HomeMy WebLinkAbout2023-04-26 Commissioner Minutes WEDNESDAY, APRIL 26, 2023 The Franklin County Commissioners met Wednesday, April 26, 2023, with the following members present: David S. Keller, John T. Flannery (attended virtually) and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved all bills presented and ordered paid. The minutes of the April 19, 2023 meeting were reviewed. On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved the minutes. The Board reviewed Agreements, Contracts and Reports. Chairman Keller asked for more information on board action item #6, floor replacement at the Jail. Warden Christopher Schell explained th they were disqualified. He requested to go out and ask for quotes from different companies and they received four bids. The Warden explained each bid they received. He continued that Stonhard came in at $103,000 as the lowest qualified bid. So they reached out to Stonhard which provided a product sample to show what it would look like as well as the texture, color, and thickness as required by the specs. They visited and reviewed everything to make sure they will do quality work. He had maintenance do a flush of the drain pipe and they camera-ed them to make sure that there is nothing cracked, broke or anything wrong so if Stonhard takes up the floor and find that one of our drains is cracked they will have to replace it due to the fact we already saw that they were clear and we have the disk to prove it. Everything was functional at that point. The floor should be completed by the end of May or beginning of June. Warden Schell provided a description of the new flooring and stated that it will hold up really well. Chairman Keller said that last time they were in they were going to reach out to other jails in the state that had floors replaced or research vendors who had done jail kitchen floors in the past. He asked if this company is one that was recommended. Warden Schell responded that yes and they met all the specs. Chairman Keller said that this price seems less than the previous bids we received during rounds 1 and 2 so it looks like we are coming out ahead. The Warden said they met all our specs and he feels very secure with Stonhard. Carrie Gray, County Administrator, had a point of clarification on board action #7 that the contract's end date should be April 17, 2025. The contract period should be April 17, 2023 to April 2025. The items will be decided upon in the afternoon session. The Board reviewed an appointment to the South Central Workforce Development Board. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to reappoint Keith Baker for the term of July 1, 2023 through June 30, 2026. The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 2:00 p.m. There was no public comment. Continued on page 2 The Board reviewed Children and Youth matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the updated contract listing for additional contracts and addendums for Fiscal Year 2022/2023 for the Children & Youth department. Contract listing is maintained for proper accounting of all contracts to include vendor name and address, type(s) of service provided and rate(s) charged for services. The Board reviewed Fiscal matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the agreement between the County of Franklin and 4U Management, LLC to provide fiscal consulting services for assistance and support during department vacancies for Human Services fiscal support at a cost not to exceed $27,000.00 or 300 hours for the term of May 1, 2023 through September 30, 2023. The Consultant will provide support primarily for the Early Intervention and Intellectual and Developmental Disabilities program. Other duties to be assigned at the discretion of the Fiscal Director. The Board reviewed additional Fiscal matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the applications to the Borough of Chambersburg for the 2024 Storm Sewer Pollution Control Fee Structural BMP (best management practices) credits and accompanying Maintenance Agreements for properties with water fees assessed by the Borough for the Judicial Complex and the Administration Building properties. The applications are due 10/31/23 and will provide for continuing the existing credits granted by the Borough. Without them, the existing credits will sunset 12/31/23. The applications require fees of $42 for application 1 and $62 for application 2. The Board reviewed Information Technology Services matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and CDI, LLC to review the MUNIS system does not lie on our end. Tyler Support has refused to troubleshoot more until we can eliminate it as an issue. This agreement is for the total amount of $750.00. The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the quote from Reveal Media USA, Inc. to replace magnetics and klick studs for the Correctional Officer's body cams at a cost of $935.00. The current magnetics are not holding standard wear and tear. The Board reviewed additional Jail matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the quote from Stonhard, Division of StonCorp Group, Inc. for replacement of the existing damaged kitchen floor at a cost of $102,713.00. It includes removal of old and replacement of new flooring. This service was bid twice with no responsive bidders. Quotes were received for this action and this was the lowest qualified quote. The Board reviewed additional Jail matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the Memorandum of Understanding between the County of Franklin and Women In Need (WIN) to provide services to sexual assaulted and sexual harassed victims for the period of April 17, 2023 through April 17, 2025. This agreement is needed to comply with the Federal Rape Elimination Act. In accordance with PA Act notifications, ARCADIS Design & Consultancy notified the County of a Pennsylvania Department of Environmental Protection Bureau of Waterways Engineering and Wetlands General Permit application being applied by Columbia Gas Transmission, LLC for a proposed Line 10256 TCO-95 