency Management Services Handbook and Personnel Policies with amendments and any policy conflicting with these policies is hereby repealed in so far as the same effects these policies. A copy of this handbook is maintained in the Commissioners Office file. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to accept the Franklin County Court's Personnel Manual and include it as part of the County's Policies with amendments and any policy conflicting with this manual is hereby repealed in so far as the same effects this manual. A copy of this manual is maintained in the Commissioners Office file. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to accept the Risk Management Health and Safety Manual and include it as part of the County's Policies with amendments and any policy conflicting with this manual is hereby repealed in so far as the same effects this manual. A copy of this manual is maintained in the Commissioners Office file. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved to accept the HIPPA Policies and include it as part of the County's Policies with amendments and any policy conflicting with these policies is hereby repealed in so far as the same effects these policies. A copy of these policies is maintained in the Commissioners Office file. On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the attached list of policies and any policy conflicting with these policies is hereby repealed in so far as the same affects these policies. A copy of these policies is maintained in the Commissioners Office files. The Board reviewed the Tax Return Days for Tax Duplicates. On a motion by Robert G. Ziobrowski, seconded by Robert L. Thomas; unanimously approved the following tax return days of tax duplicates: • County, Township/Borough, School, (if complying with act 169 of 1998) and the First, Second Interim/Supplement duplicates for the year 2009 along with 2008 Third & Fourth Quarter Interim/Supplement duplicate will be returned by Friday, January 15, 2010 • Year 2009 School (if not complying) duplicates will be returned by Friday, April 30, 2010. • Year 2009 Third and Fourth Quarter Interim/Supplement duplicates will be returned by Friday, January 14, 2011 • Year 2010 Franklin County Tax Duplicates will be available at the Tax Services office on Monday, January 25, 2010. The Board met with the Human Resources Director, the County Controller and Elected Officials for reorganization of Salary Board for 2010. The Board acknowledged that the following offices agreed to reduced hours for their hourly staff to reduce their budgets for the year 2010: Prothonotary, Clerk of Courts, Controllers, Courts, Tax Services, Fiscal/Accounts Payable and two positions in Emergency Services.
