WEDNESDAY, SEPTEMBER 20, 2023
The Franklin County Commissioners met Wednesday, September 20, 2023, with the
following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski.
Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the
Pledge of Allegiance, proceeded with the business of the day.
The meeting was live streamed.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously
approved to adopt the agenda.
There was no public comment.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously
approved all bills presented and ordered paid.
The minutes of the September 13, 2023 meeting were reviewed. On a motion by John
T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the minutes.
The Board reviewed Agreements, Contracts and Reports. The items will be decided
upon in the afternoon session.
The Board reviewed information regarding National Co-Responder and Crisis
Responder Week. Chairman Keller wanted to extend a warm and heartfelt welcome to all the
members of the Crisis Intervention Team who are in attendance today. Cori Seilhamer,
Program Specialist for Mental Health/Intellectual Developmental Disabilities/Early Intervention,
said that they are here today to celebrate the first National Co-responder Week. She continued
that they actually started the Co-Responder Program in 2015 but this is the first national
-responders happen to be mental health professionals who are
embedded inside of Chambersburg, Greencastle, Washington Township and Waynesboro
many others and those that call when they're in need. Ms. Seilhamer introduced Kay Martin,
Jen Ewing, and Mary Miller as the three co-responders in our community. They began this
journey in 2015 and their goal was to engage 80 individuals within 2 years. But in fact they met
that goal within 4 months. Over the past 8 years they have engaged with over 1,900 individuals
which has resulted in just under 10,000 contacts with 90% of those individuals not having re-
contact with law enforcement. She continued that our program has served as a mentor program
to other programs within the counties of Pennsylvania through many different avenues including
a ride along in the town of Waynesboro. They wanted to see what was going on and how this
relationship was actually working with mental health, law enforcement, and our first responders.
She thanked the co-responders; they go the extra mile to help individuals and get them the
services and engage them where they need to be and hopefully keep them out of the criminal
justice system. They make it easy to brag about this program but she would be remiss if she
journey, accept them into the community and make this a successful program together. She
thanked the staff from the County, the police, 911, the sheriffs, the Veteran Affairs for bringing
years. Commissioner Flannery stated well done, and he thanked them all for the great work

program. We have been a model for others which makes them extremely proud, that just gives
them a good feeling.

doing it for a long time. Chairman Keller read the proclamation. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved to sign Franklin County
Proclamation #2023-22 the week of September 18, 2023 as National Co-Responder and Crisis
Responder Week in Franklin County and that the attached proclamation be made a part of
these minutes.
Justin Slep, Veterans Affairs Director, was present to provide an update on the results of

the Franklin County Veterans Affairs Golf Tournament. Chairman Keller said that September 1
was the seventh annual Veterans Affairs golf tournament. He welcomed the Director of
Veterans Affairs Justin Slep and his team back to debrief them on how the event went. Mr. Slep
thanked the Board and County Administration. He appreciates the support he has received
He also wanted to thank Butch Willhide from Cascade Sons of the American Legion who has
of their biggest supporters. He was able to get his club to be the headliner sponsor for a
$15,000 sponsorship. Mr. Slep mentioned the following gold sponsors: VFW Chambersburg
Post 1599; Owls Club of Waynesboro; and Curaleaf Grassroots. Mr. Slep mentioned the
following silver sponsors: Automated Logic Corp; the Groka/Cazzone family and the Richard
Car Wash; 3 Clovers Construction; Cross Country Mortgage, and specifically Michelle Rebuck
who gathers some of the best prizes that they give away. Other sponsors include: Forrester
Lincoln and family who also helps with the Military Share Program; F&M Bank; Stacey Mellott
Group; Marine Corps League; Elks Club of Chambersburg; Patriot Federal Credit Union; VFW
1599; Penn National and Patty Nitterhouse who gives a very nice package and the courses are
in top notch condition. Commissioner Ziobrowski said that they close down both golf courses
for this tournament, which is unusual. Mr. Slep responded that yes and they were able to fill

each table they could get a sponsorship to recognize a first responder, a veteran or active duty
military, guard or reserve. They were able to honor Chet Williams, Garland Summerall, who
unfortunately recently passed away, Sam Worley, Troy Smith, Ant Leone and Andrew Harkins.
They made sure everyone got a bio, picture and different things to honor them. Mr. Slep stated
all in all they had 78 sponsors which is a high amount and they are thankful for that. He wanted
to mention the good relationship with Pat Ryan at 103.7 radio, the Commissioners and Carrie
Gray who was very instrumental towards the end and helping to get them across the finish line.
His goal this year was $50,000, he wanted to beat the $34,475 that they did last year. This year
after all expenses are paid they generated $69,042.11, of net profit, for the outreach fund. He
could not have done that without his team, John, Steve, Julie and Donna who supports him
veterans of Franklin County. Chairman Keller said congratulations and to the team as well he
thanked them.

approved to enter an executive session at 11:32 a.m. for the purpose of reviewing Real Estate
matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously
approved to reconvene into regular session at 12:08 p.m. No action was required after the
executive session.
The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that
were reviewed.

The Board reviewed Community Connections matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved the following lease
agreements for the HUD Permanent Supportive Housing Lease Program (Supportive Housing
Program SHP I/II) that covers the total rent plus any landlord covered utilities for participants.
The County holds the Lease with the landlord and the participant subleases from the County.
Program participants are responsible for any utilities not included in the lease rent, up to 30% of
their adjusted gross income. Participants are linked with Supportive Services and case
management to assist them with maintaining permanent stable housing.