Wireline project located in Quincy Township. In accordance with PA Act notifications, Team Ag notified the County of a Pennsylvania Department of Environmental Protection NPDES renewal permit being applied by Leland Lesher for proposed sow barns on property located in Guilford Township. Continued on page 3 The Franklin County Commissioners and Tiffany Bloyer, Human Resources Director on behalf of the STAR (Special Thanks and Recognition Committee) were present to award Ms. Donna Kulpak as the Employee of the Month for April. Ms. Kulpak has worked at Franklin County since October of 2017. She currently serves as Court Crier and Tipstaff for Franklin County Court Administration. The selection for the April 2023 Employee of the Month was determined by the STAR Committee. There were a total of 28 nominations, six of which were for her. Ms. Bloyer read the nomination form which is attached and made a part of these minutes. Ms. Kulpak thanked everyone for the nomination. Mark Singer, Court Administrator, stated that the Board of Judges are all aware of this distinct recognition that is well deserved. way of doing things and they learned that it creates a better atmosphere if everyone is working for all the judges and learn the different ways of sharing information. Donna has been the information she has and her goal is to make sure everyone can benefit from her knowledge. She came in 2017 when they were preparing for moving into the new courthouse then COVID hit. During COVID and they had no idea what they were going to do but they wanted to keep the courts open. She was trouble shooting things at the jail and troubleshooting things at the courtrooms and she was instrumental in helping them. They have had staff turnover, not because the positions are not enjoyed, it's just that peop that instead of watching Judge Judy at home, she decided she wanted to come in with her good friend. She was retired and sh she was instrumental in creating what Donna has kept alive. She created what they call a Court Crier Bible or Court Crier Roadmap and Donna kept that moving and shared it with others. She what they do without her. He knows the judges have really relied on her. He provided the On behalf of all of the Common Pleas Judges, I extend congratulations to Donna on her recognition as Employee of the Month. Donna exemplifies the dedication to public service that all Chairman Keller said that six nominations might be a record she either has a posse or a fan club or something else is th her leadership and hard work has not gone unnoticed. He congratulated her. Commissioner Flannery congratulated her and thanked her for all she does. ye, Theater downtown was she part of that as well? Donna responded yes she was. and he thanked her. The Board met with Tiffany Bloyer, Human Resources Director and the Controller Harold Wissinger for Salary Board matters. Also in attendance was Nicole Weller, Children, Youth and Family Services Deputy Director. Dr. Kim Eaton, Community Connections Division Director, provided information on the following IMPACT! Grant recipients who were present to thank the County for receiving their funds through the grant process and have a picture taken with the Commissioners: Chief Cheyenne Foltz and Patti Strite representing Mont Alto Ambulance Association that received $100,000 to purchase a new ambulance; President Wes Fugate representing Wilson College that received $100,000 to establish surgical technologist program; and Carla Christian representing Chambersburg Memorial YMCA that received $100,000 for facility improvements. Chairman Keller invited the recipients to provide information on their programs and how they will use the IMPACT funds. Chief Cheyenne Foltz said they received $100,000 for purchasing stretchers and a used ambulance. He stated that ambulances cost about $300,000 to purchase. This has helped them with their funding for larger purchases. Chief Foltz stated that Continued on page 4 rge purchases with the amount of funding they get. They provide emergency medical services as well as non-emergency transportation. President Wes Fugate thanked them for the opportunity to speak, not just about Wilson College but they have partnered with Career and Technical Center as well as Wellspan Health. They knew that our community is in desperate need of healthcare workers and this grant will help them specifically with developing and training med surg technicians. He is delighted they will be able to continue partnership between these three organizations to make it happen. He thanked the partners and wanted to acknowledge Dr. Julie Beck who is head of their nursing program and all the work she has done to lead and unite all the community partners. They are delighted to serve the community and very grateful for the support from the Commissioners. Chairman Keller wanted rding Career and Technology Center and Wellspan, he thanked them for their partnership. Carla Christian thanked the Commissioners for the work and a lot of time and effort to go through all those applications and issue them in a fair way. She stated that the YMCA received $100,000 and they are very appreciative because capital projects are not very exciting, and when you need a new roof, you need a new roof. They had two major capital projects that were able to come back to put this funding towards. They had 40, 36 and 32 year old roofs that needed replacing that they were able to complete. They also had a dehumidification unit for the Walker Pool and to be able to continue to have two indoor pools for our community is very important but very costly. At a time when they were dumping $500,000 into capital projects the $100,000 they received helped the YMCA to be able to continue to focus. They are also challenged with finding employees, paying them competitively, and the childcare crisis going on right now with trying to keep people and keep childcare affordable are all things they are facing so they wanted to thank the Commissioners for keeping the YMCA in mind and giving them the opportunity to apply for this grant.
