The Franklin County Commissioners met Thursday, February 25, 2010, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved to adopt the agenda.
On a motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously
approved all bills presented and ordered paid.
Commissioner Thomas participated by conference call.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of February 16, 2010 and February 18, 2010
meetings.
The Board reviewed Children & Youth matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Subsidized
Adoption Assistance Agreement on behalf of the Franklin County Children and Youth
Department for payment in the amount of $16.13/day for the period of February 5, 2010
through February 4, 2011 and will include a 2% cost of living increase per year through
February 4, 2015 as listed on the agreement, in addition a one time payment not to
exceed $0 to cover non-recurring adoption expenses.
The Board reviewed Community Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Application to
PA Department of Economic Development for the 2010-2012 Emergency Shelter Grant
Application submitted by County of Franklin on behalf of the South Central Community
Action Program (SCCAP) requesting an amount of $73,190.00.
The Board reviewed Fiscal matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the 2010 Budget adjustment
in the amount of $26,770.00 for additional appropriations for the operations of the
County Archiving Project.
The Board reviewed Information Services matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement
between the County of Franklin and Tyler Technologies, Inc. MUNIS Division to provide
annual support for the MUNIS software at a cost of $54,311.00 for the period of April 1,
2010 through March 31, 2011.
The Board reviewed additional Information Services matters. On a motion by
Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved the
Agreement between the County of Franklin and Tyler Technologies, Inc. MUNIS Division
to provide operating system and database administration support at a cost of $9,615.24
for the period of April 1, 2010 through March 31, 2011.

The Board reviewed Project Archivist matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Proposal from
Infocon Corporation to scan the assessment record books and oyer & terminer papers at
a cost of $24,727.29.
The Board reviewed Visitors Bureau matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Letter of Agreement
between the County of Franklin and Pennsylvania Humanities Council (PHC) for a grant
in the amount of $10,000.00 to be used for Quest for Freedom Live and Learn weekends
taking place from March 15, 2010 through October 15, 2010. Funds received for this
project were received from Pennsylvania's Department of Community and Economic
Development (DCED).
In accordance with PA Acts 67, 68 and 127 notifications, CHA notified the County
of various applications being submitted to Pennsylvania Department of Environmental
Protection by Norfolk Southern Railway Company to construct and operate the Franklin
County Regional intermodal Facility (FCRIMF) located in Antrim Township.
In accordance with PA Acts 67, 68 and 127 notifications, Madden Engineering
Services, Inc. notified the County of a Pennsylvania Department of Environmental
Protection NPDES General Permit being applied for creating six lots located in Lurgan
Township.
John Hart, Chief Clerk/County Administrator informed the Board of the following
items: Support letters for Congressman Shuster's appropriations requests needed
today; Self performing work at the storage area for election machines and remodeling at
Agriculture Building for USDA office; update on archives project at Jail Annex.
The Board reviewed appointments to the Capital RC&D Area Council, Inc. On a
motion by Robert L. Thomas, seconded by Robert G. Ziobrowski; unanimously approved
to appoint Tammy Gross for a three (3) year term to expire in March 2013 and Robert
Ziobrowski and George Hurd for one (1) year terms to expire in March 2011 on the
Capital RC&D Area Council.
The Board reviewed Planning Office matters. On Tuesday, February 23,
2010 Dan Wolfe, Planner met with the Board to provide recommendations of the
2009/2010 Housing Trust Fund. On a motion by Robert L. Thomas, seconded by
Robert G. Ziobrowski; unanimously approved the recommendations made by the
Planning Office for the Housing Trust Fund.
The Board reviewed Drug & Alcohol matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved to award the bid
for the Suboxine for Drug & Alcohol to North Point RX for a total bid price of $3.95
per 2 milligram pill and $7.02 per 8 milligram pill. This proposal was the only bid
received.
Dan Wolfe, Planner met with the Board to discuss Community Development
Block Grant (C.D.B.G.). Mr. Wolfe requested approval to transfer 2008 funding from
Valley Medical Community Center that came in under budget to Dry Run Water
Association to ease their debt on their C.D.B.G. funded water system upgrade. Mr.
Wolfe also recommended transferring 2008 funding from Metal Township Municipal
Authority that came in under budget to Quincy Township to finish installation of water
line on Furnace Road. On a motion by Robert L. Thomas, seconded by Robert G.
Ziobrowski; unanimously approved these recommendations.

The Board reviewed C.D.B.G. matters and conducted a public hearing for the
2010 Community Development Block Grant (C.D.B.G.) Applications. The Pennsylvania
Department of Community and Economic Development (DCED) have not released the
CDBG allocation for 2010. Seven organizations submitted applications requesting a
total of $2,074,753. The Franklin County Planning Office will submit their
recommendations to the Board at the final public hearing held on Tuesday, March 11,
2010 at 9:30 a.m.
Commissioner Thomas's conference call ended at 10:10 a.m.
Dr. Barry Parks, Nursing Home Administrator, Carol Knisely, QUnique
President CEO, Mary Kimmel, Finance Manager and Alma Cullers, Director of
Nursing met with the Board to review the Falling Spring Nursing and Rehabilitation
Center Governing Board Report which is attached and made a part of these minutes.
On a motion by David S. Keller, seconded by Robert G. Ziobrowski;
unanimously approved to enter an executive session at 11:17 a.m. this date for the
purpose to review Personnel and Real Estate matters. The Board reconvened into
regular session at 12:08 p.m.
The meeting was adjourned at 12:09 p.m. with a motion by David S. Keller;
seconded by Robert G. Ziobrowski.
