WEDNESDAY, OCTOBER 4, 2023
The Franklin County Commissioners met Wednesday, October 4, 2023, with the
following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski.
Chairman Keller was not present for the morning session. Commissioner Flannery attended the
morning session virtually. Commissioner Ziobrowski presided over the morning session and
after calling the meeting to order, a Moment of Silence, and the Pledge of Allegiance,
proceeded with the business of the day.
The meeting was live streamed.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously
approved to adopt the agenda.
There was no public comment.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously
approved all bills presented and ordered paid.
The minutes of the September 27, 2023 meeting were reviewed. On a motion by John
T. Flannery, seconded by Robert G. Ziobrowski; unanimously approved the minutes.
The Board reviewed Agreements, Contracts and Reports. The items will be decided
upon in the afternoon session.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously
approved to appoint Larry Glenn Holloway as the Franklin County Emergency Management
Coordinator effective September 28, 2023 and to sign the letter to the Pennsylvania Emergency
Management Agency (PEMA) informing them of the appointment. Carrie Gray, County
Administrator, introduced Glenn Holloway as the new Director of the Department of Emergency
Services (DES) and 911. She explained that in his new role one of the tasks is to be the EMA
Coordinator and that includes leading us through exercises in the event of hazardous weather
or events where we need to coordinate emergency response countywide. Commissioner
Ziobrowski wanted to comment that they have been privy to Mr. Ho

Resources Training Coordinator, stated that they decided to support United Way of Franklin
County for the September dress down fundraiser. She explained that United Way is an
organization that dates back to 1942 in Chambersburg and 1961 in Waynesboro. It was started
by community leaders as a community chest and the idea was to bring together people and
resources to address any pressing issues in the community and that is something that has been
ongoing ever since. They still bring together community members, business and industry, local
government and community leadership just to identify the needs of the county and to work
toward improved quality of life for everybody. Ms. Kenney said the dress down fundraiser
brought in $715 with 131 employees donating across 22 different departments. They also did a
raffle that brought in $192 so between these two items and all the campaign forms they received
from everybody it brought the campaign total to $8,868. She said we are just $70 shy of last
it was 22% of the workforce that donated to the cause. The number of people went up but the
money went down slightly. She wanted to thank everyone who donated and for supporting the
campaign. Amy Hicks, Executive Director and Kelly Frazer, Community Engagement Officer
were present to receive the funds. Ms. Hicks said they enjoy working with the County not only
with the campaign but for projects throughout the year. Commissioner Ziobrowski is a former
board member and he presented at their campaign kickoff just last week, Commissioner Keller

