FRANKLIN COUNTY METROPOLITAN PLANNING ORGANIZATION POLICY BOARD MEETING
February 17, 2022 – 10am - MEETING MINUTES –
I. Welcome and Introduction The meeting was called to order at 10:05am by Vice Chairman Jason Stains. II. Meeting Minutes – November 18, 2021 A motion to approve the November 18, 2021 was made by John Huber and seconded by David
Keller. There were no objections. III. Presentations a. 2023 Draft Transportation Improvement Program Nate Walker gave a second presentation on the Draft 2023-2026 TIP. A new local bridge, Cornerstone Road Bridge, was added to the project list. Nate recommended a motion to move the draft TIP to the Air Quality Conformity Analysis review.
David Keller asked if Cornerstone Bridge was local and which body of water it is above. Nate
confirmed that it is local and goes over the Conococheague Creek in Greene Township. A motion to move the Draft 2023-2026 TIP to Air Quality Conformity Analysis Review was made by David Keller and seconded by John Huber. (Note: in a follow-up email it was clarified the Draft TIP does not need Air Quality review.)
IV. New Business a. 2022 Safety Performance Measures The 2022 Performance Measures (PMs) were attached to the agenda packet. The MPO approves
PMs every year and go by the targets PennDOT provides. The MPO has the option to set their
own safety targets, but historically, the MPO has adopted PennDOT’s. A motion to approve the adoption of the 2022 Safety Performance Measures was made by Nate Walker and seconded by John Huber. There were no objections.
b. Technical Advisory Committee (TAC) New Voting Member The TAC was established in 2020 and its role is to serve in an advisory manner to the Policy Board. Caitlin Lucas is the Clean Water Coordinator for the Franklin County Conservation District and has been recommended for the vacancy.
A motion to appoint Caitlin Lucas to the Technical Advisory Committee was made by John
Huber and seconded by Beth Raves. There were no objections.
c. Long Range Transportation Plan Update Casey Bottiger provided an update on behalf of Michael Baker. The project team is working on the background profile and Metro Quest Survey for public consumption; the final document will also include a storybook format. The next Steering Committee meeting will review the public
survey and will launch in April to see what the public identifies as transportation priorities.
V. Administrative Business a. Exit 12 Update PennDOT is still developing the Right of Way (ROW) and working with the utility companies.
The project team is about 50% through the design stage. The let date is 2/15/2024.
b. Director’s Report – Steve Thomas The MPO workshop which was held on January 28, 2022 was a success. Follow-up documents have been sent. Any questions can be directed to Kenana or Steve.
Steve welcomed John Huber as Allen Coffman’s replacement as the Chambersburg Borough Township Representative. The MPO has a Bike/Pedestrian and Township Representative voting member positions are
open. Please contact Steve with any recommendations.
Steve asked for action for the MPO to write a letter of support to PennDOT for funding improvements on I-81. The Franklin County Commissioners, Franklin County Planning Commission, and Franklin County Area Development Corporation have all sent letters asking for
funding allocations to I-81.
A motion for the MPO to write a letter of support to PennDOT requesting funding for improvements on Interstate 81 was made by David Mackley and seconded by John Huber. There were no objections.
c. Staff Reports i. UPWP Modification PennDOT has asked that the required annual Highway Performance Monitoring System (HPMS) Sampling be added as a task in the recently adopted UPWP. Currently, it is only
a deliverable. This is an administrative change that does not need a motion.
ii. 2023-2026 TIP Important Dates Kenana Korkutovic reviewed the important dates for the upcoming TIP. The document will be adopted in the regularly scheduled May 2022 meeting.
iii. TIP Modifications A copy of the January 2022 Administrative Actions was provided in the agenda packet. Jeff Puher walked through the IIJA Additional Funds document; there were no questions or concerns.
VI. Future Meetings a. April 21, 2022 – FCMPO TAC Meeting at 9:30 AM b. May 12, 2022 – FCMPO Policy Board Meeting at 10 AM VII. Public Comment Public comment for SR 75 was included in the agenda packet. The citizen is concerned about overall
safety of SR 75 (Path Valley Road) in Dry Run including the number of accidents, speeding, lack of traffic signals, and the lack of police presence in this area. Also, the Amish community has been impacted in this area with vehicular accidents involving horses and buggies. She wanted this brought to the policy board and requested a study be done. i. Nate Walker from PennDOT District 8-0 responded that the municipality needs to request a speed study. PennDOT is also currently looking into the signage frequency for the safety of the Amish
Community on SR 75. ii. David Keller asked that Kenana capture Nate’s comments and make communication with the concerned citizen as well as the township.
Chris Kufro introduced himself as the Acting District Executive in District 8-0.
David Mackley reminded MPO staff he wanted information for the Interstate Steering Committee. Kenana will re-forward the information to David after the meeting.
VIII. Adjournment
A motion to adjourn the meeting at 10:38am was made by John Huber and seconded by David Keller. There were no objections.
