Welcome and Introduction – Sam Cressler Meeting called to order at 10:13. II. Election of Officers – motion to forward the current slate of officers made by Bob Ziobrowski, Seconded by Dave Keller. Motion carried unanimously a. Chair – Sam Cressler b. Vice-Chair – Jason Stains c. Secretary – Planning Department Staff III. Approval of Meeting Minutes – November 17, 2022 – Action Motion to approve the November 17th meeting minutes made by Dave Keller and seconded by Chris Kufro. Motion carried unanimously. IV. Presentation a. Commute with Enterprise – Bill Whiteside Bill Whiteside gave a presentation on the Commute with Enterprise program that helps employees get to work by vanpooling with a rental van from Enterprise. They will rent out vans or vehicles to employees that need rides to work. Bob Ziobrowski asked if Letterkenny subsidizes this for their employees. Bill – Yes, the Federal Government has a subsidy for employees. Sam Cressler asked how employers would know about this opportunity and how would funding work for this. Bill - I make calls and do outreach to businesses. Cheryl O’Connor gave a brief explanation of the funding options for this. Matt Crea clarified that he will follow up on how the MPO would need to go about programming any funding for this in the future. Cheryl – The estimated ask per year is unknown. Additional research and information is needed to determine what level of support is needed. There is no minimum threshold though. John Thierwechter asked if it creates a taxable benefit for the employee. Bill – Yes, most employers set it up that way. V. Business a. Long-Range Transportation Plan Public Comment Review and Respond– Michael Baker, Action Motion to accept the proposed responses to public comment for inclusion in the final LRTP document made by Dave Keller and seconded by Chris Kufro. Motion carried unanimously. b. Long-Range Transportation Plan Scope Amendment – Staff, Action Motion to approve the addition of an HTML file deliverable made by David Mackley and seconded by Bob Ziobrowski. Motion carried unanimously c. 2023 Safety Performance Target – Staff, Action Motion to adopt the established PennDOT safety targets made by Bob Ziobrowski and seconded by Dave Keller. Motion carried unanimously. d. 23-26 TIP Amendment – PennDOT, Action Motion to adopt 23-26 TIP Amendment #1 made by Bob Ziobrowski and seconded by Dave Keller. Motion carried unanimously. e. Work Order 4 – I-81 Study – Staff, Action Motion to approve the scope of work for the I-81 Prioritization Study and begin work after obtaining necessary approvals made by Bob Ziobrowski and seconded by Tom Newcomer. Motion carried unanimously. VI. Partner Updates a. Susquehanna Regional Transportation Partnership Update i. Matt Boyer gave an update on the TDM services and will provide two documents as follow up. 109 new people have joined the Commute Pa app. 7300 tracked trips in January. b. Rabbittransit Update i. Beth Nidam gave an update on rabbittransit’s Stophopper program and same-day shared ride pilot program. A follow up flyer will be provided. c. PennDOT Update i. Carey Mullins gave an update on SR 2031 Bridge replacement. The bridge has been reopened to traffic. ii. Matthew Crea noted the Highway Safety Survey that is currently available. A link was provided in the chat and can be found on PennDOT’s website. d. FHWA Update i. Ronnique noted in the chat that she will provide her update in a follow up email. e. Director’s Report – Steve Thomas i. Steve Thomas gave a brief report on the Cumberland Valley Rail Trail extension efforts. f. Staff Report – Quentin Clapper i. Quentin Clapper provided a presentation on the 2020 census urban area designation. ii. The Increasing Safe and Accessible Transportation Options project is being developed. The municipalities, MPO staff, and consultant staff will be coordinating on that scope of work. iii. Staff will also be performing the 3-year review on the Public Participation Plan in the coming weeks and months. VII. Future Meetings a. April 6 – Special Meeting for LRTP Adoption 10 A.M. (Virtual) b. April 20 - TAC Meeting 9:30 A.M. c. May 11 – Policy Board Meeting 10 A.M. VIII. Public Comment IX. Adjournment – Motion to adjourn made by Tom Newcomer, seconded by Bob Ziobrowski.
