PROCEDURE SUBJECT: Waiver Capacity Management

INTRODUCTION:
The Office of Developmental Programs (ODP) will assign the Administrative Entity (AE) of
Franklin/Fulton MH/IDD/EI a waiver Capacity Commitment for each of the ODP waivers
[Consolidated, Community Living and the Person Family Directed Support (PFDS)]. The AE
will enroll individuals within each waiver commitment and must not exceed the number of
waiver commitments assigned by ODP. The AE will track capacity filled, vacant, and reserved
within a given fiscal year.
PROCESS:
The AE and SCO will analyze the status of the individuals who have an Emergency or
Critical Prioritization of Urgency of Need for Services (PUNS). This determines who will
be entered into the queue when an opening has occurred due to an individual closing out
of a waiver program or when ODP increases the waiver capacity.
The AE and Supports Coordination Organization (SCO) will make the determination on
who will be entered into the queue based on the individual’s needs and the PUNS. The
individual must have an Emergency PUNS before entering the queue. If the AE and SCO
cannot agree on an individual, the MH/IDD/EI Administrator will make the final
decision.
Before waiver enrollment, the waiver enrollment Program Specialist will ensure that all
enrollment criteria are met, including the Adaptive Behavior Assessment System (ABAS)
or Vineland Adaptive Behavior Scale. If it is not, the waiver enrollment Program
Specialist will arrange for an ABAS or Vineland to be completed before waiver
enrollment, per Eligibility Bulletin 00-19-04.
The AE’s waiver capacity point person enters the individual with the “Intent to Enroll” in
the specific waiver category. The AE will notify the individual by the “Intent to Enroll”
letter.

The SCO will receive a copy of the individual’s “Intent to Enroll” letter. This will start
the waiver paperwork process of enrolling the individual in waiver and requesting a
Supports Intensity Scale (SIS) to be completed. See Waiver Enrollment Form attachment.
When the AE receives all the required paperwork from the SCO, a PA/1768 is completed
and submitted to the Department of Human Services/County Assistance Office
(DHS/CAO.) When the AE receives the PA/162 from DHS/CAO with the confirmed
waiver enrollment date, the waiver capacity point person will enroll the individual into
the specific waiver category using the appropriate “Enrollment Indicator” that is
established by ODP and is available in the Home and Community Services Information
System (HCSIS.)
Once an individual is enrolled in the waiver, waiver funded services (not including
Supports Coordination) must begin within 45 days of enrollment.
