FRANKLIN COUNTY PRISON BOARD MINUTES

I. The meeting was called to order by Commissioner Flannery at 8:30 AM.
II. Public Comment
A. There was no public comment
III. Minutes for the September 2023 meeting were discussed.
A. DA Fogal moved to accept the minutes, Commissioner Ziobrowski seconded the motion
and the minutes were unanimously approved.
IV. Warden’s Report
A. There were 117 commitments (82 males, 35 females) and 121 discharges (97 males, 24 females) in
September. A comparison between these numbers for last year showed there were 139 commitments
and 164 discharges in September of 2022.
B. The average daily population was 268.4. The September 2022 average daily population was 272.53.
C. There were 103 sentenced (86 males, 17 females) and 158 unsentenced (126 males, 32 females)
inmates.
D. The average length of stay (ALOS) for those discharged in September was 85 days and the median
length of stay for September was 42.7 days. The yearly average length of stay was 73.3 days.
E. PrimeCare’s medical report was presented. There were 98 inmates (27 females, 71 males) diagnosed
with a co-occurring disorder. There were 90 inmates on MH medication. There were two inmates at
Torrance and two awaiting transfer.
F. DA Fogal moved to accept the Warden’s report, Commissioner Ziobrowski seconded the motion and
the report was unanimously approved.
V. Intermediate Punishment report
A. The Pre-Release department received 35 intakes and 40 discharges.
B. There were eight inmates placed into employment.
C. There were 1605 hours of community service completed.
D. The Pre-Trial Release program had 45 offenders.
E. The Drug and Alcohol RIP/DCIP program had 66 offenders. There were four successful discharges.
F. The Sex Offender Program had 45.
G. There were 40 offenders on the Mental Health caseload.
H. The Electronic Monitoring Program had nine offenders.
I. There were 16 offenders detained in September and there were 14 that were given alternative
sanctions.
J. There were 112 jail days saved by using the alternative sanctions of electronic monitoring (289 days),
DCIP/D&A RIP (1689 days) and pre-trial release (1352 days).
K. The Work Release program collected $16,441 and the Probation Department collected $177,268 in
September.
VI. Jail Expenses
A. The process for approving the jail expenses was discussed. The bulk of the invoices will be approved at
the monthly Prison Board meeting and then any necessary additional expenses will be reviewed at the bi-
weekly Commissioner’s meeting. Controller Wissinger said the expense breakdowns will be sent out prior
to all meetings. There will need to be confirmation that the required four board members will be present at
the meeting to vote. Minutes for both Prison Board and the Commissioners meeting will be maintained
separately and approved at the monthly Prison Board meeting.
B. DA Fogal moved that the jail’s current bills be paid, Sheriff Anthony seconded the motion and the
motion was unanimously approved.
C. Sheriff Anthony moved to accept the minutes for the 9/27/23 Commissioners meeting, Commissioner
Ziobrowski seconded the motion and the minutes were unanimously approved.
VII. Old Business
A. Warden Schell provided a staffing update. There are currently 70 officer positions filled, six in the
onboarding process and 30 vacancies.
B. Warden Schell gave a facilities update. He is currently drafting the proposal request for a new camera
system.

IX. The next meeting is scheduled for November 14, 2023 at 8:30AM at the Franklin County Jail. Controller Wissinger
moved to end the meeting, Sheriff Anthony seconded the motion and the meeting was adjourned.
