Ms.Franzoni has been employed with Franklin County since October of 2011. She currently serves as the Warden at the Franklin County Jail. The selection for the January 2025Employee of the Month was determined by the STAR Committee. There were twenty-seven nominations, three of which were for Heather. The STAR nomination form asks what recent event or occurrence made you select Heather and the answer stated: It is with great pleasure that I nominate Heather Franzoni for Employee of the Month. Heather’s outstanding performance during the last few months to weeks is extraordinary. Heather has consistently demonstrated a strong work ethic, dedication, hard work, and commitment to our team’s success. Her continuous efforts to keeping Franklin County safe are endless. The following are the reasons I believe she deserves Employee of the Month. Miss Franzoni is a workhorse. She consistently works 24/7. There is NEVER a time she cannot be reached. She is here each and every day around 5AM, but not scheduled until 8:30AM. She is still here when most leave at 4:30. She comes in on her days off to assist with handling employee and staffing situations. She is consistently delivering an extraordinary quality of work. She is always willing to assist, and always has a smile on her face. Her positive attitude is contagious. If Miss Franzoni is not at the Jail, she is still working to handle any and every situation that has come to fruition. Staff will receive an email at any hour of the day or night. It is daily that you will receive an email from her at 2AM, 5AM, 7AM, 5PM, 7PM, 9PM etc. and over the weekend. There is no doubt over the next few years that this will be one of the best hires Franklin County has ever made. I have never seen anyone in my entire career, DAILY, go above and beyond, and care so much about EVERYTHING AND EVERYBODY! Heather just like the rest of us gets paid for a job. I believe she goes above and beyond every single day. Here are some examples of what has been seen. Heather came in over a weekend that she was off. She was not paid extra for doing it, but she wanted to make sure that the OT stayed low to get the budget on track. So, she took it upon herself to work a position to assist with staffing. She has come in on another occasion, to assist as a medical float. This was so staffing could stay home with their families and enjoy Thanksgiving and to eliminate as much OT. She worked another weekend for the same reasons, and ended up taking an Officer to the hospital after an incident. She only did this because she wanted him to be taken care of immediately. She has come in in the middle of the night to assist with a situation, and then never went home to get any sleep. She stayed and worked a full day and beyond. And, over the Christmas and New Year holiday, she stayed late, came in early and made sure staffing could get a relief. This also kept OT down. Again, these situations are all above and beyond her normal scheduled hours of work. She never stops. She is always thinking of other people. We had two staff member go in the hospital. She made sure that those staff member’s health was first priority. This has happened twice, with two different staff members, within the last few weeks. I cannot get into full detail, but she cares and was there for their families and staff. FYI, both staff members are back to work and are thriving. She has started conversations with staffing to work on ways to boost morale. Heather has taken certain recommendations to make improvements. Miss Franzoni worked with staff, putting together a last minute Christmas with Santa for the Officer’s children and staffing. Due to her guidance, we were able to have a gift for each staff member and had a visit from Santa himself. Heather is working with HR to assure the hiring process keeps moving forward. These steps that she has implemented looks to bring more staffing into fill open positions. Her innovative ideas are what are bringing other Counties to visit Franklin. These Counties come and tour our facility to see what ideas they can steal to take back to their Counties. At a conference a month or so ago, she had a conversation with other facilities to pick their brains on facility standards and operations. But, it never fails, those other facilities turn it around and ask about how Franklin County runs. They want to come see the facility and meet the staff. Heather is proud to invite them to see what Franklin County is all about. Heather has taken on additional responsibilities that have impacted the County by saving money. Her stepping up has allowed the County, not to replace a high paying job. Heather is like a sponge and absorbs everything she can. Heather is impressive to watch, learn from and is making a difference not only at the Jail, but within the County and State. The state legislation continuously changes policies and procedures for County Jails. They have committees that pass this information down at yearly conferences. Heather is a huge advocate for County Corrections within State Legislation. Heather takes it upon herself to educate on new state legislation correctional announcements. She then educates her staff and makes these changes prior to the conferences. This gives Franklin County the ability to have these changes made before it becomes the law. Again, because of her innovative thinking, Franklin County has already improved their standings with state inspections. I’m sure there are many more occasions that I am missing, but one last one. I witnessed Miss Franzoni jump in and talk with an offender that had mental health issues. She took the time regardless of the other obligations she was handling. She was kind and compassionate to this Offender. She offered her the help she needed. Without Miss Franzoni’s assistance, this Offender would have left the facility and more than likely would not have made it through the night. Heather is encouraging and exemplifies a great leader. She has earned the respect of her peers and demonstrates innovational ideas with great results that assist with safety and security of Franklin County. She has a commitment like no other. She is team oriented and selfless. I do not know how you could find anyone more deserving, and lives and breathes the Correctional Code of Conduct. She has been working very closely with the HR department to ensure that all are doing all that they can to hire the right applicants for the position. The Warden also has VERY CONTAGIOUS positive attitude. There has not been a time where I have picked up the phone and she was not a ray of sunshine. She will do all that she can to help staff by coming in early, overnight and staying late. I do not think that there is anyone more deserving of this award! Ms.Franzoni’s outstanding characteristics are attributes that have not gone unnoticed by her peers. Those who work alongside Heather used numerous positive words to describe her. These included dedicated with a strong work ethic, positive, Innovative and extraordinary quality of work and positive attitude. We are so grateful to Ms. Franzoni as she exudes a high standard of knowledge, leadership and excellence to the employees and residents of Franklin County.
