Shawn Meyers, President Judge Christopher Schell, Warden Harold Wissinger, Controller Matt Fogal, District Attorney Dane Anthony, Sheriff Doug Wilburne, Probation Chief Mark Singer, Court Administration Geoffrey Willett, Probation Deputy Chief Ellen Eckert, Pre-Release Supervisor Carrie Gray, County Administrator Michelle Weller, FCJ Deputy Warden Heather Franzoni, FCJ Deputy Warden John Thierwechter, Assistant County Administrator I. The meeting was called to order by Commissioner Flannery at 8:30 AM. II. Public Comment A. There was no public comment III. Minutes for the April 2023 meeting were discussed. A. Judge Meyers moved to accept the minutes, DA Fogal seconded the motion and the minutes were unanimously approved. IV. Warden’s Report A. There were 117 commitments (90 males, 27 females) and 126 discharges (99 males, 27 females) in April. B. The average daily population was 292 with an average of 251 males and 41 females. C. The recidivism rate was 48% when looking at all new commitments that had been incarcerated at FCJ within the past three years. The recidivism rate was 44% when looking only at those commitments being held for trial only. D. At a snapshot view at the beginning of May there were 122 sentenced (105 males, 17 females) and 160 unsentenced (138 males, 22 females) inmates. E. There was $6, 952 collected in total revenue for April. F. The average length of stay (ALOS) for those discharged in April was 99.4 days and the median length of stay for April was 35.5 days. The yearly average length of stay was 75.3 days. G. A breakdown of the demographic statistics for April indicated that males made up 75% of the population, 70% of the population were white, 36% of the population was between the ages of 25-34, 72% were single, 3% were military veterans and 84% had at least their high school diploma or GED. H. PrimeCare’s medical report was presented. There were 20 outside medical appointments and six trips to the ER. There were two hospital admissions. There were 37 inmates on suicide watch. There were two that required 1:1 observation. There were 182 on the MH caseload and an additional 50 with SMI diagnoses. I. Commissioner Keller moved to accept the Warden’s report, DA Fogal seconded the motion and the report was unanimously approved. V. Intermediate Punishment report A. The Pre-Release department received 54 intakes and 47 discharges. B. There were 16 inmates placed into employment. C. There were 3111 hours of community service completed. D. The Pre-Trial Release program had 52 offenders. E. The Drug and Alcohol RIP/DCIP program had 55 offenders. There were 11 successful discharges. F. The Sex Offender Program had 46. G. There were 37 offenders on the Mental Health caseload. H. The Electronic Monitoring Program had 16 offenders. I. There were 12 offenders detained in April and there were 16 that were given alternative sanctions. J. There were 88 jail days saved by using the alternative sanctions of electronic monitoring (199 days), DCIP/D&A RIP (1204 days) and pre-trial release (1243 days). K. The Work Release program collected $14,461 and the Probation Department collected $204,733 in April. L. Deputy Chief Willett invited everyone to attend an upcoming Adult Probation Supervision Practices Education Session on June 2, 2023. Judge Meyers stated the sessions tie into statewide probation initiatives and also encouraged everyone to attend. VI. Old Business A. Warden Schell provided a pandemic update. There are currently no staff and one inmate on COVID protocols. B. Warden Schell provided a staffing update. There are currently 72 officer positions filled and three starting this week. VII. The next meeting is scheduled for June 12, 2023 at 8:30AM at the Franklin County Administration Building. DA Fogal moved to end the meeting, Judge Meyers seconded the motion and the meeting was adjourned.
