Welcome and Introduction – Steve Thomas ATTENDANCE: Matt Boyer, Beth Nidam, David Juba, Quentin Clapper, Casey Bottinger, Steven Thomas, Matthew Crea, Lance Summers, Kenana Zejcirovic, Guy Shaul, Zachary Long, Brian Funkhouser, Caitlin Lucas, Carey Mullins, Jeff Puher, Ronnique Bishop, Michaela McDonough II. Public Comment – No public comment III. Meeting Minutes – July 21, 2022 – Motion made by Beth Nidam, Seconded by Kenana Zejcirovic. None opposed IV. New Business a. TIP MOU Update – Motion to recommend the Policy Board adopt the proposed changes to the TIP MOU made by Matthew Crea. Beth Nidam Seconded b. Draft Long-Range Transportation Plan – Discussion Brian Funkhouser presented an updated timeline on the LRTP. The presentation included an illustrative listing of the objectives to be included in the draft plan. The plan is nearing draft completion and should be ready for public comment and review in the coming month(s). -Ronnique Bishop shared FHWA resource for advancing public outreach for efforts to get people to engage with the plan – https://www.transportation.gov/public-involvement V. Administrative Business a. US Bike Route 11 Update – Michael Baker – Discussion Brian Funkhouser shared information on the study. Recent efforts have been toward examining potential safety improvements along the route. The draft report is not currently complete, but is to be presented to the Policy Board for acceptance at the November meeting. -Kenana Zejcirovic asked if an alignment will be voted on at the meeting. Brian Funkhouser expressed that an alignment will be presented as a part of the final study. -Beth Nidam asked what the alignment is going to be as that hasn’t been discussed up to this point Brian Funkhouser shared that, pending some final examination, alternative 3 and spur route 2 are likely to be selected. b. SRTP Updates – Matt Boyer – Informational Shared updates on September performance and upcoming events c. Transit Updates – Beth Nidam/David Juba – Informational David Juba presented origin and destination overview for the stophopper and shared-ride programs -Ronnique Bishop asked how the stophopper program is performing compared to expectations David Juba shared that they are currently above what they were targeting at this stage. d. PennDOT Project Updates – District 8 Informational Jeff Puher shared let updates and project information on TIP projects 114555, 93055, 106709, 117071, and 117072 e. 2021-2024 Tip Modifications – Informational f. 2023 TAC Meeting Dates – Informational g. Staff Updates – Quentin Clapper – Informational Quentin Clapper shared about potential UPWP changes in the future regarding additional IIJA funding and set-aside guidance. Shared informational highlights from Planning Partners conference with PennDOT. VI. Other Business a.