is a former board member and Commissioner Flannery is a current board member. As they
kicked off the campaign last week they were joined by former campaign chair Tiffany Bloyer
who is the Human Resources Director at the County. A few years ago she co-chaired with
Carrie Gray so she cannot thank the County enough for the support that comes through this
group and the employee campaign led by Keri Kenney is tremendous every year and the
number of activities they do to engage everyone including participating in their winter food drive,
stuff the bus campaign and days of caring. She enjoys the relationship with the County and
thanked everyone. Commissioner Ziobrowski said he will say on behalf of the Board of
Commissioners that they will pledge the additional $70 to get them over the top. He told Amy
that they do a wonderful job and he was proud to be able to speak since Commissioner
Flannery was to speak but had to be out of town so he had to pinch-hit for him and it was
delightful to have the opportunity. They do wonderful work. He doesn't know what words he
already been said. Commissioner Flannery said he expresses the
same feelings. Amy Hicks is so committed to United Way and what they do in our community.
It was unfortunate that he had to miss the campaign kickoff but as he tries to get more engaged
on t
pleasure to work with them and to be on that board. He continued that the employees come
with so
many great employees so he thanked them all.
The Board reviewed information regarding National Substance Use Prevention Month. Carrie
Gray turned it over to Tobin Kercheval from Drug & Alcohol and Karen Johnston from Healthy
Communities Partnership (HCP). Mr. Kercheval said his department works very closely with
Karen and her department for a lot of recovery efforts so he turned it over to her. Ms. Johnson
thanked everyone for their support of prevention in Franklin County and the importance of this
proclamation. HCP Board of Directors and staff would like to thank their partners, leaders and
key stakeholders that support the work that they continue to do every day in the schools, the
community and in the county. She stated that prevention does work and they could not do this
without the help of others. HCP also houses Chambersburg Cares, a drug free coalition, funded
by the CDC that allows them to focus additional efforts and prevention strategies to reduce
youth early experimentation and exposure to substances including alcohol, marijuana and other
drugs in the Chambersburg School District catchment area. She thanked members of the
coalition that were present. She was looking at statistics of the 2021 Pennsylvania Youth
Survey (PAYS) surveys that are done every two years in sixth, eighth, tenth and twelfth grade
and a lot of thanks go to the Commissioners because in the past the Chambersburg District did
not participate actively in PAYS but as of today Chambersburg does participate as well as other
school districts, 12 out of 13 schools in Franklin County, participated in PAYS last time. They
get a lot of data from the surveys that are showing them about drug use and prevention efforts.
So they are grateful that it happened. She stated that the good news is statistics are showing
that the use has gone down in alcohol, marijuana and other use drugs. The other good news is
we float under 1% with substances such as cocaine and methamphetamine. The bad news is
they are seeing more mental health issues and that in sixth grade they are seeing amazingly
high numbers of very depressed, very stressed, and very anxious children. The PAYS survey is
being implanted right now so they will have raw data early or late February but it does show us
that prevention works. So the programs that they get support from the county from several
programs that are all working. Ms. Johnston continued that our numbers are going down and
for the first time the PAYS have shown that we are lower than the state average which is great
news in Franklin County. She thanked the county for the block grant funding and other
contracts. We are making a difference but we still have a lot of work to do especially when it
comes to vaping and the mental health needs. She said that prevention work continues to be
important and the proclamation is important and they appreciate the support not only from the
Commissioners but from Human Services, the County and the folks from Mental Health and
Drug & Alcohol. Commissioner Flannery thanked them and said that work is still so much
needed in Franklin County. On a motion by John T. Flannery, seconded by Robert G.
Ziobrowski; unanimously approved to sign Franklin County Proclamation #2023-23 proclaiming
the month of October 2023 as National Substance Use Prevention Month in Franklin County
and that the attached proclamation be made a part of these minutes.

The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that
were reviewed.
The Board reconvened at 2:00 p.m. Chairman Keller presided in the afternoon session.
Commissioner Flannery was not present for the meeting.

The Board reviewed Commissioners Office matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the Board
to execute the proposal from APEX Valuation Services to provide r eal estate appraisals for
three downtown district parcels in the Borough of Chambersburg at a cost of $3,500.00.
The Board reviewed additional Commissioners Office matters. On a motion by Robert
G. Ziobrowski, seconded by David S. Keller; unanimously for the Chairman of the Board to
execute the Change Order #006 from Lobar, Inc. for the Franklin County Courthouse Annex
Renovation Project general construction to revise ceiling heights for an increased amount of
$5,148.18.
The Board reviewed additional Commissioners Office matters. On a motion by Robert
G. Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of the
Board to execute the Change Order #007 from Lobar, Inc. for the Franklin County Courthouse
Annex Renovation Project general construction to revise GWB and finishes for a decreased
amount of $2,786.60.
The Board reviewed Community Connections matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the following lease
agreements for the HUD Permanent Supportive Housing Lease Program (Supportive Housing
Program SHP I/II) that covers the total rent plus any landlord covered utilities for participants for
the period of October 1, 2023 through October 1, 2024. The County holds the Lease with the
landlord and the participant subleases from the County. Program participants are responsible
for any utilities not included in the lease rent, up to 30% of their adjusted gross income.
Participants are linked with Supportive Services and case management to assist them with
maintaining permanent stable housing.

The Board reviewed Department of Emergency Services matters. On a motion by
Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the Chairman of
the Board to execute the Order Form Contract from Lumen to make programming changes to
the DES Cisco phone system at a cost of $375.00. Estimated labor is $300.00 and a $75.00 trip
charge applies at the time of billing.
The Board reviewed additional Department of Emergency Services matters. On a
motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously for the Chairman of
the Board to execute the Change Order to the agreement between the County of Franklin and
Motorola Solutions (signed September 19, 2019) to remove the NICE maintenance and SUAII
services. DES implemented a shared radio and telephone voice recorder solution that will be
covered under a separate agreement. This change order is a result of the NICE services being
removed from individual county contracts and consolidated into a regional SCICNet contract.
The original agreement will be reduced by $475,331.00.

