WEDNESDAY, NOVEMBER 1, 2023
The Franklin County Commissioners met Wednesday, November 1, 2023, with the
following members present: David S. Keller, John T. Flannery and Robert G. Ziobrowski.
Chairman Keller presided and after calling the meeting to order, a Moment of Silence, and the
Pledge of Allegiance, proceeded with the business of the day.
The meeting was live streamed.
On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously
approved to adopt the agenda.
Valarie Jordan provided public comment and read a statement about growing up in
Franklin County and residents wanting to keep things the same but they are about 30 years too
late here in Franklin County. She stated that the antiquated land use ordinances unwittingly
forced diversity, equity and inclusion upon themselves. Ms. Jordan provided the rate of housing
growth for many townships and a few boroughs in the County from a document she found that
was provided by the Chambersburg School District. She knows there is going to be a change
preserving open space is essential. She is very glad for Norlo Park. Whoever had that idea
take money but maybe they could provide a county golf course to preserve open space. There
are a lot of golfers here and they would enjoy that space. Where she came from the golf course
is packed every day and the revenue they get is amazing. And it helps offset the taxes. If they
want to move forward in this county they will have to spend money. Ms. Jordan mentioned that
Chambersburg School District has a $2 million deficit. Deficits create tax increases because
critical line items are underfunded like special education. She does not want that to happen here
because children and the elderly, like her, need services. She likes the Rabbitt even though
or in this county and she sees it at the Fayetteville Food

pay in the end.
On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously
approved all bills presented and ordered paid.
The minutes of the October 25, 2023 meeting were reviewed. On a motion by Robert G.
Ziobrowski, seconded by John T. Flannery; unanimously approved the minutes.
The Board reviewed Agreements, Contracts and Reports. Commissioner Ziobrowski
asked for further explanation of board action item #8. Carrie Gray, County Administrator,
mentioned it is the removal of x-ray machines and the contract is with Desktop Disposal. She
turned it over to Alexis Pennings, Risk Manager, to explain further. Ms. Pennings said the
Department of Environmental Protection (DEP) is very particular with how to dispose of
radiation. The quote is high because they have to take the units apart and make sure there is
no excess radiation that is coming off the machines. She continued that we have six units,
some have been sitting around for quite a while waiting to be taken apart and disposed of. It
comes out to about $2,600 per unit. Chairman Keller asked if these are x-ray machines used
for security purposes. Ms. Pennings responded yes and explained there are a couple of
magnetometers which are the walk through units and the actual x-ray units where items are
scanned. They will also certify that we did our due diligence to dispose of them properly which
we need to provide to the DEP. New units have been purchased to replace them and they are
coordinating to bring in the new ones and get rid of the old ones. Chairman Keller asked if the
funds are coming from the General Fund. Ms. Pennings said the funds will come from the
Workers Compensation fund since it is security related. There were no other questions. The
items will be decided upon in the afternoon session.

The Commissioners presented a check to the Cumberland Valley Breast Care Alliance
for the Dress Down Fundraiser for October. Keri Kenney said she is the training and
development coordinator and she coor
October they decided to support Cumberland Valley Breast Care Alliance (CVBCA) and we do
this each October in honor of Breast Cancer Awareness Month. She explained that CVBCA is
committed to fighting breast cancer through community awareness activities, public education
and promotion of early detection of the disease. This year employees raised $800 and last year
it was $730 so there is an increase. In addition to stickers they sold pink ribbons as well
because she knows that not everyone can dress down in their role so they wanted to do a little
something extra. That brought in $115 of the $800 that was raised so that did help the
fundraiser. Ms. Kenney said that 145 employees donated to the cause across 24 different
departments and she wanted to thank everyone for their support each month. This is one of the
bigger fundraisers and she knows that it hits close to home for many people. Keri introduced
Samantha Logston, Executive Director of CVBCA. Ms. Logston said she is thankful for this
fundraiser and it helps them move their mission forward. Some improvements they made this
could gift a mortgage, rent, or lot payment, whatever anyone needed to provide them housing.
So they were able to give approximately $10,000 additional to their clients this year and they
also wrote a second grant that they are waiting to hear back from that is for the mission that
they do here at the county which is for early detection. That will help get the breast models
needed to teach what to feel for and we are able to do that here at the county and we had some
really great discussions this year whenever they did that teaching. She thanked everyone and
they appreciated it. Chairman Keller thanked her. Commissioner Ziobrowski said as most know
this is near and dear to his heart because his wife passed of metastatic breast cancer a year
and half ago and they were among the fortunate ones that had the means, the insurance, the
crucial. He wanted to point out that they had a whole team ready to walk on the breast cancer
walk and that raised additional dollars that weren't included here but the weather turned foul so
they had to do it virtually. He thanked Samantha for everything they do and for our employees
for stepping up. Chairman Keller thanked Samantha and Keri for doing the ribbon idea and
stated that it was a nice touch. Commissioner Flannery thanked them both and he appreciates
the work they do and to Keri for getting the word out to the employees. She does a great job.
He appreciates the passion Samantha has and for what all she does and it hits home for him as
well and for the record, he wanted to mention, that we had a picture taken in pink last week with
all the Commissioners and Administrative Staff and this was the first time in his four years here
that he wore a tie to the Commissioners meeting.
The Board recessed and will reconvene at 2:00 p.m. for final approval of the items that
were reviewed.

