MISSION STATEMENT:
Franklin/Fulton Mental Health/Intellectual & Developmental Disabilities/Early Intervention
partners with the community to develop and assure the availability of quality MH/IDD/EI
services and supports for individuals and families.
INTRODUCTION:
This procedure statement will serve to establish the County Mental Health/Intellectual &
Developmental Disabilities/Early Intervention system of values and principles, driven by our
mission statement.
POLICY:
It is our policy to honor, respect, and adhere to the guiding principles of CASSP (Child and
Adolescent Service Systems Program), Self Determination, Every Day Lives, the CSP
(Community Support Program) recovery wheel, and the core principles of Early Intervention.
VALUES AND PRINCIPLES:
Because people have the right to choose their services and supports, how they will live their
lives, where they will live in the community and with whom they will live, we have identified
the following values and principles to allow us to operationalize our mission statement:
Services/supports must:
1. Be both individual and family centered.
2
2. Be provided in a way that helps empower people to take charge of their own lives and
provide them with choice.
3. Be provided in a manner consistent with the principle that all people have an inherent
right to be treated with dignity and respect.
4. Be racially and culturally competent.
5. Be flexible to allow movement between services as the person's needs change.
6. Focus on strengths.
7. Incorporate natural supports.
8. Be accountable to the individual, family, local, state, and federal authorities.
9. Be coordinated.
10. Assist each individual to reach his/her desired outcomes.
11. Focus on the whole person rather than the illness or disability.
12. Focus on real world environment (e.g., real work, real school, real housing).
