TUESDAY, JULY 20, 2010
The Franklin County Commissioners met Tuesday, July 20, 2010, with the
following members present: David S. Keller, Robert L. Thomas and Robert G.
Ziobrowski. Chairman Keller presided and after calling the meeting to order, and the
Pledge of Allegiance proceeded with the business of the day.
On a motion by Robert G. Ziobrowski; seconded by Robert L. Thomas;
unanimously approved to adopt the agenda.
Allen Piper, President of Citizens for Responsible Government provided public
comment and wanted to emphasize the need for a public meeting relating to proposed
court expansion. This generates a good attitude by county officials to be more open and
transparent. Should think about establishing a blue ribbon panel of people from all walks
of life to provide feedback and input to the Board. Commissioner Ziobrowski asked if the
panel would interpret need or size of the center? Allen Piper responded that would take
in all facets, size, scope and location. Commissioner Thomas said that this process
started several years ago and has been multiple public meetings and only got steamed
when there was a proposed location and had a well attended meeting at Second Street,
is Mr. Piper thinking should do more then that? Mr. Piper responded that now there are
more things that have happened, more proposals now then before, things have changed
and this is changing rapidly. This would show that the Commissioners are listening and
would be good for them and engaged in the public service and admire what they do and
right now have difficult decisions to make in the near future and he respects that and
hopefully they respect some of his input.
The minutes of July 13, 2010 and July 15, 2010 meetings were read. These will

be approved Thursday, July 22, 2010. The minutes from July 8 need further review
and will be signed at a later date.
The Board reviewed Agreements and Contracts. These will be approved
Thursday, July 22, 2010.
The Board reviewed Property Management matters. On a motion by Robert G.
Ziobrowski; seconded by Robert L. Thomas; unanimously approved Change Order #1
from Fibertech Communications, Inc. to include removal of rock and top soil at the
Prison Annex for an additional cost of $1,500.00.
John Hart, Chief Clerk/County Administrator informed the Board of the following
items: Archive Department getting closer to move and have one more inspection from
Commonwealth Code. Stu may use Kittatinny Historical Society to help go through,
identify and catalog records. Also may research if interns would be available from
Shippensburg University to move the project along. Reminded the Board that Architect
and Engineers RFP’s for facility project are due this Friday and are fielding various
questions. Facility Workgroup will shortlist the shortlist and provide feedback to the
Board. Board can interview shortlist after workgroup recommendations if want.
Commissioner Keller asked that the board give some thought and provide guidance to
Mr. Hart by Thursday. More vandalism and windows shot out at the Administration
Annex. Have moved cameras and security person is reviewing films but haven’t come
up with anything, also not aware of any other instances.