The Board reviewed additional Department of Emergency Services matters. On a
motion by Robert G. Ziobrowski, seconded by David S. Keller; unanimously approved for the
Chairman of the Board to execute the Motion to approve the Federal Fiscal Year 2023
Emergency Management Performance Grant (EMPG) Agreement between the County of
Franklin and the Pennsylvania Emergency Management Agency (PEMA) in the amount of
$75,272.00; for a performance period of October 1, 2022 through September 30, 2023. The
grant term is October 1, 2022 through September 30, 2025. This grant will reimburse the
County up to 50% of the salary and benefits for the EMA Coordinator and Operations and
Training Officer.
The Board reviewed Grants Management matters. On a motion by Robert G.
Ziobrowski, seconded by David S. Keller; unanimously approved the request from the Franklin
County Library System for $220,760.00 from the Local Share Account - Statewide Grant for the
purchase of a new Book Buggy which will make 15-20 childcare center stops monthly and reach
approximately 800 children per month countywide.
The Board reviewed Juvenile Probation matters. On a motion by Robert G. Ziobrowski,
seconded by David S. Keller, unanimously approved the agreement between the County of
Franklin and the Waynesboro Area School District for the School-Based Juvenile Probation
program. The school district agrees to provide $25,318.80 for services during the 2023-2024
school year. Franklin County will carry liability insurance for its employees and the program.
The Board reviewed MH/IDD/EI matters. On a motion by Robert G. Ziobrowski,
seconded by David S. Keller; unanimously approved the updated 2023-2024 contract listing for
Mental Health, Intellectual Developmental, Disabilities, and Early Intervention. Contract listing is
maintained for proper accounting of all contracts to include vendor name and address, type(s) of
service provided and rate(s) charged for services.
The Board reviewed Sheriff Office matters. On a motion by Robert G. Ziobrowski,
seconded by David S. Keller; unanimously approved for the Chairman of the Board to execute
the quote from Jim Shorkey for purchase of a 2023 Dodge Law Enforcement vehicle and
proposal from +Utilitac for up-fit of the vehicle at a total cost of $62,384.77. Both quotes have
been reviewed by procurement, and found to be acceptable for processing based on COSTARS
#s. This vehicle is replacing a 2010 Ford Explorer that has cost over $6,800 in repairs over the
last two years.
In accordance with PA Act notifications, Volvo notified the County of a Pennsylvania
Department of Environmental Protection Title V renewal operating permit being applied to
address the applicability of new state and federal air regulations and addresses any changes
that have occurred at the Volvo facility located in Shippensburg, PA.
In accordance with PA Act notifications, Country View Family Farms notified the County
of a Pennsylvania Department of Environmental Protection NPDES PAG-12 CAFO renewal
permit being applied by Willow Hill Farm for operation of a concentrated animal feeding
operation (CAFO) on property located in Metal Township.
In accordance with PA Act notifications, Country View Family Farms notified the County
of a Pennsylvania Department of Environmental Protection NPDES PAG-12 CAFO renewal
permit being applied by New Hope Farm for operation of a concentrated animal feeding
operation (CAFO) on property located in Fannett Township.
In accordance with PA Act notifications, TeamAg Inc. notified the County of a
Pennsylvania Department of Environmental Protection NPDES permit being applied
Hijos Hill Inc. for construction of a proposed manure structure located in Peters Township.

The Board met with Charles Martin, Human Resources Generalist and the Controller
Harold Wissinger for Salary Board matters. Alsoin attendance was Nicole Weller, Children
Youth Services Deputy Director; James Eagler, Drug & Alcohol Administrator; John
Thierwechter, Assistant County Administrator and Rikki Chesley, Director of Archives and
Records Management
The Board reviewed Personnel matters. On a motion by Robert G. Ziobrowski,
seconded by David S. Keller; unanimously approved the following job descriptions: Case Aid in
the Children and Youth Department; Archives Public Services Assistant in Archives & Records
Management Department; and Recovery Oriented Systems of Care Specialist in the Drug &
Alcohol Department and the following revised job descriptions: Program Specialist II in the
Children and Youth Department; Aging Care Manager I, Aging Care Manager II, Aging Care
Manager III all in the Area Agency on Aging Department; and Human Services Resources and
Link Access Coordinator in the Human Services Administration Department.
