Welcome and Introduction – Jason Stains welcomes the room and thanks everyone for coming. II. Meeting Minutes – August 18, 2022 – Motion to approve the minutes from August 18th made by Bob Ziobrowski, second by John Huber, none opposed. III. Presentation a. Archer Drive Phase II – Don Clapper, Guilford Twp – Don Clapper presented the Archer Drive expansion Project overview and explains Phase II benefits. Bob Ziobrowski asks how close Archer drive will be to exit 10. Don shows on the map where the new roads will be and explains that some improvements may be made by the developer there as part of the HOP process. IV. New Business US Bike Route 11 Final Report – Casey Bottiger from MB gives a presentation of the Final report for the US Bike Route 11 and discuss a study overview. Casey states alternative #3 and spur alternative #2 are the recommended routes by the study. Stated it is safer due to lower crash rates and lower volumes on the route. Greg Lambert (Greene Township) asked if we know how many bikers will be using this route on a daily basis, as much of the route is in Greene Township. Steve Thomas indicates that there are very low volumes expected. Greg also states they have a 911 memorial in Green Township near the route and asked if they could consider connecting to that as well on the 9/11 Memorial route. He also asked who will be paying for the signage. Steve Thomas indicates that the MPO will be coordinating with PennDOT on both of those items. Commissioner Ziobrowski states he is an avid bicyclist and concurs with the safety factors Casey has discussed and states he believes that the recommended alignments are safest. Phil Wolgemuth gives an update on the Mckinley Street. TPD is currently working on a corridor study, and a new housing development is in progress on that street. Motion to accept recommended routes and provide letter of support to PennDOT made by Bob Ziobrowski, Seconded by Jessee Mcmath. All in Favor. a. Draft Long-Range Transportation Plan – Brian Funkhouser gave a presentation on the Draft 2045 Long Range Transportation Plan. The plan includes all of the new federal revenue that will be made available to Franklin County. Plan has also finished an air quality and conformity analysis. Brian states the plan has been designed to be very easily read and easy to navigate. Releasing Plan on Monday for public comment if approved today. Carey Mullins asks if we worked with the ACM. Brian Funkhouser states yes. Motion to approve the draft LRTP be released for 30-day public comment period beginning on Nov. 21, 2022, Motion made by John Flannery, Seconded by Carey Mullins. All in Favor. b. Revised TIP MOU – Quentin Clapper states they have made the MOU to be more consistent with the state and add flexibility to respond to emergencies. The TAC has recommended this action. Motion to accept TIP MOU Amendment made by Bob Ziobrowski, second by John Flannery. All in favor V. Administrative Business a. Transit Updates – SRTP, RabbitTransit Cher Comp from commuter service team gives an update on how many green miles have been logged in their app. Quentin Clapper shared on stophopper success in the early months of the program as presented in the previous TAC meeting. b. 2023 MPO Meeting Dates – Action - Special meeting on April 6, to adopt LRTP plan. Motion to approve meeting dates as presented, Motion made by John Huber, Seconded by Bob Ziobrowski. All in favor. c. Director’s Report – Steve Thomas shares County comp plan moving along great. The department received over 1,600 responses on our online public survey. Rochelle has left our department for another department in the County. d. Staff Report – Quentin Clapper – Quentin shared that protect funding and carbon reduction funding is moving toward programming at the state. PennDOT is still working on some details to understand some of the restrictions in the funding. Carey Mullins states we will receive $700k in carbon reduction funding over the next four years. VI. Future Meetings a. January – TAC Meeting 9:30 A.M. Jan 19th b. February – Policy Board Meeting 10 A.M. Feb 16th c. April 6- LRTP special Meeting. VII. Public Comment- Allen Piper – Asks why at the beginning of the agenda we don’t have prayer and pledge of allegiance. Allen states we should have a prayer and pledge of allegiance, as other local meetings do. VIII. Additional comments Carey and Kenana share that the Green Light-Go program is accepting applications. Dave Keller asks Carey what Green Light-Go is. Carey says they are traffic signal/system upgrades. The program is funded by traffic camera tickets. IX. Adjournment Dave Keller motions to adjourn, Bob Z seconds.
