Shawn Meyers, President Judge Harold Wissinger, Controller Benjamin Sites, Sheriff Carrie Gray, County Administrator Doug Wilburne, Probation Chief John Thierwechter, Asst County Administrator Mark Singer, Court Administrator Ellen Eckert, Pre-Release Director Kayla Stoner, Probation Supervisor Jeffrey Scott, FCJ Deputy Warden Heather Franzoni, FCJ Deputy Warden Michelle Weller, FCJ Deputy Warden I. The meeting was called to order by Commissioner Flannery at 8:30 AM. II. Public Comment A. There was no public comment III. Minutes for the April 2024 meetings were discussed. A. Judge Meyers moved to accept the minutes, Controller Wissinger seconded the motion and the minutes were unanimously approved. IV. Warden’s Report A. There were 134 commitments and 111 discharges in April. B. The average daily population was 226. The average daily population for males was 190 and it was 37 for females. C. There were 91 sentenced and 148 unsentenced inmates. D. There was $1,795.73 in revenue from Room & Board fees and $4,155.52 collected from Central Booking fees. E. The average length of stay for those released in April was 53.7 days. F. A breakdown of the demographic statistics for April indicated that males made up 76% of the population, 74% of the population were white, 39% of the population was between the ages of 25-34, 68% were single and 82% had at least their high school diploma. G. PrimeCare’s medical report was presented. There were 966 sick calls. There were 12 outside medical appointments and 12 trips to the ER. There were two hospital admissions. There were 697 mental health contacts. There were three inmates that required 1:1 observation. There was one inmate at Torrance State Hospital. There were eight participants in the Sex Offender’s Treatment Program. There were 55 in the Medication Assisted Therapy (MAT) program. There were 163 on the MH caseload and an additional 35 with SMI diagnoses. There were 43 commitments placed on detox protocol. There were no positive cases of COVID. H. March’s expenditures and budget were discussed. I. Sheriff Sites moved to accept the Warden’s report, Controller Wissinger seconded the motion and the report was unanimously approved. V. Intermediate Punishment report A. The Pre-Release department received 46 intakes in April and 25 discharges. B. There were sixteen inmates placed into employment in April. C. There were 1,730 hours of community service completed. D. The Drug and Alcohol RIP/DCIP program had 56 offenders. There were ten successful discharges in April. E. The Pre-Trial Supervision program had 37 offenders. F. The Sex Offender Program had 40. G. There were 41 offenders on the Mental Health caseload. H. The Electronic Monitoring Program had 15 offenders. I. There were 11 offenders detained in April and there were 23 that were given alternative sanctions. J. There were 101 jail days saved by using the alternative sanctions of electronic monitoring (434 days), DCIP/D&A RIP (1361 days), intensive supervision (52 days) and pre-trial release (1168 days). K. The Work Release program collected $13,286 and the Probation Department collected $229,960 in April. VI. Jail Expenses A. Commissioner Ziobrowski moved that the jail’s current bills be paid, Judge Meyers seconded the motion and the motion was unanimously approved. VIII. Old Business A. DW Scott provided a staffing update. There are currently 72 officer positions filled and seven pending. B. DW Scott gave a facilities update. The jail’s chiller is now installed and functional. A new transport van will be picked up next week IX. New Business = None X. The next meeting is scheduled for June 11, 2024 at 8:30AM at the Administration Building. Commissioner Ziobrowski moved to end the meeting, Commissioner Horst seconded the motion and the meeting was adjourned.
