WEDNESDAY, JULY 12, 2023
The Franklin County Commissioners met Wednesday, July 12, 2023, with the following
members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller
presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance,
proceeded with the business of the day.
The meeting was live streamed.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved
to adopt the agenda.
Kim Wertz provided public comment and asked questions concerning the following board
actions: For action two is this a renaming of the existing transportation authority that runs through
Rabbit? For action three what all does this entail and for action four is Too Good for Drugs an
improved version of the D.A.R.E. Program. Chairman Keller responded that they will follow up on
her questions at the appropriate time on the agenda.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved
all bills presented and ordered paid.
The minutes of the July 5, 2023 meeting were reviewed. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the minutes.
The Board reviewed Agreements, Contracts and Reports. Chairman Keller asked Carrie
Gray, County Administrator, to clarify the comments received during public comment. Ms. Gray
explained that Susquehanna Regional Transportation Authority is the group that Rabbit Transit
works under. Rabbit is DBA, or doing business as, and they used to have a different authority name
which was Central Pennsylvania Transit Authority but it is the same group. Ms. Gray further
explained that this resolution actually would provide a Franklin County representative, in this case it
will be her, with voting rights. She has been on the Board since Rabbit took over the transportation
contract but this gives us a little more voice at the table. John Thierwechter, Assistant County
Administrator, explained that the RERF grant was designed to help with the response to Three Mile
Island (TMI) and other nuclear facilities across the Commonwealth. This grant will probably undergo
some revisions because of the status of TMI now being closed but there are still some cells at TMI
so the threat is not completely gone. Ms. Gray explained board action #4 is trainings for the Too
Good for Drugs Program. It does look like both Too Good for Drugs and the D.A.R.E. Program have
the same goal which is to build skills and educate students in order to be able to resist use of illegal
drugs, alcohol and tobacco. She believes the thought is the Too Good for Drugs program has more
data behind it as far as outcomes. Both of them appear to be evidenced based but looks like Too
Good for Drugs is the one that is trending higher in schools currently. The items will be decided upon
in the afternoon session.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved
to enter an executive session at 11:09 a.m. for the purpose of reviewing real estate matters. On a
motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to
reconvene into regular session at 11:32 a.m. No action was required after the executive session.
The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were
reviewed.
The Board reconvened at 2:00 p.m.
There was no public comment in person but Chairman Keller wanted to mention a public
comment the County received online from Terry Putt of Guilford Township expressing concerns
about falling trees and debris on the Conococheague from US Route 11 North down to Stevens
Elementary that he noticed while kayaking. We will forward his concerns to Greene Township and
the Borough of Chambersburg along with the Franklin County Visitors Bureau. Chairman Keller
stated that he already responded to Mr. Putt that we will be forwarding his comments to those he just
mentioned.

The Board reviewed Aging Office matters. On a motion by John T. Flannery, seconded by
Robert G. Ziobrowski; unanimously approved the updated contract listing for additional contracts and
addendums for Fiscal Year 2022/2023 for the Aging Office. Contract listing is maintained for proper
accounting of all contracts to include vendor name and address, type(s) of service provided and
rate(s) charged for services.
The Board reviewed Commissioners Office matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved Resolution 2023-10 approving the joinder
of Franklin County with and into the Susquehanna Regional Transportation Authority which affords
the current board member with voting rights.
The Board reviewed Department of Emergency Services matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the grant agreement between
the County of Franklin and Pennsylvania Emergency Management Agency (PEMA) for the FY2023-
2024 Radiation Emergency Response Fund (RERF) Grant in the amount of $6,585.00. The
performance period is July 1, 2023 through June 30, 2024, with the full agreement term of July 1,
2023 through July 30, 2024. This grant provides funding for the development, implementation and
purchase of supplies needed for a detailed nuclear response plan for areas surrounding nuclear
generation facilities.
The Board reviewed Drug and Alcohol matters. On a motion by John T. Flannery, seconded
by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the
contract between County of Franklin and C.E. Mendez Foundation, Inc. to provide train-the-trainer
services for the Too Good for Drugs K - High School program to be held on August 14 and 15, 2023
at a cost of $5,500.00.
In accordance with PA Act notifications, Hera Environmental notified the County of a
Pennsylvania Department of Environmental Protection PAG-03 NPDES general permit being applied
by BWise Trailers for an existing utility trailer manufacturing facility with existing stormwater
discharges on property located in Chambersburg Borough.
In accordance with PA Act notifications, BJC notified the County of a Pennsylvania
Department of Environmental Protection NPDES renewal permit being applied by Deerwood
Community Homeowners Association for the WWTP facility on property located in Montgomery
Township.
The meeting was adjourned at 2:05 p.m. with a motion by John T. Flannery; seconded by
Robert G. Ziobrowski.
