WEDNESDAY, SEPTEMBER 6, 2023
The Franklin County Commissioners met Wednesday, September 6, 2023, with the
following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski.
Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the
Pledge of Allegiance, proceeded with the business of the day.
The meeting was live streamed.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously
approved to adopt the agenda.
There was no public comment.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously
approved all bills presented and ordered paid.
The minutes of the August 30, 2023 meeting were reviewed. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the minutes.
The Board reviewed Agreements, Contracts and Reports. The items will be decided
upon in the afternoon session.
The Commissioners presented a fundraising check to Jessica Brindle and Arcadia
Clever
down fundraiser that was held in August. Keri Kenney, Human Resources and Training
Coordinator, stated that in August they supported the Boys and Girls Club of Chambersburg and
Shippensburg in honor of back-to-school month. Their mission is to enable all young
people, especially those who need us most, to reach their full potential as productive, caring,
responsible citizens. The after-school programming has helped multiple students achieve
healthy lifestyles, academic success, leadership skills and good citizenship. Ms. Kenney said
through the fundraiser the county raised $580 with 116 employees donating across 22 different
departments. She wanted to thank the county once again for their support in the fundraiser and
she invited Jessica Brindle and Arcadia Clever to say a few words. Jessica Brindle thanked the
county for having them here and thanked all the county employees who participated. The funds
go a long way in helping them to ensure the mission of their organization throughout the schools
able to pay as much so the money goes toward providing quality programming. Chairman
Keller said that they appreciate the Boys and Girls Club and the work that they do in the county.
The organization seems to be growing and having a higher profile, they are doing more and the
Board really appreciates that. It's important work and as always the Board expresses their
gratitude to the employees for their continued generosity so he thanked them all. Commissioner
Flannery agreed with everything that the Chairman said and he thanked them for all they do.
Commissioner Ziobrowski said he was fortunate to attend an event last year at their
Shippensburg location and was led to understand that the location might not be available to
them anymore, have they decided on a new location? Jessica responded that since he visited
them they moved from there to King Street but that location was not a permanent location and
so at the end of this year they will be moving to the Burd Street Center which is off Prince
Street. The place where he was at is for admin staff and site directors that come in for
programming but the clubs meet at the schools which are great for the families in the community
is. So they are really proud to do the work that they do to build great futures as everyone here
to do everything we can today to equip them to be strong leaders.

The Board reviewed information regarding Hunger Action Month. Ryan Prater,
Government Relations Manager with the Central PA Food Bank attended virtually. Mr. Prater
thanked them for recognizing September as Hunger Action month. This event is recognized
past year towards ending hunger but acknowledging the work that is still yet to come and what
we need to do to really eradicate hunger from our communities. The Central PA Food Bank is
encouraging the public to get involved by donating or participating at food banks or pantries as
well as reviewing information on their website centralpafoodbank.org to learn more and take a
look at the research they have done. They are doing a series of projects called hunger mapping
in all their 27 counties and they will be coming to Franklin County in the near future. They use
internal data and public data from the Census American Community surveys to paint an
accurate picture of what hunger looks like in communities so the public can advocate. In DC
tons of great programs for our farmers and producers, there is quite a bit in there about nutrition
so continuing to raise our voice with our elected officials and letting them know that we want a
strong farm bill on both the farmer side and the nutrition side. He thanked them again and every
time we talk about hunger it helps to raise awareness about the issue and helps reduce stigma
and it might encourage someone you know that needs that little bit of assistance or that helping
hand who is going through a tough time in their life to reach out and get the assistance they
need and get back on their feet. Chairman Keller said that hunger or food insecurity is a
problem that Franklin County is contending with as well as most of the counties across the
country. He said the Board appreciates the food bank's long-standing commitment to helping
address that issue. In particular we appreciate their support of the Military Share program that
was initiated by Justin Slep, our Veterans Affairs Director, his staff and a whole host of
volunteers that is feeding over 1,100 veterans and their families in Franklin County on a monthly
basis. Their support of that program has been instrumental and is deeply appreciated.
Chairman Keller read the proclamation. On a motion by John T. Flannery, seconded by Robert
G. Ziobrowski; unanimously approved to sign Franklin County Proclamation #2023-19
proclaiming the month of September 2023 as Hunger Action Month in Franklin County and that
the attached proclamation be made a part of these minutes.
The Board met with Tiffany Bloyer, Human Resources Director and the Controller Harold
Wissinger for Salary Board matters. Also in attendance was President Judge Shawn Meyers;
Mark Singer, Court Administrator; Coroner Jeff Conner; and John Thierwechter, Assistant
County Administrator.
The Board reviewed Personnel matters. On a motion by John T. Flannery, seconded by
Robert G. Ziobrowski; unanimously approved the revised job description for Treatment Court
Coordinator in Court Administration contingent upon approval of the developing grant as was
discussed during Salary Board. The request for approval of the Court Crier job description has
been deferred until a later date.
The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that
were reviewed.

