HomeMy WebLinkAbout2010-08-13 DD Provider Meeting MR Provider Meeting Human Services Building/Room 155-156 August 13, 2010 Welcome & Introductions  Everyone introduced themselves and their agency affiliation. South Central HCQU Presentation  Jenna Lynch did a presentation about what HCQU (Health Care Quality Unit) does for individuals. Representatives from HCQU help individuals with developmental disabilities get the best possible care they can and have a quality life. HCQU representatives do not replace doctor care. They do not monitor or inspect agencies. HCQU representatives do not do hands-on care. They help by teaching care givers to provide the best possible care to individuals that they can receive. They will help to find ways to reach goals for individuals. They review their records to see if there is a pattern of problem areas. If an agency is having problems with an individual they can ask HCQU to come to the agency to review what is happening with the individual and together plan ways to help with problems. HCQU will train care givers ways to cope with incidents and redirection. They are always developing new training programs. These trainings are free to everyone in these areas. You can register on line for training that is given in these areas. The trainings get filled quickly so it is best to register early. South Central HCQU serves Franklin, Fulton, Lebanon, Lancaster, Dauphin, Cumberland, Perry, York and Adams Counties. They do trainings for individuals, families and providers in these areas. They have web-based training and also do classroom training. Care givers of agencies can receive credits for completing the web based training and receive a certificate of completion for this training. Fiscal Discussion  Ed Franchi, fiscal consultant, has been working on cost settlement for 2006-2007 and 2007-2008 and he is almost finished with them. He will then work on cost settlement for 2008-2009 and 2009-2010. This should not be too time consuming for 2009-2010 as the state took over the waiver piece. He has created/revised many Procedure Statements that will make it a smoother process for doing cost settlement in the future. Ed has scheduled a Fiscal Provider Meeting on September 17, 2010 in the Sears Community Conference Room to talk about the "new and revised policies" for Franklin/Fulton County MH/MR/EI. Ed encouraged all the providers to attend. There will be a chance to ask questions throughout the presentation. 2010/2011 Updates  1.ISP Bulletin Jane Cline stated that these Individual Support Plans are important to individuals and we must be compliant with the state requirements. The service coordinators should have as much information as possible by the third quarter meetings so they can work on the outcomes in a timely manner. We have to be 100% compliant with the state. Jane asked the agencies to please work with the service coordinators to make sure all the paperwork is completed. 2.Supplemental Habilitation / AIS - This bulletin addresses the shortterm medical and behavioral needs of individuals living in licensed residential settings. Additional Individualized Staffing is sometimes needed and has to be justified for the need of that degree of help. The state must approve this level of care for individuals. 3.Provider Monitoring This bulletin is for Administrative Entities and Providers of Waiver funded Services. This is an interim tool to monitor waiver service providers until a new protocol is developed for 2010 – 2011. 4.Provider/SC Quarterly Meetings Supports Coordination will like to resume quarterly provider meetings as they felt that these meetings were beneficial. One of the MR Supervisors will be contacting individual providers to coordinate meeting dates. 5.Record Reviews The Services Coordinators will review the records of individuals. If there are problems forward them to Marion and she will forward them to Jenna to see if there is anything the HCQU team can help with. Provider Announcements and Updates  Family Care Services Tony Fisher talked about pooled consumers funds. Agencies can request from Social Security to be a pooled trust provider. This is where trust funds for individuals can be pooled into a special fund and can be used by other individuals when the individual passes away. This depends on what the family of the individual puts into the trust fund. This is a special needs planning fund. The individual may receive survivor’s benefits from both parents. These funds can’t be taken away or considered as a liquid asset. When the individual passes away the funds can be redistributed in the pool, after all needs are met and burial arrangements are met. The extra funds can be put in a trust for other people. UCP Branch Creek Respite Program This will be a 24 hour service for individuals (pending license). However, the 15 minute Respite Program is up and running. They can provide before and after program respites hours as well as evening drop in. New Light New Light is a new agency in the community. Bonnie Miller said things are going well for them and they are working on getting their license. Northwestern Human Services Bea Wishard stated that they are using the residential facility at 447 Lincoln Way East as a residential home at the present time. NHS has Behavioral Health Residential Services, Adoption, and foster care. They are looking towards expansion of the Circles Day Care Program. There are four segments to that building and this could be a safe zone for special need individuals. They have several acres on that property. They may be an autism provider Person Directed Supports Will be moving their day program to the Warm Spring Road area. . They will have a multi sensory room that they can use for individuals. There is a second building on that property with a community kitchen and a gymnasium. This property used to be a church and before that a dairy. They can enhance this property to whatever is needed in this area.
