TUESDAY, JANUARY 2, 2024
annual reorganization meeting with the following members present: Dean A. Horst, John T.
Flannery and Robert G. Ziobrowski. Commissioner Flannery presided as acting Chairman and
after calling the meeting to order, a moment of silence and the Pledge of Allegiance, proceeded
with the business of the day.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously
approved to adopt the agenda.
Fred Young from Antrim Township provided public comment and congratulated the
Commissioners and everyone in the room. He thanked them for their ability and desire to serve
the citizens of Franklin County. Mr. Young continued that he was here four years ago as he
then. When he came to reorganization that year Commissioner Keller and Commissioner
Ziobrowski decided not to nominate the

and Mr. Young responded that they rotate chairman every year and he may be voted the
Commissioner Flannery stated that he feels compelled to address this today and
Commissioner Horst was the top vote getter and four years ago he himself was the top vote
getter. The other two commissioners decided that Dave Keller should be the Chairman due to
having more experience and he respected that. His perspective is that he is truly committed to
honoring the will of the voters in the county. He makes the motion that Dean Horst serve as
Chairman of the Board of Commissioners and Robert Ziobrowski seconded it. Commissioner
Flannery turned it over to Chairman Horst. Chairman Horst thanked all the voters of Franklin
County and Bob Ziobrowski and John Flannery for giving him the opportunity to lead and saidwe

approved John T. Flannery as Vice-Chairperson of the Board of Commissioners of Franklin
County.
On a motion by John T. Flannery, seconded by Dean A. Horst; unanimously approved
Robert G. Ziobrowski as Secretary of the Board of Commissioners of Franklin County.
On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously
approved the regular meetings of the Franklin County Commissioners, Salary Board, Prison
Board, Retirement Board, and Election Board each Wednesday starting at 10:00 a.m. The
meeting for Wednesday, December 25, 2024 will move to Friday, December 27, 2024 at 10:00
a.m. and the meeting for January 1, 2025 will move to Friday, January 3, 2025 starting at 10:00
a.m. Commissioner Flannery wanted to mention again that the current commissioner meetings
were at 11:00 AM and 2:00 PM on Wednesdays but they are being changed to one meeting a
week on Wednesdays starting at 10:00 AM.

On a motion by John T. Flannery, seconded by Robert G. Ziobrowski; unanimously
approved the County office hours being maintained between 8:30 a.m. and 4:30 p.m., Monday
through Friday. Lunch breaks will be one-half (½) hour in duration and each department head
will be responsible for staggering employee lunch breaks in order to provide services to the
public for a full eight (8) hours of each business day.
On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously
approved to appoint Dean A. Horst to serve on the Franklin County Soil Conservation District
Board for the year 2024.
On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously
approved to appoint Robert G. Ziobrowski to serve on the Mental Health/Intellectual and
Developmental Disabilities Advisory Board for the year 2024.
On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously
approved to appoint John T. Flannery to serve on the Franklin County Children and Youth
Advisory Board for the year 2024.
On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously
approved to appoint Dean A. Horst to the Drug & Alcohol Advisory Board for the year 2024.
On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously
approved to appoint Dean A. Horst to the Franklin County Library Board for the year 2024.
On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously
approved to appoint Dean A. Horst, John T. Flannery, and Robert G. Ziobrowski to the Local
Emergency Planning Committee for the year 2024.

approved to appoint Dean A. Horst to the Criminal Justice Advisory Board for the year 2024.

approved to appoint Hannah Herman-Snyder as Assistant County Solicitor for the year 2024.

approved to appoint Stacey Brookens as Mental Health/Intellectual and Developmental
Disabilities/Early Intervention (MH/IDD/EI) Administrator for the year 2024.
The Board reviewed appointments to the Agricultural Land Preservation Board. On a
motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to
appoint Sam Small and Tim Sponseller and Lauren Rice for a three (3) year term to expire on
December 31, 2026.
The Board reviewed appointments to the Planning Commission. On a motion by Robert
G. Ziobrowski, seconded by John T. Flannery; unanimously approved to appoint Austin
Rosenbaum, Dr. John Benhart and Dr. George Pomeroy for a four (4) year term to expire on
December 31, 2027.

The Board reviewed appointments to the Letterkenny Industrial Development Authority
Board. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously
approved to appoint Charles Myers, Phil Tarquino and Bryan Hoke for a five (5) year term to
expire on December 31, 2028.
The Board reviewed appointments to the Franklin County Emergency Services Alliance
Committee. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously
approved to appoint Larry Holloway as primary and Mary K. Seville as alternate for a one (1)
year term to expire on December 31, 2024.
The Board reviewed appointments to the Local Emergency Planning Committee. On a
motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to
appoint John Massimilla, William Little and Steven Swope for a three (3) year term to expire on
December 31, 2026.
The Board reviewed appointments to the Franklin County Soil Conservation Board. On
a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to
appoint Mike Ross for Public Director and Paul Witter for Farm Director for a four (4) year term
to expire on December 31, 2027.
The Board reviewed appointments to the Franklin County Redevelopment Authority
Board. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously
approved to appoint John Massimilla for a five (5) year term to expire on December 31, 2028.
The Board reviewed appointments to the Metropolitan Planning Organization. On a
motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously approved to
appoint Jason Stains, Travis Brookens, Sam Cressler and Tom Newcomer for a three (3) year
term to expire on December 31, 2026.
The Board reviewed appointments to the Franklin County Board of Assessment of
Appeals. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously
approved to appoint Nicole Scott (as Chairperson), Kerry Watson, Suzanne Piper (as board
members) and Jacqueline Berkstresser as the alternate for a four (4) year term to expire on
December 31, 2027.
On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously
approved to accept the Franklin County Handbook and Personnel Policies with amendments
and any policy conflicting with these policies is hereby repealed in so far as the same affects

The Board reviewed the Tax Return Days for Tax Duplicates. On a motion by Robert G.
Ziobrowski, seconded by John T. Flannery; unanimously approved the following tax return days
of tax duplicates:
County, Township/Borough, School, and the First, Second Interim/Supplement
duplicates for the Year 2023, along with 2022Third and Fourth Quarter
Interim/Supplement duplicates will be returned by Monday, January 15, 2024. (Please

The Board met with Tiffany Bloyer, Human Resources Director, and Controller Harold
Wissinger for Salary Board matters. Also in attendance was President Judge Shawn Meyers;
District Attorney Ian Brink; Treasurer Melody Shuman; Register & Recorder Joy Heinbaugh;
Clerk of Courts Todd Rock; Prothonotary Tim Sponseller; Sheriff Ben Sites; Coroner Jordan
Conner; Carrie Gray, County Administrator; John Thierwechter, Assistant County Administrator;
Larry Holloway, DES Director; Tawnya Hurley, Area Agency on Aging Director; Stacie Horvath,
Human Services Administrator; Casey Bogner, Public Defender; and Teresa Beckner, Chief
Financial Officer.
The Board reviewed Personnel matters. On a motion by Robert G. Ziobrowski,
seconded by John T. Flannery; unanimously approved the revised position description for
Senior Center Coordinator in the Area Agency on Aging Office and the new position for Election
