HomeMy WebLinkAbout2023-08-02 Commissioner Minutes WEDNESDAY, AUGUST 2, 2023 The Franklin County Commissioners met Wednesday, August 2, 2023, with the following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski. Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to adopt the agenda. Valerie Jordan from Fayetteville provided public comment and warned the County that allegedly considering floating a referendum regarding tax relief. She asked that the Commissioners fund all of the departments appropriately. John Jordan, also from Fayetteville, had a question about Homestead Exemptions and how the program is funded. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved all bills presented and ordered paid. The minutes of the July 26, 2023 meeting were reviewed. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the minutes. The Board reviewed Agreements, Contracts and Reports. The items will be decided upon in the afternoon session. The Commissioners presented a fundraising check to Sherry Welsh from RabbitCares Coordinator, stated that county employees raised $620.00. Ms. Welsh stated that these funds would go towards two transportation programs here in Franklin County - and a grocery cart program. The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 2:00 p.m. There was no public comment. The Board reviewed Commissioners Office matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the following policies: Franklin County American with Disabilities Act (ADA) Reasonable Accommodation Policy (revised policy #301.02); Employee Travel and Reimbursement Policy (revised policy #901.02); Introductory Period (revised policy #207.02); Telework Policy (revised policy #638.02); Investment Policy (revised policy #915.01); and Procurement Policy (revised policy #903.02). The Board reviewed Community Connections matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the lease agreement between the County of Franklin and 80 S. Main, LLC for the HUD Permanent Supportive Housing Lease Program (Shelter Plus Care PA0649) that covers the total rent plus any landlord covered utilities for their program participants at a cost of $9,425.00 for the period of August 1, 2023 through August 1, 2024. The County holds the Lease with the landlord and the program participant subleases from the County. Program participants are responsible for utilities that are not included in the lease/rent. The rent and utilities cannot equal more than 30% of the program Services and case management to assist them with maintaining permanent stable housing. Continued on page 2 The Board reviewed Court Administration matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County of Franklin and Pyramid Healthcare, Inc. to provide substance use and mental health treatment services to Good Wolf Treatment Court participants at a cost of $8,000.00 for the period of October 1, 2022 through September 30, 2023. The Board reviewed Fiscal matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation in the amount of $33,000.00 to reallocate funding for FY 2022-2023 within the Human Services Block Grant. This appropriation moves funding from the Mental Health and Intellectual and Developmental Disabilities programs to the Human Services Development Fund to support wages and benefits for the Information and Referral Coordinator position, human services professional development training day and the Military Share Program. The Board reviewed additional Fiscal matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the Supplemental Appropriation in insurer for flood damage caused by a water main break in December 2022 at the Norland Avenue building housing the Area Agency on Aging and the Chambersburg Senior Activity Center. Costs to the Aging program for damaged items included computers and related equipment and furniture. The Board reviewed Human Resources matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Engagement Letter from KIOSITE for an applicant tracking system (ATS) that will enable the Human Resources Department to automate routine tasks, making the department more efficient, and processing new hires faster at a cost of $25,000.00 for the period of August 2, 2023 through August 2, 2024. The ATS will speed up the recruitment cycle, improve the quality of hiring, enhance reporting and compliance, and improve the onboarding process. Having an ATS will also reduce the use of paper and the storage of applications as it will all be electronic. A Request for Proposal (RFP) was completed and seven companies responded to the RFP. KIOSITE was the lowest qualified proposal received. The Board reviewed Information Technology Services matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the Project Change Request from CDI, LLC for services provided to fix an th issue with our Active Directory Federated Services (ADFS) system on July 17 which prevented access to several key cloud applications which included KRONOS and Workforce Ready which were needed as it was a current timesheet reporting week. CDI agreed to troubleshoot and were able to fix the issue. This addendum adds these hours for their previous service contract executed on April 26, 2023 for an additional amount of $1,500.00. All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed Jail matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the proposal from Berkshire Systems