MEETING MINUTES
Welcome & Introductions
This meeting was held via Google Meet. Those present introduced themselves and their
agency affiliations during the Provider Updates.
Administrative Entity (AE) Updates
,®±¨ 9®´¦
Developmental Disabilities Awareness Month will be in March. The theme this year
All Abilities; All Voices; All of Us! We will be doing giveaways and
having a proclamation. Lori is working on scheduling the proclamation dates and
will notify the providers when they are scheduled.
*®§ '¤± ª
0±®µ¨£¤± 1´ «¨¥¨¢ ³¨® 5¯£ ³¤ we are in Cycle 3, Year 1. This means that if the last
-1059 needs to be
sent to John so he can go through the process of qualifying the provider for
everything that is included in their DP-1059. John has sent letters to the five (5)
providers that need to submit their DP-1059 to him. If he does not receive the DP-

1059, he will be sending out additional letters on April 1. If the DP-1059 is then not
th
to John by April 30, it will have to go through the Office of Developmental
Programs (ODP) process of qualifying for not qualifying through the County.
John is taking over all provider qualifications this year so if you have any questions,
please direct them to him.

ODP is increasing our Community Living Waiver and Consolidated Waiver capacity!
The Consolidated Waiver capacity has not been increased in numerous years. Both
waiver capacities are increasing by five (5) slots. We are expecting to select who
needs to move from Person/Family Directed Supports (PFDS) to the Community
Living Waivers and who is in need of a Consolidated Waiver. If providers have any

residential openings, Franklin/Fulton will have the Consolidated slots available for
those who may need residential. Individuals need to be enrolled in these waivers

prior to June 30. The Supports Coordination Organization will be letting the AE
know who they would like to be chosen for a waiver. There is one provider that
supports a lot of individuals at their location that may need additional support.
ODP Announcement 19-138 came out yesterday. This announcement is for
residential providers. They have changed the Request for Approved Program
Capacity and Noncontiguous Clearance. Now when you are requesting approved
program capacity (APC) from Bill Bruaw you will need to also send in the certificate
from licensing reflecting the new address, attach the prior noncontiguous site status
for the proposed APC site and the DP-1059 siting that you are a qualified provider.
Once Bill or the ODP Waiver Capacity Manager reviews all the information pending
their approval your request for APC will be provided. You will then be able to
proceed in the PROMISe enrollment.
5¯£ ³¤² ® ³§¤ !¦¤£ ¥±®¬ - ±¨® 2®¶¤
%³¤±¯±¨²¤ )¢¨£¤³ - ¦¤¬¤³ Ȩ%)-ȩ 5¯£ ³¤² - There was training with ODP last
month. There was no clarifying information from ODP regarding the serious illness
and injury categories aside from what is referenced in the bulletin. Serious injury
includes treatment beyond first aide including assessment by a physician (whether
that occurs at urgent care, emergency room, etc.). Serious illness requires a
hospitalization. The illness/other category are for COVID positive reports only.
Incident fidelity follow up from ODP will continue as they review Medical Assistance
(MA) claims related to pressure wounds, head injuries, and potential abuse/neglect.
The AE will need follow up information from providers if these inquiries are
reportable incidents that were missed or not reportable along with an explanation.
We have been reviewing this for the last year regarding the serious injuries. If you
have any questions, reach out to Marion.
2¤µ¨¤¶ £ 5¯£ ³¤ 0±®µ¨£¤± #®³ ¢³ ,¨²³ - Please review the provider contact list for
updates/changes. Let us know if revisions are needed. You should reference the
contact list when communicating allegations in which you are not the provider of
service. This will help to ensure all initial reporting information is provided
accurately. Please include the SC and AE on the email communication.
Please see the handout on restrictive procedures from the statewide training. You

Supports Coordination Organization (SCO) Updates
A new Supports Coordinator was hired to replace Amanda. She started the other week but
is still in training for another week. Shanna will be sending out the updated contact sheet to
Marion to distribute to providers.

