FRANKLIN COUNTY METROPOLITAN PLANNING ORGANIZATION TECHNICAL ADVISORY COMMITTEE MEETING January 21, 2021
MEETING MINUTES I. Welcome and Introductions
Steve Thomas called the meeting to order at 9:30am and welcomed everyone in
attendance. Introductions were made by all present members.
Members present: Beth Raves, Michelle Tarquino, Jeff Puher, Guy Shaul, Troy Young, Matt Schmidt, Maria Misner, Lance Summers, and Beth Nidam
Guests present: Jennifer Crobak, Gregory Frisby, Chris Banner, Ben Singer
Staff present: Steve Thomas, Kenana Korkutovic, Nicole Boling
II. Public Comment
There were no public comments.
III. Exit 5 Presentation
Ben Singer from PennDOT and Greg Frisby from WRA gave a presentation on the
study and potential improvements on Exit 5 located in Greencastle. Ben S. said there are several options available to fix the interchange, but it comes down to funding. Steve T asked what the current bridge conditions are and if the traffic count was done
during school months. Greg F will provide answers on the bridge condition after the presentation and clarified the traffic count is a very important aspect of the study which was completed in April 2019. Steve T mentioned that the general public is in support of improving Exit 5 and that Exit 3 was being looked at as an improvement
option by the township as well.
The next step for the Exit 5 Study is to present at the February Policy Board meeting.

IV. Reorganization
A nomination to appoint Lance Summers as Chairman of the TAC was made by Beth Nidam. With no further nominations, nominations were closed. A motion to appoint Lance Summers as Chairman of the TAC was made by Beth
Nidam and seconded by Michelle Tarquino.
A nomination to appoint Beth Nidam as Vice-Chairman was made by Lance Summers. With no further nominations, nominations were closed.
A motion to appoint Beth Nidam as Vice Chair of the TAC was made by Guy Shaul
and seconded by Maria Misner.
V. New Business
a. PennDOT Pathways
Michelle Tarquino explained that PennDOT is taking creative approaches to generate revenue moving forward due to. COVID-19 has had a significant impact on state revenue. Michelle T. encouraged TAC members to visit the PennDOT Pathways website during the February public comment period and to review what funding is available and where there are gaps in funding.
b. PennDOT Performance Measures Adoption
Michelle T. explained that each state sets performance measures (PM) and the planning region establishes them. A letter from PennDOT was provided for
TAC members to review what PM2 and PM3 address/prioritize. Each planning region has the choice to agree to the set performance measure or set their own. PennDOT asked the TAC to take action on PM2 and PM3 and take the letter
to the Policy Board in February. Beth Nidam asked if PennDOT could provide a map of the National Highway System (NHS) in Franklin County and would like to know more information about how the road network is setup. Steve T. agreed to review this topic in
the April 2021 TAC meeting.

A motion to recommend the approval and adoption of PM2 and PM3 to the Policy Board was made by Beth Raves and seconded by Beth Nidam. There were no objections.
c. Unified Planning Work Program (UPWP) Changes
Steve T. updated the TAC on the status of the Coordinated Plan and said there
may be an amendment to the UPWP in the future to accommodate the plan.
d. SR 75 Southbound Comment Review
Jeff Puher followed-up to the November Policy Board meeting on public
comments. SR 75 was last resurfaced in 1992 and the Average Daily Traffic (ADT) is less than 2,000. The normal resurfacing schedule is around 25 years. SR 75 is scheduled for resurfacing in 2023 as a 409 maintenance funds project. COVID-19 may impact this estimate.
Ben Singer clarified the limits are from 995 to Route 16, right below the Montgomery Township Building. This same update will be given to the Policy Board in February and the
individuals who provided public comment will be sent a response.
e. Corner Road/Federal Systems Aid
Jeff P. explained to TAC members how to use the PennDOT One Map
website. Corner Road is not part of the Federal System but noted that this
project could be added to the TIP or use 409 maintenance funds. Jennifer Crobak asked when the last time the classifications were updated for Franklin County. Jeff P. noted it was approximately 3-5 years ago.
VI. Administrative Business
a. TIP Modifications
Beth Raves provided an update on the 2021-2024 TIP. Please see attachment
for further information.

b. Highway Performance Management Systems Sampling (HPMS) 2020
Update
HPMS Sampling was completed in the fall of 2020 by Planning Department staff and submitted to PennDOT in December 2020.
