HomeMy WebLinkAbout2023-05-17 Commissioner Minutes WEDNESDAY, MAY 17, 2023 The Franklin County Commissioners met Wednesday, May 17, 2023, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to adopt the agenda. There was no public comment. Chairman Keller wanted to congratulate Commissioner Ziobrowski and Commissioner Flannery on their victories yesterday and wish them all the best in the fall General Election. th Chairman Keller the wishes him the best and he always has his support. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved all bills presented and ordered paid. The minutes of the May 10, 2023 meeting were reviewed. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the minutes. The Board reviewed Agreements, Contracts and Reports. There were no questions. The items will be decided upon in the afternoon session. The Board reviewed information regarding Older Americans Month. Tawnya Hurley, Director of Area Agency on Aging, was present to receive the proclamation and stated that this i lifetimes of hard work, devotion to family, and commitment to community have laid the foundation for the country we are today. She continued that we have a responsibility to ensure he 2023 Aging Unbound the diverse aging experiences and discuss how communities can combat stereotypes. It encourages flexible thinking about aging and how we all benefit when older adults remain engaged, independent, and included. Older adults are one of the fastest-growing groups in the Americans will be at least 65 in 2040, which is more than twice as many as in 2000. Ms. Hurley stated that Pennsylvania is currently home to th approximately 2.2 million older adults, aged 65 and over, ranking our state 5 in the nation. With that being said, the Pennsylvania Department of Aging, along with the 52 Aging Departments Americans in the years to come. In Franklin County, to celebrate Older Americans Month this the entire month and Ms. Hurley mentioned some of the special activities. Additionally, the Franklin County Aging Department distributed 565 healthy snack boxes and nutrition education to home-delivered-meal consumers and congregate-meal participants throughout the senior centers, this month. Chairman Keller read the proclamation. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to sign Franklin County Proclamation #2023-16 proclaiming the month of May 2023 as Older Americans Month in Franklin County and that the attached proclamation be made a part of these minutes. Continued on page 2 The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 2:00 p.m. There was no public comment. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the voucher for election poll worker pay in the amount not to exceed $78,000. The Board reviewed Adult Probation matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the quote from Eagle Point Gun TJ Morris and Sons for the purchase of ammunition for firearms training and qualification of Probation Officers at a cost of $5,550.00. Quotes were requested and three vendors responded. This was the lowest qualified quote received. The Board reviewed Commissioners Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the proposal from Baxter Environmental Group, Inc. for removal and disposal of materials found in the Courthouse Annex that contain asbestos, including floor tile, mastic, and paneling, to allow renovations to continue at a cost of $4,712.00. The Board reviewed Grants/CJAB matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the application to Pennsylvania Commission on Crime and Delinquency (PCCD) requesting grant funds in the amount of $250,000.00 for the 2023/2024 Intermediate Punishment Treatment Program (IPTP). The goal of the program remains to divert individuals from county jail or state prison and provide the necessary treatment for individuals with substance use disorders, thereby reducing recidivism and increasing public safety. The Board reviewed Grants/CJAB matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the contract between the County of Franklin and United States Department of Agriculture to receive funds in the amount of $32,861.00 from the TEFAP Reach Resiliency Grant to expand South Central Community Action Program (SCCAP) food pantry to include site preparation and replacing a small cooler with an outdoor walk-in cooler. The Board reviewed Information Technology Services matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the quote from AccessIT Group, Inc. for hardware and software upgrade of the firewall at Department of Emergency Services at a cost of $38,341.00. The Board reviewed Information Technology Services matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the quote from Dell for the annual computer bulk order for the majority of the County for 2023 at a cost not to exceed $136,308.76. This purchase is the regularly scheduled equipment replacement of old computer hardware. Dell is on the Costars state contract price listing. The Board reviewed additional Information Technology Services matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the quote from tion software at a cost of $19,080.00 for the period of June 9, 2023 through June 8, 2024. This vendor is a single source vendor. Continued on page 3 The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the addendum to the original agreement from 2012 between the County of Franklin and NRG Building Systems, Inc. to provide yearly maintenance of the Schneider Electric DDC Control System or the building's automation system - JACE Network at a cost of $8,730.00 for the period of July 1, 2023 through July 1, 2024. This system controls the heating, ventilation and air conditioning equipment. The contract protects and ensures that the controls receive calibrations and the adjustments to maintain the equipment allowing it to run efficiently and effectively. This system is the main controller that distributes control programming, algorithms and data points for all the field level controllers on site. When the equipment runs efficiently it minimizes additional costs and any inconveniences. The Board reviewed Planning matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the Intergovernmental Agreement between the County of Franklin and Fannett Township to establish standards for naming roadways, posting road signs and assigning numbers to all dwellings, principal buildings, businesses and industries within Franklin County. The Board reviewed Public Defender matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the agreement between the County of Franklin and Spartan Technology Solutions, Inc. to provide new software for a case management system for the Public Defender's Office at a cost of $60,560.00. The current case management system being utilized is terminating their service as of December 2023, and a new case management system must be implemented by that time. Dr. Kim Eaton, Community Connections Division Director, provided information on the following IMPACT! Grant recipients who were present to thank the County for receiving their funds through the grant process and have a picture taken with the Commissioners: David Mackley and Mike Ross representing Franklin County Redevelopment Authority that received $49,000 for Habitat for Humanity Affordable Housing; and Mike Strausner representing Fort Loudoun Historical Society that received $32,000 for outdoor facility improvements. Chairman Keller said we appreciate the work they all do for the benefit of the residents of the county and the Board is thrilled to have this opportunity to support them in their work. Chairman Keller invited the recipients to provide information on their programs and how they will use the IMPACT funds. Mike Ross thanked the Commissioners for allowing them to be here today. He wanted to recognize board members Mike Hicks and Jeff Shank who were present and have made decisions on the direction of the Authority. He continued that the funding will support Habitat for Humanity Affordable Housing to look at opportunities for home rehabilitation here and in Waynesboro. Mr. Ross explained a rehab in Waynesboro and how Habitat made it into a livable situation. He thanked them for their support and their continued support. Mike Strausner thanked the Commissioners for approval of the grant. It will help them achieve projects they have underway. They will use these funds for some projects that they have been underway including a framework they built for a stable inside the fort stockade. The foundation is dug and poured to build a timber framed storehouse. There were a couple of them inside the fort back in They will purchase the correct period cedar shakes for the roof of the stable and for the storehouse. And then siding and flooring for the storehouse. They then will fix up and buy supplies to stock the exhibits inside the storehouse to show the public what it may have looked scheduled for this weekend where 54 units are registered that are living history organizations from ancient times all the way to modern day that are participating.
