WEDNESDAY, March 13, 2024
The Franklin County Commissioners met Wednesday, February 7, 2024, with the
following members present: Dean A. Horst, John T. Flannery and Robert G. Ziobrowski.
Chairman Horst presided and after calling the meeting to order, a Moment of Silence, and the
Pledge of Allegiance, proceeded with the business of the day.
The meeting was live streamed.
On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; The Board
unanimously approved to adopt the agenda.
There was public comment Valery Johnson, Fayetteville. Ms. Johnson wanted to talk
about Commissioner Horst statement last week about the partnership with ICE. She read the
attached statement.
On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; The Board
unanimously approved all bills presented and ordered paid.
The minutes of the March 6, 2024 meeting were reviewed. On a motion by Robert G.
Ziobrowski, seconded by John T. Flannery; The Board unanimously approved the minutes.
The Board reviewed Agreements, Contracts and Reports. County Administrator Carrie
Gray provided a high level overview of each of the actions.
The Board reviewed Area Agency on Aging matters. On a motion by Robert G.
Ziobrowski, seconded by John T. Flannery; The Board unanimously approved the agreement
between the County of Franklin and Kauffman Community Center for the rental to host a $cam
Jam on Tuesday, June 11, 2024 from 8:00 AM till 2:00 PM at a cost of $1,760.00. The cost will
be paid from the PDA Aging Block Grant.
The Board reviewed Commissioners matters. On a motion by Robert G. Ziobrowski,
seconded by John T. Flannery; The Board unanimously approved Change Order #019 from
Lobar, Inc. for the Franklin County Courthouse Annex Project general construction for additional
masonry work to maintain existing fire ratings on all floors from September 26, 2023 thru
December 22, 2023 at a cost of $10,605.34. This will be paid from bond funds.
The Board reviewed Commissioners matters. On a motion by Robert G. Ziobrowski,
seconded by John T. Flannery; The Board unanimously approved Change Order #020 from
Lobar, Inc. for the Franklin County Courthouse Annex Project general construction to revise
opening at 302 and delete one Coiling Fire door at a savings of $1,038.80.
The Board reviewed Commissioners matters. On a motion by Robert G. Ziobrowski,
seconded by John T. Flannery; The Board unanimously approved the Change Order #021 from
Lobar, Inc. for the Franklin County Courthouse Annex Project general construction to revise
locksets on second floor at a cost of $2,482.16. This will be paid from bond funds.
The Board reviewed Commissioners matters. On a motion by Robert G. Ziobrowski,
seconded by John T. Flannery; The Board unanimously approved the agreement between the
County of Franklin and East Side Partners, LLC for renting of Suite B of the building located at
2038 Lincoln Way East, Chambersburg, Pennsylvania for the office space of Magisterial District
Judge - 39-3-07- Kelly L. Rock for the period of May 1, 2024 thru April 30, 2025 at a cost of
$69,696.00. This will be paid for by the General Fund.
The Board reviewed Human Resources matters. On a motion by Robert G. Ziobrowski,
seconded by John T. Flannery; The Board unanimously approved the agreement between the
County of Franklin and Wellness IQ, Inc. to provide direct customer support and professional
services to the County for the WellRight platform from May 1, 2024 through December 31, 2026,
They will assist on the administrative side with setting up the annual program, challenges and
will serve as a point of contact for HR staff to answer questions or with issues with system
operations. This will replace WellRight's support, but County employees will continue to use the
WellRight website/platform. There will be no disruption to end users. Same PEPM rate, 2024
PEPM of $2.08, 2025 PEPM of $3.50, and 2026 PEPM of $3.50, for the remainder of 2024 that
was already expected from WellRight so there isn't any impact to this year's budget expected.
The Board reviewed MH/IDD/EI matters. On a motion by Robert G. Ziobrowski,
seconded by John T. Flannery; The Board unanimously approved the memorandum of
Understanding between Franklin and Fulton Counties MH/IDD/EI and Cumberland and Perry
Counties MH.IDD for a joint long-term structured residence (LTSR) project to provide treatment
and rehabilitation services to adults with serious mental illnesses who were justice involved or
incompetent to stand trial. The MOU memorializes the respective responsibilities between and
among the Counties with respect to administering the grant funds and the services to be
provided through use of the grant funds. The MOU shall become effective on the date last
approved by Counties and shall end upon all grant closeout requirements being met.
