HomeMy WebLinkAbout2023-08-10 Commissioner Minutes THURSDAY, AUGUST 10, 2023 The Franklin County Commissioners met Thursday, August 10, 2023, with the following members present: John T. Flannery and Robert G. Ziobrowski. Vice Chairman Flannery presided and after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance, proceeded with the business of the day. The meeting was live streamed. Vice Chairman Flannery announced that Chairman Keller will not be in attendance today. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to adopt the agenda. There was no public comment. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved all bills presented and ordered paid. Carrie Gray, County Administrator wanted to mention that it was the voucher approval that necessitated having a 10:00 a.m. start today since manner. The minutes of the August 2, 2023 meeting were reviewed. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the minutes. The Board reviewed Agreements, Contracts and Reports. The items will be decided upon in the afternoon session. The Board reviewed an appointment to the Franklin County Mental Health/Intellectual & Developmental Disabilities/Early Intervention Advisory Board. Commissioner Ziobrowski stated that he served with Dr. Mania for several years and since Sheldon Schwartz passed away Dr. Mania is th Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to appoint Dr. Irakli Mania to the Franklin County Mental Health/Intellectual & Developmental Disabilities/Early Intervention Advisory Board for a term of July 1, 2023 through July 1, 2026. Keystone Rural Health presented the Commissioners with a Certificate of Appreciation to thank the Commissioners for their support over the years as part of National Health Center Week and today is "Stakeholder Appreciation Day." Monica Diehl, Director of Nursing at Keystone, said that as part of National Health Center week they are celebrating Stakeholder Appreciation Day. She said they looked at their local government and the County Commissioners and they would not be able to achieve their mission and serve the community the way they do without the support of our local legislators so they thanked the County and they provided certificates of appreciation for each of the Commissioners. Commissioner Flannery said that we value our relationships within the community. He continued that Keystone received one of our IMPACT! grants and we contract with them for Mental Health services so from his perspective he just wants to say he appreciates the work they do in the community and how they care for the residents of Franklin County. Commissioner Ziobrowski said he agrees with of our community and Monica in particular was his savior during COVID and he appreciates Keystone and he thanked Monica. The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that were reviewed. The Board reconvened at 2:00 p.m. Continued on page 2 There was no public comment. The Board reviewed Commissioners Office matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute the agreement between County of Franklin and Borough of Chambersburg to install 3 warning signs and pavement markings for a pedestrian crosswalk at the intersection of N. Second Street and Grant Street, Chambersburg, PA at a cost of $2,200.00. The Board reviewed Community Connections matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the amendment No. 1 to the Agreement (dated August 1, 2023) between the County of Franklin and Mental Health Association of Franklin and Fulton Counties to provide behavioral health outpatient services. This amendment is to correct the contract amount listed on page 2 of the contract to be $9,030.00. All other terms and conditions of the original agreement will remain in full force and effect. The Board reviewed additional Community Connections matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the lease agreement between the County of Franklin and Sarlin Properties for the HUD Permanent Supportive Housing Lease Program (Supportive Housing Program I/II) that covers the total rent plus any landlord covered utilities for their program participants at a cost of $9,425.00 for the period of August 1, 2023 through August 1, 2024. The County holds the Lease with the landlord and the program participant subleases from the County. Program participants are responsible for utilities that are not included in the lease/rent. The rent and utilities cannot equal more than 30% of the Services and case management to assist them with maintaining permanent stable housing. The Board reviewed additional Community Connections matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved amendment No. 1 to the Contract (dated August 1, 2023) between the County of Franklin and Waynesboro Community and Human Services for coordination of rapid rehousing and homelessness prevention services. This Amendment is to correct the Emergency Solutions Budget amounts listed on page 17, Appendix A. The initial contract had under rapid rehousing $16,163.00 and it should have been $16,165.00. All other contract details will remain the same. The Board reviewed additional Community Connections matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the lease agreement between the County of Franklin and Washington Square Apartments the HUD Permanent Supportive Housing Lease Program (Supportive Housing Program I/II) that covers participants' total rent plus any landlord covered utilities at a cost of $8,164.00 for the period of August 1, 2023 through August 1, 2024. The County holds the lease with the landlord and the program participant subleases from the County. Program participants are responsible for utilities that are not included in the lease/rent. The rent and utilities cannot equal more than 30% of the program Services and case management to assist them with maintaining permanent stable housing. The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the agreement between the County of Franklin and Corrections Consulting Services LLC for PREA Auditing services at a cost of $6,450.00. This audit is mandated per the state of Pennsylvania. The services include: comprehensive audit, pre-audit, onsite audit, and post audit reporting. The post audit report will include any corrective plans required for operations. An audit is required by law to be completed every three (3) years. This audit and its information will keep the Franklin County Jail in compliance with all state and federal PREA regulations and law. Continued on page 3 The Board reviewed Tax Claim matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to accept the bids made by Diana Barrick in the amounts of $125.00 and $160.00 on the repository sale of two mobile homes locatedin St. Thomas Township. And approval to accept bids made by Logen Pogue in the amounts of $100.00 and $160.00 on the repository sale of two mobile homes located in Letterkenny Township. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to enter an executive session at 2:07 p.m. for the purpose of reviewing potential litigation matters. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to reconvene into regular session at 2:27 p.m. No action was required after the executive session.
