Welcome and New Member Introductions – Quentin Clapper introduces himself II. Attendance, In person- Quentin clapper, Zak long, Cody Barnhart, Steve Thomas, Brian Funkhouser, Casey Bottiger, Peyton Trussel, Kenana Korkutovic. Virtual – Beth Nidam, Ray Green, Guy Shaul, Caitlin Lucas, Ronnique Bishop, Troy Young III. Public Comment - none IV. Meeting Minutes – April 21, 2022 Kenana Korkutovic motions to approve minutes and Ray Green Seconds. V. New Business a. BRIP/BOF Local Match Suspension – Kenana briefly discusses the local match suspension and asks if anyone has any questions. Kenana states by doing 100% federal there is no need for reimbursement agreement and that is less work for the county side. A motion to recommend the Policy Board suspend the 5% local match on eligible 2023-2026 Transportation Improvement Program (TIP) projects using BRIP/BOF funds was made by Beth Nidam and seconded by Ray Green. There were no objections. b. MPO Bylaws Administrative Amendment Kenana motions to recommend, Beth Nidam Seconds VI. Administrative Business a. Long Range Transportation Plan Update – Brian Funkhouser –will coordinate with Ray Green and Ronnique for a good adoption period. No later than May 1st. Steve suggests scheduling a call with Penndot to figure out good adoption time. b. US Bike Route 11 Study Update – Brian Funkhouser gives a brief update on the bicycle study. Having meetings with Adventure Cycling and working with traffic engineers evaluating the specific safety counter measures needed to increase comfort level for across state cyclists. Like new signs etc. c. Staff Updates i. 24-28 TIP Update – Adopted back in May MPO policy board meeting. All documents were submitted in June. ii. HPMS Sampling – HPMS conference coming up. We have received sample packet, looks similar to previous years. We will be doing that closer to the fall. iii. Safe Streets for All – We were approached by GMS to look at going after this funding. We are in the exploration stage of this grant due by September 15th – looking to identify a safety action plan. Including all modes of transportation. Could be new guardrails, new signage, wider shoulder, new rumble strips on roads. Things that would make any mode of travel safer. Minimum grant is $250,000. 20% match from us. Application due prior to our next TAC meeting. Program is available for 5 years, if we don’t pursue it this year we could do it next year. No action needed today. VII. Future Meetings a. August 18, 2022 – FCMPO Policy Board Meeting at 10:00 AM. b. October 20, 2022 – FCMPO TAC Meeting at 9:30 AM. VIII. Adjournment at 10:23
