INTRODUCTION:
Quality Management within the Intellectual & Developmental Disabilities system advances the
quality of life of people served and supported. It is guided by the values of Everyday Lives and
Principles for the IDD system.
As per the Office of Developmental Program Administrative Entity Operating Agreement,
Franklin/Fulton Intellectual & Developmental Disabilities Program is required to have a written
Quality Management Plan that implements the Office of Developmental Program’s Quality
Management Strategy related to methodology, accountability, responsibility, and ongoing review
of activities of Quality Management. Franklin/Fulton Intellectual & Developmental Disabilities
Program will follow the guidelines set forth by the Office of Developmental Programs in
Bulletin # 00-10-02.
GUIDELINES:
Franklin/Fulton Intellectual & Developmental Disabilities Program shall develop and maintain a
Quality Management Plan that extends three (3) fiscal years (from July 1 to June 30). The
Quality Management Plan shall contain: measurable objectives that relate to the identified goals
and outcomes, performance measures that support each objective, the data source for each
performance measure, collaborate with system partners in improving local services and supports,
the person/persons responsible for the Quality Management plan improvement, evidence of
implementation of its Quality Management plan and objectives aligned with the Everyday Lives
principles and strategies. The Quality Management Plan shall include, at a minimum, goals and
outcomes related to:

1. Office of Developmental Programs Initiatives from the Information Sharing and
Advisory Committee (ISAC)
2. The results from Quality Assessment and Improvement process
3. Incident/ Risk Management data
4. Independent Monitoring for Quality data
5. Review of Grievances
Franklin/Fulton Intellectual & Developmental Disabilities Program will develop action plans to
support the attainment of measurable objectives in the Quality Management plan and maintain
quarterly reports.
Franklin/Fulton Intellectual & Developmental Disabilities Program is responsible to:
Ensure alignment with Office of Developmental Program’s mission, vision, values and
quality framework.
Review data to determine compliance with wavier assurances where applicable.
Review program performance trends, patterns and outcomes.
Oversee and monitor all processes related to Quality Management Strategy.
Review measures reflecting program performance, analyze aggregate data, identify
trends, remediation and improvement opportunities.
Identify and recommend responsible parties for remediation and improvement activities.
Identify opportunities for improvement.
Recommend practices to be adopted, modified or eliminated.
Ensure remediation activities are completed and evaluate their effectiveness.
Approve local remediation plans.
Monitor progress and impact of remediation plans.
Conduct the Quality Assessment and Improvement Process for providers.
Determine priorities for annual Quality Management Plan with input from internal and
external stakeholders.
Report progress and recommendations to the MH/IDD/EI Advisory Board when changes
occur and to the Office of Developmental Programs at the Quality Assessment and
Improvement Process of Administrative Entities.
Have at least one (1) person on staff who is Quality Management Certified through the
Office of Developmental Programs.