There was no public comment.
The Board reviewed Commissioners Office matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute the renewal of the agreement between the County of Franklin and Thryv for renewal of
yellow pages for the Area Agency on Aging at a cost of $32.00 per month for a total of $576.00
for the period of December 1, 2023 through May 31, 2025. This is an increase of $170 over last
the Area Agency on Aging must
be advertised in the yellow pages.

The Board reviewed Department of Emergency Services matters. On a motion by John
T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the agreement between
the County of Franklin and WellSpan EMS, LLC to formalize first responder's access, use and
associated responsibilities of third-party web-based remote alerting applications. This will
replace the current agreement with Penn State Health Life Lion, LLC, signed December 21,
2022.
The Board reviewed Drug & Alcohol matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the updated contract listing for
additional contracts and addendums for fiscal year 2022/2023 for the Drug & Alcohol
department. Contract listing is maintained for proper accounting of all contracts to include
vendor name and address, type(s) of service provided and rate(s) charged for services.
The Board reviewed Information Technology Services matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the revised Information
Technology Acceptable Use Policy #608.05 for the purpose of presenting a clear pattern of
acceptable uses for county-provided technology and the safekeeping of information.
The Board reviewed Juvenile Probation matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the Grant in Aid to Juvenile Court
Judges Commission to receive Grant in Aid Funds in the amount of $134,221.00 plus an
for the period of July 1, 2023 through June 30, 2024. This funding is for compensation towards
salaries, bonuses and programs costs.
The Board reviewed Planning Department matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the request from Franklin County
Community Connection Division to provide a cash match to the 22-23 and 23-24 Housing and
Urban Development (HUD) Permanent Supportive Housing Program in the amounts of $7,000
and $25,000 respectively and to provide $5,000 for transitional housing expenses. The funds
would come from the Housing Trust Fund.
The Board reviewed Risk Management matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to
execute the quote from AutoClear for purchase of 3 X-Ray Units for use at the Courthouse
Annex, Hearing Annex, and Human Services Building at a cost of $78,697.02. The 3 current X-
Ray units are not able to be under the current contract since they are over 7-10 years old which
runs out at the end of August.
The Board reviewed additional Risk Management matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Loss Prevention Grant Program Application to PCoRP requesting a grant
in the amount of $30,000.00 to help fund the cost of the X-Ray machines for the Courthouse
Annex, Hearing Annex and Human Services Building.
The Board reviewed additional Risk Management matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the quote from Ceia USA,
LTD for purchase of three magnetometers/metal detectors for the Courthouse Annex, Hearing
Annex, and Human Services Building at a cost of $20,027.54.
The Board reviewed additional Risk Management matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the quote from Everbridge

The Board reviewed information regarding Recovery Month. James Eagler,
Kercheval, Case Management Specialist in Drug & Alcohol were present to receive the
proclamation. Mr. Eagler said that the recovery community appreciates Franklin County
recognizing September as recovery month. Stigma is the number one reason why individuals
by the County stating that they support those individuals that are in
recovery or seeking recovery it goes a long way. In the proclamation it recognizes individuals in
recovery and their family but also it recognizes the neighborhoods, the cities, the towns and the
county of everything that has been provided to the individuals through the resources and the
services. Mr. Eagler said that Sheena Baker has done a terrific job of accumulating all of the
recovery month events that are happening every week andweekend in September. He stated
the list of events will be shared in the near future. He appreciates the opportunity to be here
again this year. He wanted to mention that Chambersburg, Greencastle, Mercersburg and
Waynesboro will have purple lights installed in their downtowns in the next couple of days. John

Flannery, seconded by Robert G. Ziobrowski; unanimously approved to sign Franklin County
Proclamation #2023-20 proclaiming the month of September 2023 as Recovery Month in
Franklin County and that the attached proclamation be made a part of these minutes.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously
approved to enter an executive session at 2:17 p.m. for the purpose of reviewing real estate
matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously
approved to reconvene into regular session at 3:24 p.m. No action was required after the
executive session.
The meeting was adjourned at 3:25 p.m. with a motion by John T. Flannery; seconded
by Robert G. Ziobrowski.