Group (BSGI) to replace an existing loop for the fire alarm system at a cost of $35,837.00. This is upgrading the existing system loop to the latest technology of fire protection by Siemens. This includes a new base for the system. The plan is to replace two this year to finish with the final loop in 2024. This company is under Co-Stars #040-E22-129 and is sole source. Continued on page 3 The Board reviewed additional Jail matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the maintenance agreement between the County of Franklin and Real Time Networks, Inc. for maintenance the period of September 1, 2023 through August 31, 2024. The key management system allows the Jail access and total accountability of all key sets. The service provides the ability to create logs and inventories needed for state inspections, as well as, providing total security and safety measures needed for key control. The Board reviewed Planning matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the Standard Bridge Reimbursement Grant Agreement between the County of Franklin and Pennsylvania Department of Transportation (PennDOT) for reimbursement agreement #R23080015 with PennDOT for costs associated with the replacement of County Bridge #130, carrying West King Street over Falling Spring Creek, which is authorized to use federal funding reimbursement through the Franklin County Metropolitan Planning Organization (MPO) Transportation Improvement Program. The grant is for a total amount of $884,712.00. The Board reviewed additional Planning matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the Standard Bridge Reimbursement Grant Agreement between the County of Franklin and Pennsylvania Department of Transportation (PennDOT) for reimbursement agreement #R23080016 with PennDOT for costs associated with the replacement of County Bridge #131, carrying West King Street over Conococheague Creek, which is authorized to use federal funding reimbursement through the Metropolitan Planning Organization (MPO) Transportation Improvement Program. This grant is for a total of $890,399.00. The Board reviewed Risk Management matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the proposal from AllCom Global Services to add two cameras- 1 interior and 1 exterior to the blind spots in the Judicial Center at a cost of $10,362.55. AllCom used a non-whole number on the labor to get us the lowest price. In accordance with PA Act notifications, RETTEW notified the County of a Pennsylvania Department of Environmental Protection NPDES renewal permit being applied by Shippensburg Borough Authority for the Gunter Valley Water Treatment Facility on property located in Lurgan Township. In accordance with PA Act notifications, Tuscarora School District notified the County of a Pennsylvania Department of Environmental Protection NPDES renewal permit being applied on property located in Mercersburg. The Franklin County Commissioners and Tiffany Bloyer, Human Resources Director, on behalf of the STAR (Special Thanks and Recognition Committee) were present to award Ms. Kathy West as the Employee of the Month for July. Ms. West has worked at Franklin County since May of 1992. She currently serves as Administrative Assistant in Human Resources. The selection for the July 2023 Employee of the Month was determined by the STAR Committee. There were a total of 10 nominations, one of which was for her. Ms. Bloyer read the nomination form which is attached and made a part of these minutes. Ms. West stated that she is very honored that all of her coworkers think she is deserving of this recognition but she t team. Commissioner Keller offered his congratulations and his appreciation for all that she does. Commissioner Flannery says he coming to work fun. Commissioner Ziobrowski shared that he always gets a smile from Ms. West when he walks by the HR office and waves. Continued on page 4 On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to enter an executive session at 2:14 p.m. for the purpose of real estate matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to reconvene into regular session at 2:45 p.m. No action was required after the executive session. The Board recessed and will reconvene at 6:30 p.m. for the 2023 General Obligation Bonds auction results. The Board reconvened at 6:30 p.m. There was no public comment. John Frey of PFM Financial Advisors, LLC presented the results of the bonds auction related to the Court Facilities Improvement Project. Mr. Frey reviewed the financing plan as discussed prior. The auction yielded great results. Mr. Frey reviewed current and historic h PNC Capital Markets having the winning bid with a yield of 4.059828% and total payments of $15,804,917 on a principal amount of $9,970.000. The bonds were sold at a premium which will provide approximately $9,785,865.65 in proceeds to be used toward theproject. Mr. Frey provided the Commissioners with a debt An ordinance was presented by Sean Frederick Esq., Bond counsel of Barley Snyder LLP, that will allow the County to incur the debt. The ordinance allows the funding to be used for any capital projects. Once adopted, it will be advertised in the Public Opinion. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved to accept the offer of PNC bank and enter into an agreement for loan proposal and various other documents and to adopt Ordinance #2023-01.
