FRANKLIN COUNTY PRISON BOARD MINUTES

I. The meeting was called to order by Commissioner Flannery at 8:30 AM.
II. Public Comment
A. There was no public comment
III. Minutes for the September 2024 meetings were discussed.
A. Commissioner Ziobrowski moved to accept the minutes, Sheriff Sites seconded the
motion and the minutes were unanimously approved.
IV. Warden’s Report
A. There were 114 commitments and 114 discharges in September.
B. The average daily population was 225. The average daily population for males was 187 and it was 38
for females.
C. The recidivism rate for all commitments was 39%. The recidivism rate for only those committed on
new charges was 38%.
D. A snapshot look at the jail’s numbers on October 1st showed there were 77 sentenced and 148
unsentenced inmates. There were two inmates on approved temporary absences to other county jails
and nine awaiting transport to the state institution.
E. There was $849.53 in revenue from Room & Board fees and $4,706 collected from Central Booking
fees.
F. The average length of stay for those released in September was 58 days.
G. A breakdown of the demographic statistics for September indicated that males made up 78% of the
population, 72% of the population were white, 36% of the population was between the ages of 25-34,
71% were single and 81% had at least their high school diploma.
H. PrimeCare’s medical report was presented. There were 1002 sick calls. There were 18 outside medical
appointments and nine trips to the ER. There were four hospital admissions. There were 699 mental
health contacts. There were two inmates that required 1:1 observation. There were no inmates at
Torrance State Hospital. There were three participants in the Sex Offender’s Treatment Program.
There were 63 in the Medication Assisted Therapy (MAT) program. There were 134 on the MH
caseload and an additional 42 with SMI diagnoses. There were 28 commitments placed on detox
protocol. There were nine positive cases of COVID in inmates.
I. August’s expenditures and budget were discussed.
J. Warden Franzoni stated that Fulton County revenue will be included in future reports. She confirmed
that Franklin County Jail did have a contract with them to house inmates and that Fulton County
currently uses Bedford County as their primary housing.
K. Commissioner Ziobrowski moved to accept the Warden’s report, Sheriff Sites seconded the motion
and the report was unanimously approved.
V. Intermediate Punishment report
A. The Pre-Release department received 32 intakes in September and 36 discharges.
B. There were 11 inmates placed into employment in September.
C. There were 1,855 hours of community service completed.
D. The Drug and Alcohol RIP/DCIP program had 64 offenders. There were two successful discharges in
September.
E. The Pre-Trial Supervision program had 40 offenders.
F. The Sex Offender Program had 43.
G. There were 27 offenders on the Mental Health caseload.
H. The Electronic Monitoring Program had eight offenders.
I. There were 15 offenders detained in September and there were 18 that were given alternative
sanctions.
J. There were 116 daily jail bed days saved by using the alternative sanctions of electronic monitoring
(250 days), DCIP/D&A RIP (1946 days), intensive supervision (91 days) and pre-trial release (1178
days).
K. The Work Release program collected $13,701 and the Probation Department collected $169,815 in
September.
VI. Jail Expenses
A. Commissioner Ziobrowski moved that the jail’s current bills be paid, Sheriff Sites seconded the motion
and the motion was unanimously approved.
VII. Old Business
A. Warden Franzoni provided a staffing update. There are 69 officer positions filled, one application
pending and 36 vacancies. Warden Franzoni announced that David Sunderland was selected as the new
Deputy Warden of Inmate Custody.
B. Warden Franzoni gave a facilities update. The new body cameras begin use within the next month.
There are two vendor interviews scheduled for the jail’s camera upgrade project. Warden Franzoni
commended the jail’s Accreditation Compliance and Training Coordinator, Michelle Garber, for
establishing the jail as a host training site for state trainings. She also commended ACTC Garber and Lt.
Josh Shaffer for the implementation of the jail’s Field Training Officer program.
VIII. New Business
A. DW Weller and PR Supervisor Eckert gave a presentation on the jail’s work release program. They
explained the process of eligibility, availability and job placement. Commissioner Ziobrowski asked how
often employed inmates kept their jobs after release. Supervisor Eckert answered that job sites were always
willing to keep them after release, but re-entrants may sometimes need to leave the job due to factors such
as transportation. Controller Wissinger asked about supervision of work release inmates and Supervisor
Eckert answered that probation officers will visit job sites monthly at minimum. Commissioner
Ziobrowski asked how their income was handled and Supervisor Eckert answered that a percentage of their
wages are held for room and board fees and then the inmate has the option of sending money home to
family or keeping money for their jail account.
IX. The next meeting is scheduled for November 12, 2024 at 8:30AM at the Franklin County Jail. Controller Wissinger
moved to end the meeting, Commissioner Ziobrowski seconded the motion and the meeting was adjourned.
