The Franklin County Commissioners met Thursday, April 15, 2010, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved to adopt the agenda.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved the minutes of April 6, 2010 and April 8, 2010 meetings.
On a motion by Robert L. Thomas, seconded by Robert G. Ziobrowski;
unanimously approved all bills presented and ordered paid.
The Board reviewed Aging matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the
County of Franklin and Keystone Human Services to provide an Aging/Mental
Retardation case management staff training on April 21, 2010 at a cost of $1,000.00.
The Board reviewed Fiscal matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of the
Board to execute the IDIS Online Access Request to Housing and Urban Development
(HUD) to include Nancy Johns from Fiscal as a grantee and requestor for grants.
The Board reviewed Juvenile Probation matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Subgrant award notice from Pennsylvania Commission on
Crime and Delinquency for the Juvenile Probation Summer Work Program for a grant
amount of $10,000.00 for the grant period of April 1, 2010 through March 31, 2011.
The Board reviewed Planning matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the
County of Franklin and Borough of Greencastle to provide a Housing Trust Fund Grant
in the amount of $15,000.00 to be used for low and moderate homeowners sidewalk
installation and repair program on Madison Street in the Borough of Greencastle to be
completed by December 31, 2011.
The Board reviewed additional Planning matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved the Agreement
between the County of Franklin and Chambersburg Project to provide a Housing Trust
Fund Grant in the amount of $5,000.00 to be used for the ongoing home repair program
to be completed by December 31, 2011.
The Board reviewed Sheriff matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the 2010 Budget Adjustment
in the amount of $15,000.00 to reimburse expenses already purchased in 2005 and
2006 using the PCCD License to Carry Grant and the remaining balance available for
new equipment for the Sheriff's License to Carry System.

The Board reviewed Transportation matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Addendum to the
Agreement dated March 11, 2006 between the County of Franklin and RouteMatch
Software, Inc. for purchase of software, routers and upgrades at a cost of $419,753.00.
This company is on the Costars #3 contract and also proprietary since already have
RouteMatch installed.
The Board reviewed additional Transportation matters. On a motion by Robert L.
Thomas, seconded by Robert G. Ziobrowski; unanimously approved for the Chairman of
the Board to execute the Grant Agreement (#CCA-G-09-10-FRNKCO-00031) between
the County of Franklin and Pennsylvania Department of Transportation for the
Consolidated Capital Assistance Grant for a grant amount of $615,000 to be used for
replacement of three vehicles, JARC, IVR and GPS systems and minor upgrades to the
RouteMatch program for Fiscal Years 2009-2010.
The Board reviewed Visitors Bureau matters. On a motion by Robert L. Thomas,
seconded by Robert G. Ziobrowski; unanimously approved the Agreement between the
County of Franklin and KG Media Solutions to produce a commercial video of Franklin
County for advertising and online use at a cost not to exceed $750.00 for the period of
April 15, 2010 through August 1, 2010.
In accordance with PA Department of Environmental Protection Air Quality
Program, Thomas L. Geisel Funeral Home, Inc. notified the County of a Pennsylvania
Department of Environmental Protection State Only Operating Permit Renewal
Application being applied for human crematory, two afterburners, crematory stack,
natural gas pipeline and propane tank.
In accordance with PA Acts 67, 68 and 127 notifications, William A. Brindle
Associates, Inc. notified the County of a Pennsylvania Department of Environmental
Protection General Permit-5 Application being applied for Quincy Township Fox Hill
Road Water Line.
In accordance with PA Acts 67, 68 and 127 notifications, Carl Bert & Associates
notified the County of a Pennsylvania Department of Environmental Protection General
NPDES being applied by Robert Forrester for placement of fill only on property located
in Southampton Township.
John Hart, Chief Clerk/County Administrator informed the Board of the following
items: Vision 2020 presentation is on the County's website; working with CGL on the
facility project report and still waiting on some questions that need answered from Mr.
Washabaugh; Meeting with various departments about co-locating and who should be
grouped together in order to gain efficiencies.
The Board reviewed Juvenile Probation matters. Brenda Covert, Purchasing
Director and Angela Mackley, BARJ Supervisor was present to provide a
recommendation. On a motion by Robert L. Thomas, seconded by Robert G.
Ziobrowski; unanimously approved to award the bid for the 2007 or Newer Used Mid
Size Sedan to Forresters of Chambersburg for a total bid price of $13,799.00. This
proposal was not the lowest responsible bidder however this bid met the
requirements of the bid specifications.
The Board met with the Human Resources Director and the Controller for Salary
Board matters.

Noll Wilt, Information Services Director and Ed Yonker, Lead Applications
Support Specialist met with the Board and provided an overview of upgrades to
LaserFishe and the Vision 2020 video on the County's website.
The meeting was adjourned at 10:22 a.m. with a motion by Robert L. Thomas;
seconded by Robert G. Ziobrowski.