Healthcare Quality Unit (HCQU) Updates
There are some good training topics coming up in February and March. The HCQU is
working on the next quarter syllabus which should be out early March.
The HCQU has had a big increase in referral requests for the six (6) week sexuality
curriculum. There are currently 16 individuals right now which are going through the
curriculum at various stages. If you have more referrals, please bear with us as we get
everyone scheduled. The HCQU is still accepting referrals but it may be a few extra weeks
until they can get schedules in place. These six (6) week curriculums are done one-on-one.
It turns out to be about seven (7) sessions total unless an individual needs more or less.
Provider Updates
4§¤ ARC ®¥ &± ª«¨ £ &´«³® #®´³¨¤²
six (6) weeks then a banquet occurs at the end. The league used almost every lane
last year. There is no limit of how many can register at this time. There is a
registration form to sign up. Individuals can sign up as a team if they had bowlers
they shared a team with before or the ARC will assign them to a team.
There is a carnival in May that is part of the United Way Day of Caring held at the
Grant Point Church. Lorrie will send Marion information to be distributed.
The ARC has been doing some hiring but it is mostly family members and not
outside candidates. Applicants have applied and have shown interest but do not
follow through with the hiring process.
!««¨ ¢¤ ¥®± .®¯±®¥¨³ 2¤²®´±¢¤² ȨANRȩ
ANR currently provides transportation to Occupational Services, Inc. (OSI). They are
willing to expand to other providers but the struggle is finding drivers. If anyone on
the call knows of someone looking for employment (even part time) please send
them to Cody Slater.
-¤³ « (¤ «³§ !²²®¢¨ ³¨® Ȩ-(!ȩ
Chelsea Tracey is currently working on Independent Monitoring for Quality (IM4Q)
surveys. Families and individuals that providers are working with may be contacted.
This process will last until May.
This year has been harder than last year in getting individuals to complete surveys.
There are about 50 individuals so far that MHA is not able to get in contact with. The
struggle is getting individuals to answer the phone in general, not necessarily
declining the survey.
Jane asked residential providers to reiterate to staff that MHA IM4Q may be
reaching out to homes. The Quality Assessment & Improvement (QA&I) process was
completed at the beginning of the fiscal year for qualifications for ODP. There were a

lot of individuals with providers that were not getting back to MHA. This is a
different process than IM4Q. For Lifesharing and residential staff, please make sure
staff is getting back to MHA because they are trying to schedule the IM4Q surveys.
Individuals can turn down the surveys but staff and lifesharers cannot.
It was asked if a team supervisor could get a list or be notified of individuals that
will be reached out to. Chelsea noted that if a provider requests it, she can look at
the pre-surveys to get the information. There is not a huge amount of providers this
year but she would be willing to let the providers know that information. If
providers are not responding, Lori Young will reach out to the providers directly.
0¤±²® $¨±¤¢³¤£ 3´¯¯®±³² Ȩ0$3ȩ
PDS had some staffing changes. They are currently working on hiring a Program
Specialist and Regional Director. There has also been an individual who moved out
of services a couple weeks ago.
4¤£¤± (¤ ±³¤£ 3¤±µ¨¢¤²
Tender Hearted Services just had some individuals join the program.
Hiring has been the same as it has been in terms of advertising on Facebook, getting
traction on interest but after scheduling the candidate to come in, they do not show
up. Tender Hearted Services is currently in the process of starting orientation for
someone that was hired to work evenings and weekends.
3 ¥¤ ¨ (®¬¤
Tara noted ODP Announcement 24-015 Implementing Changes to Remote Supports
and Assistive Technology in the November Waiver Amendments. Safe in Home met
with ODP to get clarification on questions they had as a provider of remote supports
in residential services. The announcement changed the language that the assistive
technology will now have to be purchased. Currently Safe in Home does not do
purchasing of equipment. Safe in Home leadership met yesterday to discuss this.
Tara will get an update if they move to a purchasing option for technology. An
additional meeting is scheduled for Wednesday next week. Tara will reach out and
share information with providers when she has more information.
Assistive technology only is for short term leasing. Safe in Home no longer can do
long term leasing. They would be able to provide assistive technology only for the
short term to try equipment before purchasing it or to be in place of something that
needs updated or fixed. ODP has not defined short term. Safe in Home is thinking
they are allowing the AE to determine what that time frame looks like, whether a
30 or 90 day trial. Safe in Home would have to see if the equipment works then the
family would have to purchase it through the waiver instead of a long term lease.
Safe in Home has been pulling individuals who have the T code. As soon as Tara gets
the information from the meeting on Wednesday she will be reaching out to SC

supervisors. The plans will need to be updated to the new codes by March 31. If
anyone would like the ODP announcement sent to them, please let Tara know.
Safe in Home in PA did a session called Remote Support 101 for new SCs. This
session goes over the basics of what remote support is. It is not so much what Safe
in Home does but generally what remote support is. The last session will be

closing on Thursday, February 22. All but three (3) individuals (a total of ten) have
decided to transfer to the Shippensburg location. Most of the staff from
Chambersburg has also transferred to the Shippensburg location. There are
currently no openings at the Shippensburg location due to staffing. Once more staff
is hired, there will be openings.

Keystone is working on reopening another house and moving an individual in there.
There is not a set date of reopening at this time.
