Shawn Meyers, President Judge Harold Wissinger, Controller Christopher Schell, Warden Carrie Gray, County Administrator Benjamin Sites, Deputy Sheriff Doug Wilburne, Probation Chief Geoffrey Willett, Probation Deputy Chief Mark Singer, Court Administration Ellen Eckert, Pre-Release Supervisor Alexis Pennings, Risk Management Michelle Weller, FCJ Deputy Warden Jeffrey Scott, FCJ Deputy Warden Heather Franzoni, FCJ Deputy Warden I. The meeting was called to order by Commissioner Keller at 8:30 AM. II. Public Comment A. There was no public comment III. Minutes for the February 2023 meeting were discussed. A. Judge Meyers moved to accept the minutes, Controller Wissinger seconded the motion and the minutes were unanimously approved. IV. Warden’s Report A. There were 135 commitments and 129 discharges in February. B. The average daily population was 278 with an average of 235 males and 42 females. C. The recidivism rate was 51% when looking at all new commitments that had been incarcerated at FCJ within the past three years. The recidivism rate was 44% when looking only at those commitments being held for trial only. D. At a snapshot view at the beginning of February there were 95 sentenced and 189 unsentenced inmates. There were 10 inmates on Approved Temporary Absence status. Fifteen were pending transfer to SCI. E. There was $7,064 collected in total revenue for February. F. The average length of stay (ALOS) for those discharged in February was 84.6 days. G. A breakdown of the demographic statistics for February indicated that males made up 75% of the population, 70% of the population were white, 39% of the population was between the ages of 25-34, 73% were single, 3% were military veterans and 84% had at least their high school diploma or GED. H. PrimeCare’s medical report was presented. There were 1157 sick calls. There were 27 outside medical appointments and seven trips to the ER. There were three hospital admissions. There were 747 mental health contacts. There were 47 inmates on suicide watch. There were one three that required 1:1 observation. There were no inmates at Torrance State Hospital, but there were four awaiting transfer. There were four participants in the Sex Offender’s Treatment Program. There were 38 in the Medication Assisted Therapy (MAT) program. There were 169 on the MH caseload and an additional 47 with SMI diagnoses. There were 41 commitments placed on detox protocol. There were two pregnant inmates. Thirty-six inmates were given the COVID vaccine. I. District Attorney Fogal moved to accept the Warden’s report, Controller Wissinger seconded the motion and the report was unanimously approved. V. Intermediate Punishment report A. The Pre-Release department received 28 intakes and 38 discharges. B. There were six inmates placed into employment. C. There were 1455 hours of community service completed. D. The Pre-Trial Release program had 50 offenders. E. The Drug and Alcohol RIP/DCIP program had 63 offenders. There were four successful discharges. F. The Sex Offender Program had 45. G. There were 36 offenders on the Mental Health caseload. H. The Electronic Monitoring Program had 18 offenders. I. There were 20 offenders detained in February and there were 11 that were given alternative sanctions. J. There were 114 jail days saved by using the alternative sanctions of electronic monitoring (425 days), DCIP/D&A RIP (1312 days), intensive supervision (70 days) and pre-trial release (1385 days). K. The Work Release program collected $17,713 and the Probation Department collected $232,376 in February. VI. Old Business A. Warden Schell provided a pandemic update. There are currently no staff and no inmates on COVID protocols. B. Warden Schell provided a staffing update. There are currently 76 officer positions filled, 27 officer vacancies and three pending hire. VII. New Business = None VIII. Executive Session = Litigation Updated provided by Alexis Pennings A. Judge Meyers made the motion for the meeting to go into Executive Session, District Attorney Fogal seconded the motion and the meeting was unanimously approved to go into Executive Session. At the conclusion of the Executive Session, Controller Wissinger made the motion, District Attorney Fogal seconded the motion and the Executive Session was unanimously approved to end. IX. The next meeting is scheduled for April 11, 2023 at 8:30AM at the Franklin County Administration Building. Controller Wissinger moved to end the meeting, District Attorney Fogal seconded the motion and the meeting was adjourned.