The Board reviewed Tax Services matters. On a motion by Robert G. Ziobrowski,
seconded by John T. Flannery; The Board unanimously approved the contract between County
of Franklin and Government Software Services, Inc. to print & mail approximately 2600 notice of
Return & Claim letters to delinquent taxpayers by certified mail. This service includes electronic
signatures with signature retrieval by vendor. This notification is a requirement by law for all
2023 delinquent taxpayers. Postage to be paid in advance. All costs associated with this service
is added onto the delinquent taxpayers accounts. Request for quotes were obtained with three
responses. This is the lowest qualified quote received. Total cost is $20,870.00 to be paid by
the General Fund.
The Board reviewed Veterans Affairs matters. On a motion by Robert G. Ziobrowski,
seconded by John T. Flannery; The Board unanimously approved the Grant Agreement
between County of Franklin, Grantee, and PA Department of Military and Veteran Affairs,
Grantor, in the amount of $15,000 with a performance period of June 1, 2024 thru May 31,
2025. This grant provides support toward training services for Operation Save-A-Vet/ Save-A-
Pet.
The Board reviewed Veterans Affairs matters. On a motion by Robert G. Ziobrowski,
seconded by John T. Flannery; The Board unanimously approved the agreement between
County of Franklin and Penn National Golf Course and Inn for the 8th Annual Franklin County
Veteran Affairs Golf Tournament to be held on August 30, 2024 at a cost of $16,020.00. Due to
the increase in the number of golfers this contract supersedes the contract dated January 12,
2024. The cost will be paid by registrations, sponsorships and donations.
The Commissioners presented a fundraising check to Megan Suhs, Tobacco Program
Coordinator from Healthy Communities Partnership of Greater Franklin County for the dress
down fundraiser that was held in February. Keri Kenney, HR Coordinator, raised $685, higher

being said, a breath of fresh air hearing all the things you do and are involved in.
Commissioner Ziobrowski also thanked Megan saying sometime it appears that
kindness is under assault, particularly on social media and what you are doing in helping kids
know that kindness counts and kindness works is an ounce of prevention. An ounce of
prevention, and hopefully is worth a pound of cure.

The board reviewed Proclamation #2024-02 for the purpose of proclaiming March as
Red Cross Month. AllenWhite, Disasterprogram Manager for the Red Cross gave a few
comments. He covers Franklin County along with four other counties for the past 18 years. He
wanted give a few recognitions locally. We are very strong producing in blood donations. While
blood donations are paramounteveryday, he wanted to recognize everyone that comes out and
blood can save three lives. He also wanted to recognize their continued relationship withthe
Department of Emergency Services. This relationship has helped mitigateany type of bad
events that would displace any of our residents. Last recognition isChambersburg Fire
Department is a homemade safer partnerfor the past five years. They have installed smoke
first three months of this year, they have made fifty homes safer. They have installed 268
alarms to protect at least 134 people just this year.
Chairman Horst read the proclamation. On a motion by Robert G. Ziobrowski, seconded
by John T. Flannery; The Board unanimously approved to adopt the proclamation which is
attached and made part of these minutes.
In accordance with PA Act notifications, Keller Engineers notified the County of a
Pennsylvania Department of Environmental Protection (DEP) Chapter 102 Construction
StormwaterPermit being applied for by Quincy Township for the construction of a waterline
to serve the Mentzer Gap area.
The Board review appointments to the Franklin County Visitors Bureau Board of
Directors. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously
approved the appointments of; Patti Nitterhouse, Amy Hicks, Jackie Mowen, John Flannery,
Scott Brown, Debby Cunningham and Steve Christian for a term of January 31, 2024 through
January 31, 2025.
The Board review appointments to the Franklin County Visitors Bureau Board of
Directors. On a motion by Robert G. Ziobrowski, seconded by John T. Flannery; unanimously
approved the appointments of; Bonnie Shockey, Melodie Anderson-Smith, Paul Luka, Michael
Ross, Beth Thoresen, Casey Phebus, and Jamie Stoner for a term of January 31, 2024 through
January 31, 2026.
The Board met with Human Resources Director Tiffany Bloyer and the Controller Harold
Wissinger for Salary Board matters. Also in attendance were President Judge Shawn Meyers;
Judge Krom; Court Administrator Mark Singer; and Human Resources Generalist Charles
Martin.
The meeting was adjourned at 11:10a.m. with a motion by Robert G. Ziobrowski,
seconded by John T. Flannery.
