Welcome and Introductions – Steve Thomas began the meeting at 9:33 AM. An introduction for Caitlin Lucas was made. She will be the newest TAC voting member. The Policy Board will approve her in the February meeting. II. Public Comment There was no public comment. III. Meeting Minutes – July 15, 2021 and October 21, 2021 Due to lack of quorum in October 2021, meeting minutes for July and October were approved. A motion to approve the July 15, 2021 was made by Beth Raves and seconded by Jeff Puher. There were no objections. A motion to approve the October 21, 2021 meeting minutes was made by Beth Raves and seconded by Jeff Puher second. There were no objections. IV. New Business a. 2022 Safety Performance Measures Steve Thomas explained the significance of the Safety Performance Measures and that the MPO will adopt the state targets. The MPO has the option to set their own measures, but choose to follow the state along with a majority of other MPOs in the state. A motion to recommend the Policy Board approve the 2022 Safety Performance Measures (PM 1) was made by Matt Schmidt and seconded by Lance Summers. There were no objections. b. Draft 2023-2026 Transportation Improvement Program (TIP) Nate Walker reviewed the Draft 2023-2026 TIP. The TIP is updated every 2 years, but looks at a 4-year cycle. Nate said the number of projects during this TIP cycle is less because there are projects that are being let this update from the 2021-2024 TIP. Due to the new infrastructure bill, there were 14 new projects which were added to Draft 2023-2026 TIP, but it would’ve been 0 new projects without IIJA. Ronnique Bishop shared a link for the Bridge Funding Program (BFP) implementation guidance (and further implementation guidance) is posted: https://www.fhwa.dot.gov/bipartisan- infrastructure-law/guidance.cfm. Kenana provided the TAC an update on the TIP development. The TAC will make a motion in April to recommend Policy Board approval in the May 2022 meeting, but the public comment period will still be ongoing. No TAC member had any questions or concerns raised about the timeline, so Kenana will proceed to solidify the dates. c. US Bike Route 11 Designation and Study Steve Thomas provided an overview of the US Bike Route 11 Designation and Study. This project will be complete in June 2022. Adoption is anticipated for the July TAC meeting. V. Administrative Business a. Leafmore Road Bridge: Act 13 Funds Kenana Korkutovic provided an update on Leafmore Road Bridge. This is a county-owned structure which is up for a full replacement. It was added to the 2021-2024 TIP as an administrative change and will not need any motions. This project will be engineered by HRG and use Act 13 funds, which are 100% local. b. UPWP Administrative Change Kenana Korkutovic provided an update on an administrative change in the UPWP. PennDOT has asked that the required annual HPMS Sampling be added as a task. Currently, it is only a deliverable. This is an administrative change that does not need a motion. c. PennDOT TIP Modifications – attached in agenda packet. VI. Future Meetings a. January 28, 2022 – MPO Workshop on TIP and I-81 Improvement Strategy at 9:00 AM. b. February 17, 2022 – FCMPO Policy Board Meeting at 10:00 AM. c. April 21, 2022 – FCMPO TAC Meeting at 9:30 AM. VII. Adjournment A motion to adjourn the TAC meeting was made by Guy shaul and seconded by Beth Raves.
