Shawn Meyers, President Judge Christopher Schell, Warden Benjamin Sites, Sheriff Harold Wissinger, Controller Laura Kerstetter, District Attorney Doug Wilburne, Probation Chief Geoffrey Willett, Probation Deputy Chief Etta Rotz, Deputy Controller Ellen Eckert, Pre-Release Director Kayla Stoner, Probation Supervisor Michelle Weller, FCJ Deputy Warden Heather Franzoni, FCJ Deputy Warden I. The meeting was called to order by Commissioner Flannery at 8:30 AM. II. Public Comment A. There was no public comment III. Minutes for the January 2024 meetings were discussed. A. Commissioner Ziobrowski moved to accept the minutes, Judge Meyers seconded the motion and the minutes were unanimously approved. IV. Warden’s Report A. There were 129 commitments (92 males, 37 females) and 132 discharges (97 males, 35 females) in January. B. The average daily population was 231.8 The average daily population for males was 200.34 and it was 31.4 for females. C. There were 89 sentenced (77 males, 12 females) and 143 unsentenced (122 males, 21 females) inmates. D. There was $$1,966.13 in revenue from Room & Board fees and $6,722.03 collected from Central Booking fees. E. The average length of stay for those released in January was 58.7 days. F. A breakdown of the demographic statistics for January indicated that males made up 71% of the population, 71% of the population were white, 38% of the population was between the ages of 25-34, 68% were single and 49% had at least their high school diploma. G. PrimeCare’s medical report was presented. There were 84 inmates diagnosed with a co-occurring disorder. There were 92 inmates on MH medication. There were 48 inmates diagnosed with a Serious Mental Illness and an additional 174 on the MH caseload. There were no inmates at Torrance and two awaiting transfer. There were 47 inmates placed on suicide watch. Forty-five commitments were placed on detox protocol upon commitment. H. January’s expenditures and budget were discussed. Ninety-six percent of the year’s budget was spent. I. Judge Meyers moved to accept the Warden’s report, Commissioner Horst seconded the motion and the report was unanimously approved. V. Intermediate Punishment report A. The Pre-Release department received 45 intakes in January and 35 discharges. B. There were eight inmates placed into employment in January. C. There were 2,361 hours of community service completed in January. D. The Drug and Alcohol RIP/DCIP program had 61 offenders. There were eight successful discharges in January. E. The Pre-Trial Supervision program had 35 offenders. F. The Sex Offender Program had 39. G. There were 40 offenders on the Mental Health caseload. H. The Electronic Monitoring Program had 14 offenders. I. There were 11 offenders detained in January and there were 13 that were given alternative sanctions. J. There were 111 jail days saved by using the alternative sanctions of electronic monitoring (491 days), DCIP/D&A RIP (1805 days), intensive supervision (52 days) and pre-trial release (1119 days). K. The Work Release program collected $21,973 and the Probation Department collected $211,421 in January. VI. Jail Expenses A. Commissioner Ziobrowski moved that the jail’s current bills be paid, Judge Meyers seconded the motion and the motion was unanimously approved. VII. Old Business A. Warden Schell provided a staffing update. There are currently 67 officer positions filled, 7 pending and 32 vacancies. B. Warden Schell gave a facilities update. The jail is in the process of reviewing proposals from potential vendors for the security camera upgrade. The Title 37 state inspection is scheduled for March 5, 2024. VIII. New Business A. There was no new business discussed. IX. The next meeting is scheduled for March 12, 2024 at 8:30AM at the Franklin County Commissioners Office. Judge Meyers moved to end the meeting, Commissioner Horst seconded the motion and the meeting was adjourned.