There was no public comment.
The Board reviewed Aging Office matters. On a motion by Robert G. Ziobrowski,
seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute
the PA Department of Agriculture application to renew the Waynesboro Senior Activity Center's
food and beverage license at a cost of $41.00. The cost of the license is required in order for
the Center to serve congregate and home delivered meals to Franklin County seniors. The
license will begin December 22, 2023 and will end June 21, 2024.
The Board reviewed Commissioners Office matters. On a motion by Robert G.
Ziobrowski, seconded by John T. Flannery; unanimously approved Resolution #2023-22
authorizing the County Procurement Director to execute nondisclosure agreements on behalf of
the County in reference to the Jail Security System Request For Proposals.

The Board reviewed Department of Emergency Services matters. On a motion by
Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved the Grant
Agreement between the County of Franklin and PA Emergency Management Agency for the
FFY2023 State Homeland Security Grant Program in the amount of $1,207,202.00, with a
performance period of September 1, 2023 through August 31, 2026. Funds are utilized for
planning, equipment, maintenance, training and exercises needed for acts of terrorism and
other catastrophic events. Funds are awarded to the South Central Task Force, of which
Franklin County is a member; along with Adams, Cumberland, Dauphin, Lancaster, Lebanon,
Perry, Schuylkill and York Counties.
The Board reviewed Grants matters. On a motion by Robert G. Ziobrowski, seconded
by John T. Flannery; unanimously approved the application to the Department of Community
and Economic Development requesting a Local Share Grant in the amount of $76,702.27 for the
with specialty storage equipment specific to duties related to protection order and warrant
service. The grant period will be March 1, 2024 through December 31, 2027.
The Board reviewed Human Resources matters. On a motion by Robert G. Ziobrowski,
seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute
the Contract/Group Application with PetPartners a subsidiary of Independence American
Insurance Company, to offer pet insurance to full-time, benefit eligible employees as a voluntary
(employee paid) benefit. This gives employees the option to enroll in Accident only or Accident
& Illness coverage for their dog(s) and/or cat(s) at a group rate with an enhanced plan
design/coverage.
The Board reviewed Jail matters. On a motion by Robert G. Ziobrowski, seconded by
John T. Flannery; unanimously approved for the Chairman of the Board to execute the
agreement and amendment between the County of Franklin and Tightrope Media Systems, Inc.
to provide Carousel digital signage in key areas around the Jail at a cost of $3,450.00 for the
period of October 2, 2023 through October 2, 2024. Each screen has access to display
important details that need to be announced throughout the Jail. It will eliminate the extra paper
posting that happens on units and throughout the facility.
The Board reviewed Juvenile Probation matters. On a motion by Robert G. Ziobrowski,
seconded by John T. Flannery; unanimously approved the agreement between the County of
Franklin and the Chambersburg School District for the School-Based Juvenile Probation
program. The school district agrees to provide $51,394.20 for services during the 2023-2024
school year. Franklin County will carry liability insurance for its employees and the program.
The Board reviewed Risk Management matters. On a motion by Robert G. Ziobrowski,
seconded by John T. Flannery; unanimously approved for the Chairman of the Board to execute
the proposal from Desktop Disposal to remove six (6) lab/X-Ray machines from various county
buildings within a three mile radius at a total cost of $15,990.00.
In accordance with PA Act notifications, Rosetree Consulting notified the County of a
Pennsylvania Department of Environmental Protection NPDES permit being applied by David
Brenize for a concentrated animal feeding operation on property located in Newburg.
In accordance with PA Act notifications, Glace Associates, Inc. notified the County of a
Pennsylvania Department of Environmental Protection Public Water Supply permit being
applied by Antrim Township for construction of a potable water system to serve a potential
development property on property located in Antrim Township.

In accordance with PA Act notifications, Falling Spring Environmental Services, Inc.
notified the County of a Pennsylvania Department of Environmental Protection NPDES permit
being applied by the Fellowship of Bible Churches, Inc. Wastewater Treatment located in
Montgomery Township.
