FRANKLIN COUNTY METROPOLITAN PLANNING ORGANIZATION POLICY BOARD MEETING
May 12, 2022 – 10am - Meeting Minutes -
I. Welcome and Introduction The meeting was called to order at 10:05 AM by Chairman Cressler.
In Person: Vern Ashway, Chad Reichard, Fred Young, Greg Lambert, Jamie Keener, Jordan Conner, Phil
Wolgemuth, Bill Kick, Bob Ziobrowski, Dave Keller, Brian Funkhouser. Steve Thomas, John Flannery, Sam Cressler, John Huber, Jessee McMath, Dave Mackley, John Thierwechter, Zak Long, Rochelle Barvinchack, Sheena Baker, Rep. Schemel
Virtual: Matt Boyer, Nate Walker, Ray Green, Kenana Korkutovic ,Chris Kufro, Ronnique Bishop, Beth Nidam, Guy Shaul, Cher Comp Jessee McMath is the new voting member for the Policy Board as the Bicycle and Pedestrian
Representative.
II. Meeting Minutes – February 12, 2022 A motion to approve the February 12, 2022 meeting minutes was made by Dave Keller and seconded by john Huber. There were no objections.
III. New Business
a. FY 2023-2026 Transportation Improvement Program (TIP) i. Air Quality Transportation Conformity Determination Report for FY 2023-2026 TIP and 2018-2043 Long Range Transportation Plan
A motion for approval of the Air Quality Transportation Conformity Determination
Report for the FY 2023-2026 TIP and 2018-2043 Long Range Plan was made by David
Mackley and seconded by Dave Keller. There were no objections.
ii. FY 2023-2026 Air Quality Conformity Resolution (#2022-01)
A motion for approval of the FY 2023-2026 Air Quality Conformity Resolution (#2022-
01) was made by David Keller and seconded by John Huber. There were no objections.
iii. Franklin County MPO Self-Certification (#2022-02)
A motion for approval of the Franklin County MPO Self Certification (#2022-02) was
made by David Mackley and seconded by Bob Ziobrowski. There were no objections.
iv. FY 2023-2026 TIP Resolution (#2022-03) A motion for approval of the FY 2023-2026 TIP Resolution (#2022-03) was made by
David Keller and seconded by John Huber. There were no objections.
v. TIP Procedures Memorandum of Understanding
A motion for approval of the FY 2023-2026 TIP Procedures Memorandum of
Understanding (MOU) was made by David Mackley and seconded by Ray Green. There
were no objections.
Motion to accept official TIP, John Flannery motions and John Huber seconds
b. I-81 Improvement Strategy Playbook Adoption
A motion for approval of the I-81 Improvement Strategy Playbook was made by David Keller
and seconded by John Huber. David Mackley Objects
c. Technical Advisory Committee (TAC) New Voting Member John Dawes has been recommended by MPO Staff to fill a TAC vacancy for the Bicycle and Pedestrian voting representative. A motion to appoint John Dawes to the Technical Advisory Committee was made by Bob
Ziobrowski and seconded by Kenana Korkutovic. There were no objections.
IV. Administrative Business a. US Bike Route 11 Study Update Brian Funkhouser provided an update on the US Bike Route 11 Study which is currently
underway.
b. Long Range Transportation Plan Update Brian Funkhouser provided an update on the Long Range Transportation Plan which is currently
underway.
c. Director’s Report – Steve Thomas Staffing update – Kenana Korkutovic is no longer with the County and has gone to PennDOT. Hiring
Quentin Clapper to replace her and he will be starting in a few weeks. We are also hiring Cody Barnhart for our CDBG position.
d. 2021-2023 TIP Modifications – attached in agenda packet. V. Future Meetings a. July 21, 2022 – TAC Meeting at 9:30 AM
b. August 18, 2022 – Policy Board Meeting at 10 AM
VI. Public Comment Matt Boyer gives a quick update on SRTP programs and services. April: Earth day, May: bike month and
Library month. 295 new members in their database signed up for transportation. 6,900 green trips in april.
Dave Keller – the Board of Commissioners signed authorization for $50K for a pilot project with PADOT for a micro-transit project within County. Two transit vans are projected to be available. Primarily for work transportation but will be available for general public at $2 per ride one way and they will be able to schedule a ride within 30 minutes via an app or by phone. The pilot will serve the greater Chambersburg area but may expand over time. Nate Walker – local bridge funding
As part of infrastructure bill that was passed (BRIP Funding), it also provided funding for local bridges at 100% federal reimbursement (no 5% match required) if the MPO wants to move that way. Some MPO’s are taking advantage, but some are still requiring the 5% match.
