I. Welcome and Introduction – Sam Cressler has everyone introduce themselves around the table
II. Meeting Minutes – May 12, 2022 Motion to approve made by Dave Keller, seconded by David
Mackley
III. New Business
a. MPO By-Laws Revision – Quentin discusses the repealing and replacement the statute for the
employee ethics laws. Dave Keller motions to approve, Phil Wolgemuth seconds.
b. BRIP/BOF Local Match Suspension – With Passage of IIJA, allowance for locally owned
bridges over 20 ft to be funded at 100% federal. Projects impacted - West King St over Falling
Spring, West King Street over Conocheague Creek, Cornertown Road over Conocheague Creek.
All county-owned structures. Motion to approve made by Phil Wolgemuth, seconded by Dave
Keller.
IV. Administrative Business
a. Transit Update – SRTP – Matt Boyer – Commuter Services program update: Outreach team has
recently been in touch with Geodis and DB Schenker/Proctor & Gamble. Currently in the midst
of Clash of the Career Links challenge. Car Free Month will be promoted in September.
Commute PA received 147 new members in past month who tracked 7211 green trips,
representing 149,570 miles removed from local highways, further reflecting a cost savings to our
participants of $93,481 in the past month.
b. ‘ top Hopper’ Presentation – Rabbit Transit – David Juba gives a brief update on the stop hopper
program that launched August 15th, 2022.
c. US Bike Route 11 Study Update – Brian Funkhouser gives an update on the US Bicycle Route
11 Study and presents the room the route alternative alignments.
d. Long Range Transportation Plan Update – Brian Funkhouser gives an update on the LRTP study.
He discussed the results from the survey and shows they have identified the hot spots around the
county for high congestion. Casey Bottinger gives a brief overview of the goals and strategies
they are working with to improve safety, traffic operations, bicycle and pedestrian, environment,
economic development, maintenance and preservation, Public transportation, Travel and
Tourism. Will finalize draft for 30 day comment period, wrapping up the study end of year or
early next year.
Sam Cressler asks if there is any plan to address the I-81 being heavily used by trucks with new
development. PennDOT answers that the tip is updated every two years for this reason.

VI. Public Comment
Ronnique Bishop- P.R.O.T.E.C.T. formula program focuses on resilience planning for weather events and
evacuations.
