I. The meeting was called to order by Commissioner Flannery at 8:30 AM.
II. Public Comment
A. There was no public comment
III. Minutes for the November 2023 meetings were discussed.
A. Controller Wissinger moved to accept the minutes, Sheriff Anthony seconded the motion
and the minutes were unanimously approved.
IV. Warden’s Report
A. There were 93 commitments (73 males, 20 females) and 121 discharges (85 males, 36 females) in
November.
B. The average daily population was 235.9. The average daily population for males was 203.8 and it was
32.1 for females.
C. There were 103 sentenced (94 males, 9 females) and 124 unsentenced (107 males, 17 females)
inmates. A comparison with December of 2022 showed there were 98 sentenced (82 males, 16
females) and 148 unsentenced (131 males, 82 females) inmates.
D. The average length of stay (ALOS) for those discharged in November was 52.8 days and the median
length of stay for November was 37.4 days. The yearly average length of stay was 69.4 days. Those
statistics from December 2022 showed the ALOS to be 53.4 days for the month and 77 days for the
year.
E. There was $954.60 in revenue from Room & Board fees and $4,108.13 collected from Central
Booking fees. The total amount in revenue was $5,062.73 for the month and $79,115.95 for the year.
F. A breakdown of the demographic statistics for November indicated that males made up 76% of the
population, 73% of the population were white, 37% of the population was between the ages of 25-34,
73% were single and 55% had at least their high school diploma.
G. PrimeCare’s medical report was presented. There were 91 inmates diagnosed with a co-occurring
disorder. There were 87 inmates on MH medication. There were 34 inmates diagnosed with a Serious
Mental Illness and an additional 150 on the MH caseload. There was one inmate at Torrance and two
awaiting transfer. There were 29 inmates placed on suicide watch and one inmate placed on constant
observation. Twenty-five commitments were placed on detox protocol upon commitment.
H. October’s expenditures and budget were discussed. Eighty percent of the year’s budget has been
spent.
I. Controller Wissinger moved to accept the Warden’s report, Sheriff Anthony seconded the motion and
the report was unanimously approved.
V. Intermediate Punishment report
A. The Pre-Release department received 47 intakes and 49 discharges.
B. There were 15 inmates placed into employment.
C. There were 1329 hours of community service completed.
D. The Pre-Trial Supervision program had 44 offenders.
E. The Drug and Alcohol RIP/DCIP program had 57 offenders. There were 11 successful discharges.
F. The Sex Offender Program had 39.
G. There were 42 offenders on the Mental Health caseload.
H. The Electronic Monitoring Program had 14 offenders.
I. There were 14 offenders detained in November and there were 21 that were given alternative
sanctions.
J. There were 133 jail days saved by using the alternative sanctions of electronic monitoring (258 days),
DCIP/D&A RIP (2485 days), intensive supervision (60 days) and pre-trial release (1175 days).
K. The Work Release program collected $19,296.96 and the Probation Department collected $171,726.60
in November.
L. Chief Wilburne recognized Jean Frazier for her 25 years of service in the Payment Division
department. She oversaw the collection of $27,965,840.40.
VI. Jail Expenses
A. Controller Wissinger moved that the jail’s current bills be paid, Sheriff Anthony seconded the motion
and the motion was unanimously approved.
VII. Old Business
A. Warden Schell provided a staffing update. There are currently 71 officer positions filled and 4 pending
hire.
B. Warden Schell gave a facilities update. The jail is in the process of updating camera system. Proposals
from potential vendors are being reviewed and it is projected that the recommended proposal will be
presented to the Commissioners in March 2024.
VIII. New Business
A. The 2024 meeting schedule was reviewed. The possibility of adding the courthouse to the rotation was
discussed. Judge Meyers asked Court Administrator Singer to follow up with IT to see if this is feasible.
The schedule was recommended to be approved as is, and then an updated schedule can be reviewed if the
courthouse can be added. Controller Wissinger moved to approve the schedule, Sheriff Anthony seconded
the motion, and the schedule was unanimously approved.
B. Sheriff Anthony was recognized for his years of service and commitment to the Prison Board.
IX. The next meeting is scheduled for January 9, 2024 at 8:30AM at the Franklin County Administration Building.
Sheriff Anthony moved to end the meeting, Controller Wissinger seconded the motion and the meeting was adjourned.
