I. The meeting was called to order by Commissioner Flannery at 8:30 AM.
II. Public Comment
A. There was no public comment
III. Minutes for the March 2024 meetings were discussed.
A. Sheriff Sites moved to accept the minutes, Commissioner Horst seconded the motion and
the minutes were unanimously approved.
IV. Warden’s Report
A. There were 121 commitments (94 males, 27 females) and 129 discharges (105 males, 24 females) in
March.
B. The average daily population was 208. The average daily population for males was 178 and it was 29
for females.
C. There were 72 sentenced and 132 unsentenced inmates.
D. There was $1,224.31 in revenue from Room & Board fees and $6,104.50 collected from Central
Booking fees.
E. The average length of stay for those released in March was 53.7 days.
F. A breakdown of the demographic statistics for March indicated that males made up 76% of the
population, 74% of the population were white, 38% of the population was between the ages of 25-34,
67% were single and 57% had at least their high school diploma.
G. PrimeCare’s medical report was presented. There were 90 inmates diagnosed with a co-occurring
disorder. There were 71 inmates on MH medication. There were 35 inmates diagnosed with a Serious
Mental Illness and an additional 149 on the MH caseload. There was one inmate at Torrance and one
awaiting transfer. There were 33 inmates placed on suicide watch. Forty-three commitments were
placed on detox protocol upon commitment.
H. February’s expenditures and budget were discussed.
I. Judge Meyers moved to accept the Warden’s report, Controller Wissinger seconded the motion and the
report was unanimously approved.
V. Intermediate Punishment report
A. The Pre-Release department received 33 intakes in March and 33 discharges.
B. There were six inmates placed into employment in March.
C. There were 1,265 hours of community service completed.
D. The Drug and Alcohol RIP/DCIP program had 63 offenders. There were eight successful discharges in
March.
E. The Pre-Trial Supervision program had 39 offenders.
F. The Sex Offender Program had 40.
G. There were 41 offenders on the Mental Health caseload.
H. The Electronic Monitoring Program had 16 offenders.
I. There were 17 offenders detained in March and there were 13 that were given alternative sanctions.
J. There were 130 jail days saved by using the alternative sanctions of electronic monitoring (573 days),
DCIP/D&A RIP (2270 days), intensive supervision (nine days) and pre-trial release (1193 days).
K. The Work Release program collected $9,511 and the Probation Department collected $218,754 in
March.
VI. Presentation of Franklin County Probation with Restrictive Conditions Plan for Board approval
A. Deputy Chief Willett outlined the 2024 plan.
B. Judge Meyers moved to accept the plan, Commissioner Horst seconded the motion and the plan was
unanimously approved.
VII. Jail Expenses
A. Commissioner Horst moved that the jail’s current bills be paid, Sheriff Sites seconded the motion and
the motion was unanimously approved.
VIII. Old Business
A. DW Scott provided a staffing update. There are currently 70 officer positions filled and seven pending.
B. DW Scott gave a facilities update. The jail’s chiller is being installed and is projected to be completed
this week.
IX. New Business = None
X. Executive Session
A. Controller Wissinger moved to begin an Executive Session to discuss the jail’s medical services, Sheriff
Sites seconded the motion and the meeting moved into Executive Session.
B. Controller Wissinger moved to end the Executive Session, Sheriff Sites seconded the motion and the
Executive Session ended.
XI. The next meeting is scheduled for May 14, 2024 at 8:30AM at the Franklin County Jail. Sheriff Sites moved to end
the meeting, Controller Wissinger seconded the motion and the meeting was adjourned.
