Shawn Meyers, President Judge Harold Wissinger, Controller Benjamin Sites, Sheriff Ian Brink, District Attorney Doug Wilburne, Probation Chief John Thierwechter, Asst County Administrator Mark Singer, Court Administrator Ellen Eckert, Pre-Release Director Kayla Stoner, Probation Supervisor Jeffrey Scott, FCJ Deputy Warden Heather Franzoni, FCJ Deputy Warden Michelle Weller, FCJ Deputy Warden Geoffrey Willett, Probation Deputy Chief I. The meeting was called to order by Commissioner Flannery at 8:30 AM. II. Public Comment A. There was no public comment III. Minutes for the May 2024 meetings were discussed. A. Commissioner Ziobrowski moved to accept the minutes, Commissioner Horst seconded the motion and the minutes were unanimously approved. IV. Warden’s Report A. There were 111 commitments and 119 discharges in May. B. The average daily population was 238. The average daily population for males was 200 and it was 37 for females. C. The recidivism rate for all commitments was 41%. The recidivism rate for only those commited on new charges was 38%. D. There were 91 sentenced and 143 unsentenced inmates. There were two inmates on approved temporary absences to other county jails and six awaiting transport to the state institution. E. There was $3,731.79 in revenue from Room & Board fees and $5,246.24 collected from Central Booking fees. F. The average length of stay for those released in May was 47.8 days. G. A breakdown of the demographic statistics for May indicated that males made up 77% of the population, 73% of the population were white, 38% of the population was between the ages of 25-34, 69% were single and 82% had at least their high school diploma. H. PrimeCare’s medical report was presented. There were 1053 sick calls. There were 19 outside medical appointments and seven trips to the ER. There was one hospital admissions. There were 708 mental health contacts. There were three inmates that required 1:1 observation. There was one inmate at Torrance State Hospital. There were eight participants in the Sex Offender’s Treatment Program. There were 58 in the Medication Assisted Therapy (MAT) program. There were 255 on the MH caseload and an additional 47 with SMI diagnoses. There were 37 commitments placed on detox protocol. There were no positive cases of COVID. I. April’s expenditures and budget were discussed. J. Controller Wissinger moved to accept the Warden’s report, Commissioner Ziobrowski seconded the motion and the report was unanimously approved. V. Intermediate Punishment report A. The Pre-Release department received 37 intakes in May and 41 discharges. B. There were 13 inmates placed into employment in May. C. There were 1,419 hours of community service completed. D. The Drug and Alcohol RIP/DCIP program had 62 offenders. There were eight successful discharges in May. E. The Pre-Trial Supervision program had 37 offenders. F. The Sex Offender Program had 40. G. There were 30 offenders on the Mental Health caseload. H. The Electronic Monitoring Program had 15 offenders. I. There were eight offenders detained in May and there were 18 that were given alternative sanctions. J. There were 109 jail days saved by using the alternative sanctions of electronic monitoring (404 days), DCIP/D&A RIP (1827 days), intensive supervision (62 days) and pre-trial release (1079 days). K. The Work Release program collected $17,928 and the Probation Department collected $238,995 in May. L. Chief Wilburne reported that Act 44 goes into effect today. A major change is that all sentences will now include early termination stipulations. VI. Jail Expenses A. Judge Meyers moved that the jail’s current bills be paid, Commissioner Ziobrowski seconded the motion and the motion was unanimously approved. VII. Old Business A. DW Scott provided a staffing update. There are currently 71 officer positions filled, 27 vacancies and eight pending. B. DW Scott gave a facilities update. The jail is in the process of securing new upgrades for body worn cameras, secure shower doors and security cameras. VIII. New Business = None IX. The next meeting is scheduled for July 9, 2024 at 8:30AM at the Administration Building. Commissioner Ziobrowski moved to end the meeting, Commissioner Horst seconded the motion and the meeting was adjourned.