The Board reviewed Grants/CJAB matters. On a motion by John T. Flannery, seconded
by Robert G. Ziobrowski; unanimously approved the amendment No. 1 to the Contract (dated
October 1, 2022) between the County of Franklin and Gaudenzia, Inc. that provides substance
use disorder treatment services to Good Wolf Treatment Court participants. This amendment
will extend the contract to September 30, 2024. All other terms and conditions of the original
contract will remain in full force and effect.
The Board reviewed additional Grants/CJAB matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved Amendment No. 1 to the contract
(dated October 1, 2022) between the County of Franklin and Pyramid Healthcare, Inc. that
provides Mental Health and substance use disorder services to Good Wolf Treatment Court
participants. This amendment will extend the contract to September 30, 2024 and increase the
encumbrance amount by $42,000 for a total encumbrance of $50,000. All other terms and
conditions of the original contract will remain in full force and effect.
The Board reviewed Grants matters. On a motion by John T. Flannery, seconded by
Robert G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the
request from South Central Community Action Program for permission to move $16,000 from
Emergency Shelter Operations. $10,000 will be moved to the Rapid Rehousing Rental
Assistance line item and $6,000 will be moved to HMIS. In addition, the Rapid Rehousing
component, $7,000 will be moved from the Services line item to the Financial Assistance line
item.
The Board reviewed Human Resources matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the agreement between the County
of Franklin and Wellspan Medical Group to provide occupational health services to include basic
employee physical examinations, drug test/urine analysis, workers' compensation services,
independent medical exams, immunizations and infectious disease screening, and Medical
Director services to include oversight of the AED program, ordering physician for standing
period of January 1, 2023 to December 31, 2023. Medical services are charged per the fee
schedule attached in Exhibit B of the agreement. Agreement will automatically renew each year.
On January 1, 2024, the price for services will be increased by 3%. On January 1 of each
subsequent year, the price for the services under this agreement will increase by 1.5%.

The Board reviewed Human Services Administration matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the Facilities request form from Antrim Brethren In Christ Church for rental of
facilities for the Intro to Human Services on October 27, 2023 at a cost of $600.00. This will
allow the use of four separate rooms to allow space for breakout sessions to take place. A
maximum of 75 individuals may attend this training.
The Board reviewed Information Technology Services matters. On a motion by John T.
Flannery, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the quote from DLT Solutions, LLC to renew the subscription to use our KACE
Appliance at a cost of $26,676.25. This appliance allows ITS to inventory computers and apply
software and operating system patches. We use this appliance to help maintain our endpoint
security by keeping systems up to date.
The Board reviewed Jail matters. On a motion by John T. Flannery, seconded by Robert
G. Ziobrowski; unanimously approved for the Chairman of the Board to execute the proposal
from Corrections Consulting Services to provide training that is required for the PREA Audit to
be compliant with PREA standards at a cost of $3,500.00.
The Board reviewed Planning matters. On a motion by John T. Flannery, seconded by
Robert G. Ziobrowski; unanimously approved the Housing Trust Fund Grant Agreement
between the County of Franklin and Habitat for Humanity to provide Housing Trust funds in the
amount of $40,000.00 to support the redevelopment of a property located at 7170 Lincoln Way
West, Saint Thomas, PA. The contract period is September 20, 2023 through July 31, 2024.
The Board reviewed additional Planning matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the Housing Trust Fund Grant
Agreement between the County of Franklin and Habitat for Humanity to provide Housing Trust
funds in the amount of $40,000.00 to support the development of a house located at 0
Williamsport Pike, Greencastle, PA. The contract period is September 20, 2023 through July 31,
2024.
The Board reviewed Property Management matters. On a motion by John T. Flannery,
seconded by Robert G. Ziobrowski; unanimously approved the proposal from Automated Logic
to remove the existing control system and install the ALC WebCTRL system at the Department
of Emergency Services at a cost of $98,807.00. This new system will regulate the controls to
allow the HVAC units to work more efficiently.
The Board reviewed Sheriff Office matters. On a motion by John T. Flannery, seconded
by Robert G. Ziobrowski; unanimously approved the quote from Fred Beans Ford for the
purchase of a 2023 Police Interceptor Utility vehicle for a price of $40,251(with COSTARS
pricing). This quote is replacing the K9 vehicle only on the action previously approved on June
14, 2023 which is an increase of $1,472 from the previous action. The up-fitting costs remain
the same as on the previous action.
In accordance with PA Act notifications, Navarro & Wright Consulting Engineers, Inc.
notified the County of a Pennsylvania Department of Environmental Protection Chapter 105
Water Obstructions and Encroachment General Permit 11 application being applied by
Pennsylvania Turnpike Commission and Kokosing Construction Company for the PTC Fiber
Optic 3, Phase 3 on property located in Franklin County.

In accordance with PA Act notifications, Spectrum Industrial Coatings, Inc. notified the
County of a Pennsylvania Department of Environmental Protection Air Quality State Only
Operating Permit Renewal application being applied for existing air emission sources at local
businesses located in Franklin County.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously
approved to enter an executive session at 2:08 p.m. for the purpose of reviewing potential
litigation matters. On a motion by John T. Flannery, seconded by Robert G. Ziobrowski;
unanimously approved to reconvene into regular session at 2:21 p.m. No action was required
after the executive session.
The meeting was adjourned at 2:22 p.m. with a motion by John T. Flannery; seconded
by Robert G. Ziobrowski.
